MARAD Oil Analysis Questions and Answers
Quotes are now due at noon on July 31, 2017. If you have already sent in a quote feel free to revise and resubmit.
Question 1
Can the range of potential samples to be tested in a year be more accurately estimated?
Answer 1
MARAD anticipates 4000 samples for the base year and in each option year. Please provide in your quote a firm fixed price based on 4000 samples.
Question 2:
How many testing samples will require particulate testing?
Answer 2:
A specific number of samples requiring particulate testing cannot be specified. However, over the past three years the average number of samples requiring particulate testing was 2530 per year.
Question 3:
Should the quote be submitted as price per sample?
Answer 3:
No, quotes should be submitted to reflect each line item in the solicitation and instructions. The RFP is for a firm fixed price.
Questions 4:
Can you advise if quotes submitted should state same details as per SF 1449 Blocks 19, 20, 21, 22, 23 and 24? If so, can you advise as to which quantity should be used for the basis of the quote?
Answer 4:
Assume 4000 tests per year and 100 samples of grease annually. Again, this is a firm fixed price contract, not priced per sample or time and materials contract.
Question 5
How many forensic analysis tests are anticipated each year?
Answer 5
MARAD anticipates up to six forensic analyses per year. Forensic analysis test should be priced separately and not included in the quote. Please provide the price per forensic test for the base year and each option year. Forensic testing will be purchased on an as needed basis.
Question 6
Where do I put the price for oil analysis consultant and Forensic analysis test?
Answer 6
These prices should be placed as notes or descriptions in your quote documents. Not on the form.
