About this file
This document is Amendment #1 to a Request for Proposal (RFP) issued by the South Carolina Department of Corrections for a Mainframe Application Assessment project. The solicitation number is 5400025683, issued on August 30, 2023, with the procurement officer Johanne M. Sullivan, CPPO, CPPB. The project involves assessing 163 ADSA applications grouped into four primary systems: the Offender Management System (OMS), Inmate Financial System (IFS), Fiscal System (FIS), and Personnel System (PPS). The assessment must estimate effort required to modernize applications for redeployment to Azure Government Community Cloud (GCC) and develop a conversion project plan. A pre-proposal conference was scheduled for August 24, 2023, at 2:00 PM via Microsoft Teams. Questions from offerors were due by August 25, 2023, at 3:00 PM ET. Proposals must be submitted by September 19, 2023, at 10:00 AM ET online at http://www.procurement.sc.gov. Award notification is scheduled for November 1, 2023. Offerors must hold their offers open for a minimum of 90 calendar days after the opening date.
The current mainframe environment includes zOS version 2.04.00, IDMS version 19.0, IBM Enterprise COBOL for Z/OS version 4.2.0, and SAS version 9.4.6, with approximately 18,000 lines of assembler code. The assessment must address core mainframe technologies plus supplementary technologies, external interfaces, scheduling data (383 jobs in 628 CA-7 schedule IDs), and provide analysis of three priority business rule types related to service credits, parole eligibility, and inmate financial garnishing. No automated testing tools or test scripts are currently available; testing is performed using production data downloads. The state has a current Azure subscription and supporting staff resources intended for leverage in this project. Subcontractor experience may be counted toward the seven mandatory minimum qualifications required for award consideration. The awarded vendor is not precluded from participating in subsequent mainframe modernization solicitations. One online submission and one redacted copy must be submitted; the Minority Participation and Security Assessment questionnaires should accompany only the Technical Proposal.
