PERFORMANCE WORK STATEMENT

Falcon Dam Power Plant

Annunciators Project Upgrade

PR# 63095201024

OVERVIEW

The project at the U.S. International Boundary and Water Commission (USIBWC) Falcon Dam Power Plant is to provide, remove, and upgrade existing Generators Annunciator/ Alarm System. The work shall include but not limited to removal and upgrade of current Annunciator System. This Annunciator System protects three (3) generators and power plant station service, and it’s located inside of operator’s control room.

The Contractor shall review the blue prints and schematics of the actual location of the current annunciator system and develop a plan for removal of current system and installation of new annunciator system. The Contractor shall provide dimensions and specifications of the New Annunciator System for review and final approval prior to submit the firm fixed project cost. The Contractor shall develop, provide, and coordinate a procedure to avoid disturbing Falcon Power Plant daily operations while performing electrical clearance of the facility.

The Contractor shall test the new equipment, provide training to power plant personnel, and provide drawings and schematics for new system with detail specification for the IBWC records.

BACKGROUND

The Falcon Dam Power Plant is located in the city of Falcon Heights, Texas and its part of the Falcon Dam

Reservoir. To access the facility, the Contractor must cross through the United States Port of Entry and shall comply with furnishing proof of residence and/or a United States (US) passport to US Customs and

Border Protection officials.

Moreover, current generators annunciator/ alarm system had been in service for more than 60 years and it’s obsolete. The current annunciator equipment needs to be replaced, because there has been instances where electro‐mechanicals relays needed to be replaced and no parts were available. The current communication system of the equipment is affecting Falcon Power Plant daily operations with wrong false alarms. Not upgrading the current system from in Falcon Power Plant is detrimental, and shall represent a safety hazard to protect the generators and facility station service

The Contractor shall replace current annunciator system with four (4) New Digital Annunciator Displays already programmed and label with all alarms for three generators, and one station service. Those displays shall be mounted on a new metal plate and already pre‐wired from the new display to the terminal blocks.

Those terminal blocks are located on the back of the current control panels inside of operator’s control room. The New Digital Annunciator Displays shall include capacity to install 40 alarms for display, software to communicate with operator’s computer; this software package shall include a settings interface, and event analysis tool capable to storage data and remote user interface.

The Contractor shall remove and upgrade all current annunciator electro‐mechanical relays for every generator and station service, those small relays are located inside of cabinet at High Voltage Gallery Area.

Electro‐mechanical relays shall be upgraded with a Digital Module Automation Controller System already programmed. A complete mounted Digital Module Automation Controller package includes a fully integrated, modular input/output (I/O), and control solution ideally suited for utility and industrial applications. It combines the communications, built‐in security, and with a durable suite of I/O modules that provide high‐speed in communication. Each complete system shall have better respond time as the ones they replaced, since the New Digital Annunciator Displays and Digital Module Automation Controller shall be connected using fiber optic. The Contractor shall provide, install and terminate fiber optic 12/24

ADSS (all dielectric self‐supporter) double jack to communicate the interface between displays and controller system.

PRINCIPAL FEATURES OF WORK

1) The Contractor shall provide detailed cost breakdown to include all equipment, supplies, and service.

2) The Contractor shall provide all labor, supplies, and tools required for the installation of New

Digital Annunciator Displays and Digital Module Automation Controller.

3) The Contractor shall program and label with all alarms the annunciator displays.

4) The Contractor shall comply with all Agency Safety Guidelines, National Electric Codes (NEC), OSHA, IEEE, NFPA70e, and other electrical guidelines, standards, and codes associated with this project.

5) All pre‐engineering design for New Digital Annunciator Displays and Digital Module Automation

Controller shall be approved by the government and Falcon Power Plant Management before installation. A complete set of submittal shall be provided with as‐built drawings.

6) The New Digital Annunciator Displays shall be programmable and meet all communication and

NEC standards.

7) The Digital Module Automation Controller shall meet all communication and NEC standards.

8) The Contractor shall provide and install UPS (uninterruptible power supply) for the displays and the automation controllers to prevent possible outages.

9) The Contractor shall provide and install fiber optic 12/24 ADSS double jack from control room to high voltage gallery area using the facility cable trays, otherwise, the Contractor shall complete the cable installation with metal conduit wherever there is no cable tray.

10) The Contractor shall provide connectors and equipment required to perform final terminations in

Fiber Optic Run.

11) The Contractor shall be required to identify the presence and contamination of asbestos of old electrical cables, connectors, and any related or unrelated items. If contamination is detected, the Contractor shall be responsible for properly disposing all contaminated materials as per

Federal, State, and Local regulations.

12) Contractor shall develop, provide, and coordinate a procedure to avoid disturbing Falcon Power

Plant daily operations while removing and installing new equipment in the facility.

13) The Contractor shall provide training and written troubleshooting guide lines for all equipment installed (1‐ PDF electronic format and 3‐ hard copies).

14) The Contractor shall be responsible for providing the equipment, tools, and personnel to haul away trash, old annunciator system, and all associated material daily, or as agreed upon by Falcon

Power Plant Management. Hauled materials will be disposed at the nearest local landfill or a hazardous material facility as Federal, State, or Municipal regulations. The Contractor shall be responsible for any fees and required permits related to the disposal of hauled trash, material, and equipment.

CORRESPONDENCE

All correspondence in connection with this contact shall be transmitted in duplicate one to the Technical

Point of Contact and one to the Contracting Officer’s Representative (COR). The COR shall be named after contract award.

SPECIFIC DELIVERABLE AND SCHEDULE

1) The submittals for new Digital Annunciator Displays and Digital Module Automation Controller shall be reviewed and approved by the Government (USIBWC Falcon Dam Power Plant Electrical

Engineer) prior to shipment and delivery to Falcon Power Plant within 90 calendar days after the contract is awarded.

2) The Government (USIBWC Falcon Dam Power Plant Electrical Engineer) will review all submittals within 5 calendar days of receiving documents for review and approval.

3) The Contractor shall submit all Licenses and Certifications for electrical work required for this type of project, a Quality Control Plan, and Installation Plan Procedure prior to begin the installation.

4) The equipment shall be delivered within 20 calendar days after review and approval from the government.

5) The installation shall be performed and completed during a period of 30 calendar days, after the equipment arrives without affecting Power Plant daily operations.

6) The equipment shall be tested by the Contractor and witnessed by the Government (USIBWC

Falcon Dam Power Plant Electrical Engineer).

7) After the installation is completed, the Government (USIBWC Falcon Dam Power Plant Electrical

Engineer and others) will perform a final inspection within 5 calendar days of work completion.

8) All work shall be completed within 150 calendar days of award.

All aspects of this work are considered property of the Government. No release of information or opinion related to this work is permitted without written authorization of the USIBWC.

OFFERORS ARE HIGHLY ENCOURAGED TO ATTEND A SITE VISIT PRIOR TO SUBMISSION OF AN

PRICING

The Contractor shall replace Annunciator System in accordance with this Performance Work Statement at a Firm Fixed Price (FFP).

PAYMENT AND INVOICES

All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) on a monthly basis by email to invoices@ibwc.gov. A copy shall be furnished to the Contract Administrator and the COR.

Payment shall be made in accordance with contract clause 52.212‐4.

SALARIES AND BENEFITS

The Contractor and Subcontractors shall comply with all Department of Labor requirements and labor wage determinations.

INSPECTION AND ACCEPTANCE

Inspection and Acceptance will occur at USIBWC Falcon Dam Power Plant. The technical point of contact will require five (5) days to inspect the installation. The final inspection and acceptance will occur after completion of all work by the Contractor. Both the Technical Point of Contact and Contractor are require to perform a joint final inspection and quality assurance.

The technical point of contact for this work is Edi Delgado at 956‐848‐5265 or edi.delgado@ibwc.gov The Technical POC may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.

The COR shall be contacted for other information related to this Contract. Prior to and during the progress of work, the Contractor shall confer with the COR (and copy the assigned Contract Administrator in the USIBWC, Acquisition Division on any related correspondence) on problems that may significantly affect the delivery schedule or performance of work, in an effort to assure the satisfactory completion of work.
