The purpose of this Amendment is to:

1) Revise the Special Contract Requirements (J Pages) as follows:

a) Section 401 to revise the asphalt concrete pavement construction requirements.

b) Section 418 to revise the asphalt concrete pavement patching requirements.

2) Provide a summary of responses to questions/clarifications asked by potential bidders.

3) Reschedule the Bid Opening date to November 21, 2017, at 2:00 p.m. EST.

SCR Changes

Special Contract Requirements (J Pages) changes

1. Delete Subsection 401.13 of the Special Contract Requirements, pages J-10 and J-11, and substitute the following:

401.13. Add the following:

In areas where no asphalt concrete pavement patching is required, repave milled surface within 72 hours.

In areas where 10 percent or less of the milled surface requires asphalt concrete pavement patching, as determined by the CO, complete the repair and repave the milled surface within 5 days.

In areas where more than 10 percent of the milled surface requires asphalt concrete pavement patching, as determined by the CO, time to complete the repair and repave milled surface may be extended beyond 5 days, as approved by the CO, based on the additional patching quantity and the production rate of similar work.

Begin paving operations at the furthest location from the asphalt plant and proceed towards the plant.

2. Delete Subsection 418.03(a) of the Special Contract Requirements, page J-15, and substitute the following:

418.03(a). Add the following:

Patch areas will be designated by the CO after pavement milling.

Questions / Clarifications

Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Please clarify the asphalt concrete patch; if the intent is to perform the patch after the initial 2 ¼-inch milling, 72 hours to begin resurfacing (page J-10) seems to be insufficient time to complete the patching. If the patching is to be done prior to the surface milling, 1,500 tons of asphalt is insufficient quantity of material.

Response: The intent is to have the asphalt concrete pavement patching work follow after the asphalt pavement milling. The asphalt pavement patching requirements have been clarified in the amended Special Contract Requirements.

2. Is the asphalt paving tied to an Asphalt Cement Index?

Response: If the bidder is referring to the use of a performance price index for asphalt cement in order to apply a price adjustment to contract prices during construction for pay items that use asphalt cement, then the answer is “No”.
