Amendment No. 0002 Project NP WHHO
Lafayette Park Solicitation: 693C73-18-B-000009
The purpose of this Amendment is to:
1) Provide a summary of responses to questions/clarifications submitted by potential bidders.
The Bid Opening date of December 5, 2017, at 2:00 p.m. will remain the same.
Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Is it acceptable to rent office space for field office near the job site, assuming it meets the requirements in the solicitation?
Response: Renting office space that meets the minimum requirements for the field office is acceptable. Please refer to Section 637 of the Standard Contract Requirements (SCRs).
2. For the fencing, can we fence off and work on multiple areas at the same time?
Response: If there is a need and compelling reason to fence multiple areas consecutively, it can be done with approval of CO in coordination with the partner agencies, and other possible Contractors in the area. However, large multiple areas will be difficult to be fenced at the same time, especially if these areas interfere with public activities already permitted by the partner agencies. This work should be accomplished with the needs and convenience of the public and the Government at the forefront. Early coordination is paramount in approvals to accommodate request for fencing. Submit the fencing plan, schedule, and phasing of all areas to be closed to the public to the CO for approval at least 7 days in advance. Advise the CO as work progresses. Please refer to Subsections 108.05(c), and 107.12 of the SCRs.

3. Drawing Detail E635-A note 1 says "The CO will determine the limits of placing the chain link fence". Bid Line Item No. A0220 Temporary Traffic Control is a lump sum item. Please provide the quantity of the chain link fence.
Response: The maximum closure area that the CO will approve at any one time is approximately one quarter of the park.
4. Subsection 107.02 states to protect existing trees that are tagged by the CO. Can you please identify these trees so the quantity can be determined? Also, please advise which bid line item this would fall under.
Response: Any tree that may be damaged during construction should be protected.
Subsection 107.02 provides a reference to do the work “according to Subsection 635.20” and therefore the work is required as part of the Section 635 lump sum traffic control item.
5. Would it be possible to identify trees to receive root pruning? Is this primarily in the tree well extension areas?
Response: The intent of the root pruning is for those areas along the tree wells as stated on Sheets A02, B03-Note 1 and Subsection 202.07A of SCRs.
6. Will the Park authority provide the parking areas during construction?
Response: Parking will not be provided by the partner agencies and please refer to Subsection 107.12 of the SCRs.
7. Can the company trucks drive inside the Lafayette park for delivery of material and pick up debris?
Response: Trucks can drive only on Madison Place and Jackson Place. Please see Subsection 107.12 of the SCRs.
8. The Sheets B02 and B03 show sections of the trail paver. Can we consider the Sheet B02 as existing and Sheet B03 as projected? Also, provide the width required for the paver path in case the detail sheets apply to this job.
Response: No. Both Sheets B02 (Full Extension) and B03 (Partial Extension) show the existing and proposed work for the project. Please refer to Sheet A02 for the respective symbols, and the D-sheets for the width of the sidewalk.
9. There are bid sheet items for removal and reset bricks. Also, sidewalk bricks with same quantities. It this item for new bricks to replace the damaged pieces or to replace full areas with new?
Info Page 3 of 3
Response: Sidewalk bricks are meant to replace damaged bricks only, refer to Sheets D01, and D02, Note 4. In addition, removal of sidewalk bricks refers to bricks that are damaged and need to be replaced, refer to Sheets D01 and D02, note 3.
10. The bid schedule sheet calls out for the removal of the concrete. Is this for the 6-inch concrete slab under the brick paver? Please confirm.
Response: Please refer to Sheets B02 and B03 for concrete removal.
11. Does a new concrete slab need to be placed back under the new/reset paver? If that is the case, can we consider the same quantity of removal? What strength in Pounds Per Square Inch (PSI) will be required? Do we require the third-party testing company?
Response: Concrete is not the scope of the work as shown on Sheets B01, D01, and D02.
12. The bid sheet is calling out for a field office, and the FP-14 (Standard Specifications Book) define the kind, and quantity of equipment to be used. Do we need this kind of office to be in place for a small project, and short construction duration? Please provide a detailed requirement of the field office to have same parameter for all contractors bidding this project.
Response: A Contractor supplied field office is required, and specific requirements are explained in Section 637 of the SCRs. Please also see response for question 1 above.
13. The bid sheet is calling out for the item repair drainage structure. Does the structure need to be demolished and built again or is patching only acceptable?
Response: The requirements for the repair drainage structure are explained in Section 607 of the SCRs.
