UNITED STATES INTERNATIONAL BOUNDARY AND WATER

COMMISSION (USIBWC)

NOGALES FIELD OFFICE

SCOPE OF WORK FOR PERIODIC REMOVAL OF SAND AND GRIT FROM

INLET CHANNELS.

1. GENERAL

1.1. BACKGROUND

The US International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The NIWTP currently treats approximately 17 million gallons per day of raw sewage entering from Nogales, Mexico and Nogales, Arizona.

The headworks structure contains two settling basins which accumulate settled solids on a regular basis and those solids have to be removed periodically to maintain continuity of flows.

1.2. LOCATION

The USIBWC NIWTP is located in Rio Rico, Santa Cruz County, just north of Nogales, Arizona.

The treatment plant is situated between the Santa Cruz River that is to the east and I-19 to the west.

There is a railroad track between the highway and the treatment plant.

1.3 SITE CONDITIONS:

The inlet settling basins are considered Permit Required Confined Spaces due to hazards such as engulfment, health hazards, and potential hazardous atmosphere, and therefore the work carried out under this scope must be executed without personnel entering the basins.

The grit and sand being removed also contains raw sewage, and trash typically associated with domestic and industrial sewage.

1.4. SCOPE OF WORK

1. The contractor shall provide all equipment, parts and labor necessary to remove accumulated solids from basins within 48 hours from request. Up to 1500 cubic yards of solids may be removed per fiscal year, up to 100 cubic yards per visit. Invoices will be submitted at a flat rate per visit. May require bi-weekly visits during the rainy season and during the dry season, once every month or two.

2. The contractor shall provide a vacuum truck with adequate capacity, extendable boom, and all the necessary hoses to collect accumulated solids in the inlet basins, up to 100 cubic yards per visit.

3. The Contractor is responsible for training all personnel involved in providing this service in the biological and physical hazards associated with working in and around the basins.

4. The Contractor shall supply all required Personnel Protective Equipment to personnel working in the removal of the settled solids from the basins.

5. The collected solids are to be transported to and unloaded at a designated area on site.

6. IBWC personnel will close inlet slide gates as best as practical to minimize waste inflow into the channels while the settled solids are being removed.

1.5. ACCESS TO SITE:

NIWWTP is a restricted Facility; and access for delivery shall be in accordance with existing USIBWC procedures. Currently all delivery vehicles must be escorted by a USIBWC employee into the facility.

1.6. WORKING HOURS:

Working hours shall be from 7:30am to 4:00pm local time, Monday to Saturday except for Federal holidays.
