US ENVIRONMENTAL PROTECTION AGENCY (EPA)
COMBINED SYNOPSIS/SOLICITATION
1. GENERAL REQUIREMENTS
a. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information as prescribed in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Quote (RFQ) and a written solicitation will not be issued.
b. Solicitation number 68HE0B20Q0098 is issued as a Request for Quote (RFQ) for a hybrid gas chromatograph, high resolution fourier transform, infrared Trace Level Speciated, VOC Emissions Measurement System (referred to Trace VOC GC/FTIR).
c. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03, effective 12 Jul 2019, EPA Acquisition Regulations (EPAAR) as of September 7, 2018 and Environmental Protection Agency Acquisition Guide (EPAAG) as of January 2017.
d. This is a full and open competitive solicitation. The North American Industry Classification System (NAICS) for this requirement is 334516 Analytical Laboratory Instrument Manufacturing with a business size standard of 1,000 employees.
e. Description of Requirement. This requirement is for brand name only will be issued based on firm fixed price for each line item. Responses must include pricing with the quote.

f. Delivery. FOB Destination and deliver to U.S. Environmental Protection Agency (EPA) USEPA Chemical Services Loading Dock A, 109 TW Alexander Dr., Durham, NC 27709 within 90 days after award notification.
g. The following clauses apply to this acquisition:
i. FAR 52.212-1, Instructions to Offerors – Commercial. See attached clauses.

2. CONTRACT TYPE
In accordance with FAR 16.2, Fixed Price Contracts, this RFQ is for the award of one purchase order with firm fixed prices for delivery of all line items.
3. PROCEDURES FOR SOLICITATION, EVALUATION, AND AWARD
The source selection evaluation procedures to be used for this solicitation will utilize solicitation, evaluation, and award procedures as outlined in FAR 13.106.
4. BASIS FOR AWARD
The government intends to evaluate offers and award a contract without discussions, as provided by FAR 13.106-2 and FAR 13.106-3. The government reserves the right to conduct discussions with offerors, if later determined by the Contracting officer to be necessary. A Firm Fixed Price
Purchase Order will be awarded to the successful vendor that provides the lowest price, technically acceptable and the price is determined to be fair and reasonable.
5. SOLICITATION REQUESTS FOR INFORMATION
Inquiries and questions regarding this RFQ shall be submitted in writing electronically to the Contracting Officer, at email: choate.agnes@epa.gov. All inquiries/questions must be received no later than 6 calendar days after the issuance date of this solicitation.
6. PROPOSAL DUE DATE AND SUBMISSION INSTRUCTIONS
Offers are due no later than 1500 hours EST on February 18, 2019. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect.
FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. Please notify the Contracting Officer, sahli.william@epa.gov when your offer has been submitted to verify receipt. Courtesy copies may be attached to your notification email if you choose. Hard copy offers are not required. If having issues with FedConnect or not registered in FedConnect at this time an exception is extended, and alternate responses may be received by e-mail: choate.agnes@epa.gov.
