PERFORMANCE WORK STATEMENT

Falcon Dam Power Plant

Generators Electromechanical Relays Upgrade

PR# 63095201023

OVERVIEW

The work that is required at the U.S. International Boundary and Water Commission (USIBWC) Falcon Dam

Power Plant to provide, remove and upgrade existing 6.9 KV Generators Electromechanical Relay

Protection. The work shall include but not limited to removal and upgrade of current Electromechanical

Relays Protection for Three Generators, Station Service, Local Load, and Mexico’s Tie Line. These

Electromechanical Relays are located inside of Falcon Plant Control Room.

The Contractor shall review the blue prints and schematics of the actual location of the current electromechanical relays and develop a plan for removal of current system and installation of new Digital

Relays. The Contractor shall provide dimensions and specifications of the New Microprocessing Relays for review and final approval prior to submit the firm fixed project cost. The Contractor shall develop, provide, and coordinate a procedure to avoid disturbing Falcon Power Plant daily operations while performing electrical clearance of the facility.

The Contractor shall include testing the new equipment, provide training to power plant personnel, and provide drawings and schematics for the new system with detail specification for the IBWC records.

BACKGROUND

The Falcon Dam Power Plant is located in the City of Falcon Heights Texas and its part of the Falcon Dam

Reservoir to access the facility, any vendor must cross through the United States Port of Entry and must comply with furnishing proof of residence and/or a United States (US) passport to US Customs and Border

Protection officials.

Moreover, current Electromechanical Relays had been in service for more than 60 years and no longer supported by the manufacturer. The equipment needs to be replaced, there has been instances where relays needed to be changed and no parts were available. The current system is currently obsolete, and communication system of the equipment is affecting Falcon Power Plant daily operations. Not upgrading current Falcon Power Plant System can affect production, reliability, and safety. Equipment that need to be replaced, upgraded and removed are as follow: nine (9) Volts Restraint DC, nine (9) Generator

Differential Relays, fourteen (14) Transformers Differential Relays, three (3) Ground Relay, three (3)

Negative Sequence Relay, three (3) Excitation Relay, three (3) Emergency Shutdown Relay, three (3) Creep

Detection Relay, three (3) Volts/Hertz Relay, three (3) Bus Differential, three (3) Overcurrent Relay, three

(3) Feeder 1 Relay, three (3) Feeder 2‐Relay.

In addition, the Contractor shall replace current electromechanical relays with six (6) Microprocessing

Protection Relays already programmed, and provide study analysis with new parameters or logic settings to protect each generator, station service, local, and Mexico’s Tie Line. Those Microprocessing Relays shall be mounted on a metal plate, and pre‐wired from the new Microprocessing relays to current terminal blocks. A complete mounted Microprocessing Protection Relay package includes a fully integrated, modular input/output (I/O) and control solution ideally suited for utility and industrial applications. It combines the communications, built‐in security, and with a durable suite of I/O modules that provide high‐speed communication. Each complete system will have better respond time as those of the ones they will be replaced, plus these Microprocessing relays shall provide a software package. This software package shall include settings interface, data history analysis tool, and remote user interface to monitor any generator fault operation from control room computer.

PRINCIPAL FEATURES OF WORK

1) The Contractor shall provide detailed cost breakdown to include all equipment, supplies, and service.

2) The Contractor shall provide all labor, supplies, and tools required for the installation of New

Electronic Digital Relays.

3) The Contractor is required to comply with all Agency Safety Guidelines, National Electric Codes

(NEC), National Electric Safety Codes (NESC), OSHA, IEEE, NFPA70e, and other electrical guidelines, standards, and codes associated with this project.

4) All pre‐engineering design for new Microprocessing Relays and study analysis for new parameters and new logic settings shall be reviewed and approved by the Government and Falcon Power

Plant Management. A complete set of submittals shall be provided with as‐built drawings.

5) The Contractor shall supply and install UPS (Uninterrupted Power System) to prevent

Microprocessing Relays from possible outages.

6) The Contractor shall supply and install sheet metal panels to mount all New Microprocessing

Relays.

7) The Contractor shall provide and install a software to communicate New Microprocessing

Protection Relays with Control Room Computers. Communication Software shall provide equipment status, data history analysis tools, built in security and remote user interface to monitor any generator fault operation.

8) The Contractor shall identify old electrical cables as asbestos and, the Contractor shall disposed of any contaminated material properly. Any electrical wires that are embedded into concrete shall be abandon in place.

9) Contractor shall develop, provide, and coordinate a procedure to avoid disturbing Falcon Power

Plant daily operations while installing New Microprocessing Protection Relays.

10) The Contractor shall provide training and written troubleshooting guide lines for all equipment installed (1‐ PDF electronic format and 3‐ hard copies).

11) The Contractor shall remove all the existing electromechanical relays, metal panel, and all associated material to be disposed properly outside of government facility.

12) Once the microprocessors protection relays are completely installed and tested shall be label with appropriate protection location.

13) The Contractor shall be responsible for providing the equipment, tools, and personnel to haul away trash and electromechanical relays and all associated material daily, or as agreed upon by

Falcon Power Plant Management. Hauled materials will be disposed at the nearest local landfill or a hazardous material facility as Federal, State, or Municipal regulations. The Contractor will be responsible for any fees and required permits related to the disposal of hauled trash, material, and equipment.

CORRESPONDENCE

All correspondence in connection with this contact shall be transmitted in duplicate one to the Technical

Point of Contact and one to the Contracting Officer’s Representative (COR). The COR shall be named after contract award.

SPECIFIC DELIVERABLE AND SCHEDULE

1) All submittals for Microprocessing Protection Relays shall be delivered to USIBWC Falcon Dam

Power Plant Electrical Engineer for review and approval within 60 calendar days after the Contract is awarded.

2) The Government (USIBWC Falcon Dam Power Plant Electrical Engineer) will review all submittals within 5 calendar days of receiving documents for review and approval.

3) The Contractor shall submit all Licenses and Certifications for electrical work required for this type of project, a Quality Control Plan, and Installation Plan Procedure prior to begin the installation.

4) The equipment shall be delivered within 20 calendar days after review and approval from the government.

5) The installation shall be performed and completed during a period of 30 calendar days, after the equipment is reviewed and approved by the Government (USIBWC Falcon Dam Power Plant

Electrical Engineer), and without affecting Power Plant daily operations.

6) All parameters and logic settings shall be program in the microprocessors relays, and shall be tested for quality assurance by the Contractor and witnessed by USIBWC Falcon Dam Power Plant

Electrical Engineer.

7) After the installation is completed, the Government (USIBWC Falcon Dam Power Plant Electrical

Engineer and others) will perform a final inspection within 5 calendar days of work completion.

8) All work shall be completed within 120 calendar days of award.

All aspects of this work are considered property of the Government. No release of any information or opinion related to this work is permitted without written authorization of the USIBWC.

SITE VISIT

OFFERORS ARE HIGHLY ENCOURAGED TO ATTEND A SITE VISIT PRIOR TO SUBMISSION OF AN

OFFEROR’S QUOTE. A site visit may be scheduled by contacting Alberto Hinojosa at 956‐844‐9296 or alberto.hinojosa@ibwc.gov.

PRICING

The Contractor shall replace all the electro‐mechanical relays in accordance with this Performance Work

Statement at a Firm Fixed Price (FFP).

PAYMENT AND INVOICES

All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) on a monthly basis by email to invoices@ibwc.gov. A copy shall be furnished to the Contract Administrator and the COR.

Payment shall be made in accordance with contract clause 52.212‐4.

SALARIES AND BENEFITS

The Contractor and all Subcontractors shall comply with all Department of Labor requirements and labor wage determinations.

INSPECTION AND ACCEPTANCE

Inspection and Acceptance will occur at USIBWC Falcon Dam Power Plant. The technical point of contact will require five (5) calendar days to inspect the installation. The Final inspection and acceptance shall occur after completion of all work by the Contractor. Both the technical point of contact and Contractor are require to perform a joint final inspection and quality assurance.

POINTS OF CONTACT

The technical point of contact for this work is Edi Delgado at 956‐848‐5265 or edi.delgado@ibwc.gov The Technical POC may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.

The COR shall be contacted for other information related to this Contract. Prior to and during the progress of work, the Contractor shall confer with the COR (and copy the assigned Contract Administrator in the USIBWC, Acquisition Division on any related correspondence) on problems that may significantly affect the delivery schedule or performance of work, in an effort to assure the satisfactory completion of work.
