Question and Answer Amendment A001
Solicitation Number 63095201023 Supply and Install New Generator Electromechanical Relays
Q) Are there any drawings that are available and was it your intention that a SEL-700G relay be provided for each unit and a SEL-787 be provided for the Local load, and Mexican Tie Line protection as that would be six relays?
A) The drawings will be posted in FBO for viewing.
There are different brands of Relays Generator Protections the Government does not have any preference in regards to specific brand or type of digital protection relays. The areas that need new relays are as follow: Generators #1, #2 & #3, Mexican Tie Line, and finally the Local Load Section.
That is 5 new protection relays required to replace the old relays mentioned in the scope of work.
Q) CLIN 002: No Cost Receiving Line. Where do I find a description of what is to be supplied for that item?
A) The Contractor does not need to provide anything for CLIN 002. CLIN 002 No Cost Receiving Line is for Governments Use Only.
Q) Specification reference, "Contractor shall supply and install UPS (Uninterrupted Power System) to prevent Microprocessing Relays from possible outages." What time duration of an outage is the UPS to supply power to the relays for?
A) The time duration of an outage that the UPS is to supply power to the relays is in 2 hour outages.
Q) Specification reference, "Contractor shall provide and install a software to communicate New
Microprocessing Protection Relays with Control Room Computers. Communication Software shall provide equipment status, data history analysis tools, built in security and remote user interface to monitor any generator fault operation." Is this to be a standalone software package running on the control room computers or integrated in to the HMI software? And how many licenses are required?
A) The software package is not to be integrated since IBWC does not have HMI software. Therefore, the software package is to be a standalone software package running on the control room computers.
Only one (1) license is required to view information in the operator’s main computer.
Q) Can you please give us more information regarding the Creep Detection System, there are different types of sensors and hardware used in this types of systems we will required additional information to select the correct relay.
A) The type of sensor to be used is a movement sensor with analog input connected directly to the creep detection relay and from the relay connected to a governor digital display with analog inputs.
Q) Do we need to supply an office trailer and restroom facility or will the plant's facilities be available to use and will there be an office type space available within the plant?
A) There is no need to supply an office trailer and restroom facility. The plant’s facilities will be available for usage. The Government will provide an office space within the plant.
