STATEMENT OF WORK

PR-ORD-19-02532

Trace VOC GC/FTIR

Description: This Statement of Work (SOW) is for the purchase of a hybrid gas chromatograph high resolution fourier transform infrared Trace Level Speciated VOC Emissions Measurement System (referred to Trace VOC GC/FTIR). The Trace VOC GC/FTIR is a real-time, high resolution FTIR gaseous measurement system equipped with an integrated gas chromatograph and specialized software configured to measure VOC HAPs (hazardous air pollutants) at trace (single digit ppb) levels from a variety of environments. When combined with the additional sample concentrator, even greater measurement sensitivities are possible (ppt quantitation levels). This system can and will be used to measure multiple emissions sources and ambient environments for a variety of VOCs and VOC HAPs including, but not limited to carbonyls (e.g., formaldehyde, acetaldehyde, benzaldehyde, acrolein), aromatics (e.g., benzene, xylenes, styrene) and aliphatics (e.g., alkanes, alkenes, alkynes). Most importantly, this system will be used to conduct ethylene oxide fugitive emissions measurement research supporting OAQPS. This is the only known system capable of measuring ethylene oxide at ppt levels.

SCOPE: This item description establishes the minimum requirements for the purchase, shipping/delivery, installation, commissioning and training of a commercially available Trace VOC GC/FTIR.

DELIVERY: Within 90 after receipt of order.

SALIENT CHARACTERISTICS:

Design: The system/instrumentation shall be of the manufacturer’s current design. It shall be a new unit and include any additional features necessary to comply with the requirements specified herein. Additional features which are not specified herein, but are part of the manufacturer’s current design, shall be included in the furnished equipment.

Safety: The system/instrumentation shall be equipped with all necessary safety devices per National Electric Code for protection against electrical shock hazard. It shall have any other protective devices as necessary to prevent injury to the operator, damage to the equipment, or erroneous data input or output. The equipment should be UL approved or equivalent.

Warranty: The Trace VOC GC/FTIR will include a 1-year warranty on all parts and labor to become effective on day of acceptance by the government as established in the receiving report.

General Specifications: The Trace VOC GC/FTIR shall be of the manufacturer’s most current proven commercial design, providing the capabilities and performance characteristics specified herein as minimum requirements:

The GC-FTIR system:

1) Must have a GC column integrated into FTIR and designed as one system

2) Must have a Thermal Desorption Tube (TDT) integrated into the system

3) Must be able to temporally integrate infrared signal through advanced software so as to signal average the infrared spectrum of an eluting compound up to minutes in duration

4) Must be able to easily convert to standard FTIR sampled gas detection without changing the configuration of the system

5) Must utilize a large volume multi-pass gas cell

a. To achieve necessary sensitivity

b. To accommodate high sample flow rates (8 L/min) in standard FTIR operation

c. To integrate GC peaks as the elute in GC-FTIR operation. This allows compounds with very broad or tailing peaks to be analyzed, whereas in the typical “light pipe” GC- FTIR design, peak width cannot exceed residence time in light pipe.

6) Must be backwards compatible with MKS/EPA/NIST calibration library

7) Sampling system must incorporate Peltier cooler, for more efficient trapping of volatile compounds on the TDT where the eluting gases are drawn and trapped within a multiple-pass gas cell for extended measurement. In addition, moisture interference is reduced since the infrared signal is incorporated into the spectral background. The multiple-pass cell, along with spectral time averaging, can generate very low detection limits. In addition, this design allows for constant instrument-to-instrument calibrations where the GC does not affect the calibration, and the system requires only a nitrogen carrier gas.

On-Site Instrument Verification and Training:

• The vendor shall provide on-site verification of instrument operation by demonstration that the instrument is in working order and meets the salient characteristics of this item description.
