WORK STATEMENT

DESCRIPTION OF WORK.

The work covered by these specifications consists of the Contractor furnishing all plant, labor, equipment and materials and performing all work to inspect four (4) stiff leg derricks at the upstream and downstream ends of Eisenhower and Snell

Locks operated by the Saint Lawrence Seaway Development Corporation (SLSDC). Each derrick shall be inspected to the

“periodic inspections” provisions of ASME B30.6-2015 “Derricks-Safety Standard for Cableways. Cranes. Derricks, Hoists, Hooks, Jacks and Slings” (referred to here as ASME B30.6).

a. Inspection Report: For each derrick, the inspection report shall include a determination of the derrick’s conformance with the applicable requirements of ASME B30.6. A detailed report shall be prepared for each derrick listing all items inspected and tested, inspection methods and coverage, person doing the inspection or test, the inspection findings and any defects with type and location.

b. Remedial Procedure Design: For each derrick that does not conform to the ASME B30.6 standard, a separate report shall be submitted and shall define the general nature of the required remedial work. The proposed procedure shall contain, for each defect to be corrected, a detailed quantitative description of the repair work to be done, showing the location of the work, its type and extent and follow-up inspection to verify proper performance of this work. The remedial procedure shall provide conformance to the provisions of the ASME

B30.6 standard including but not limited to Section 6-2.3.2 “Maintenance Procedure” and 6-2.3.3 “Adjustments and Repairs”. Welders and welding procedures shall be certified and qualified to the provisions of the American

Welding Society (AWS) Structural Welding Code D1.1, and welding shall be performed in accordance with the applicable provisions of that code. A drawing or sketch shall be provided if necessary.

i.) Cost Proposal: For each derrick that does not conform to the ASME B30.6 standard, a detailed itemized cost proposal shall be prepared and shall contain the full scope of repair work required to bring the derrick in compliance with ASME B30.6. It shall include all trades, personnel doing these trades and their qualifications, expense items, per diem, estimated materials costs, subcontracted services, etc. and shall provide a schedule for the repair work. SLSDC will evaluate the cost proposal for fair and reasonable pricing and personnel qualifications. If pricing is determined fair and reasonable and with acceptably qualified personnel, SLSDC may award the corrective work to the Contractor.

c. Personnel Qualifications: Personnel performing and overseeing the inspection, and performing any repair work must be “qualified” as defined by ASME B30.6 and shall be experienced in inspections and repair (for repair personnel) of lattice-type cranes and derricks. Personnel performing nondestructive testing (NDT) shall be qualified in accordance with the American Society of Nondestructive Testing (ASNT) Level II practice for the particular method and the NDT reports shall be issued by ASNT Level III personnel. Personnel performing weld inspection shall be AWS Certified Welding Inspectors (CWI). Personnel shall not be substituted without SLSDC approval. The names, brief resumes and qualifications of all proposed personnel for each activity shall be submitted with all proposals.

d. SLSDC Support: During normal SLSDC work hours, SLSDC personnel will operate the derrick as requested by the Contractor to render certain elements accessible for inspection, or for other reasons. Depending upon available resources, SLSDC may provide a crane and manbasket with operator and signaller for accessing

Contractor personnel to all points of the derrick in lieu of awarding Basic Requirement Item no. 3 and/or

Optional Requirement Item no. 6. The normal SLSDC work hours are 7:00 AM to 3:00 PM Monday through

Thursday, and 7:00 AM to 2:00 PM on alternate Fridays.
