Subject: NEPA Documentation

BAWA 1(5), 2(5)

Date: August 23, 2017

From: Lisa Landers

Environmental Protection Specialist Eastern Federal Lands Highway Division

To: File

Project BAWA 1(5), 2(5) will resurface the Baltimore-Washington Parkway from Beaver Dam Road to the Patuxent River Bridge (approximately 20 miles of the Parkway). This section was part of the BAWA 1(4), 2(4) project but was removed from advertisement due to funding limitations. Similar to BAWA 1(4), 2(4), this section of roadway will be milled 2-1/4 inches and overlaid with 1-1/2 inches of asphalt surface course so the new paving surface will be flush with the gutter-pan.

The project will be completed with the Park's right-of-way and the limits of disturbance for this work are with the previously disturbed roadway prism. These improvements are consistent with the Categorical Exclusion for BAWA 1(4), 2(4) signed by FHWA on July 18, 2016. The project will have no effect on any federally-listed species; therefore, further consultation with US Fish and Wildlife Service is not required. The improvements meet criteria for the Streamlined review under Section 3 of the 2008 Servicewide Programmatic Agreement for Compliance with Section 106 of the National Historic Preservation Act.

Schedule B includes curb and gutter replacement on the Baltimore-Washington Parkway southbound and the southbound exit ramp to Powder Mill Road. The distressed pavement area adjacent to this section of curb and gutter will be also be repaired with a 12.5-inch deep asphalt concrete pavement patch.

In an email dated August 23, 2017, the NPS determined that the categorical exclusion completed for Resurfacing and Repair of the Baltimore-Washington Parkway 2016-2020 covers FHWA project number NP BAWA 1(5), 2(5). The analysis and coordination completed under BAWA 1(4), 2(4) remain valid for BAWA 1(5), 2(5).
