About this file
This document is Amendment #2 to a Request for Proposal (RFP) issued by the South Carolina Department of Transportation (SCDOT) for a Statewide Rail Plan. The amendment, dated September 13, 2023, notifies all prospective offerors that a new version of the pricing worksheet has been posted to replace an earlier version that contained a calculation error. The original offer submission deadline is September 19, 2023, at 2:30 PM, with the question deadline having been extended to August 29, 2023, at 10:00 AM. A pre-proposal conference was held on August 28, 2023, at 10:00 AM both in person at SCDOT headquarters (955 Park Street, Columbia, SC 29210) and via teleconference. The award is scheduled to be posted on October 24, 2023. Offerors are required to submit one copy of their offer online through www.procurement.sc.gov and must agree to hold their offers open for a minimum of ninety calendar days following the opening date.
All other terms, conditions, bidding instructions, and specifications from the original solicitation remain unchanged by this amendment. Offerors are responsible for acknowledging receipt of the amendment through one of four methods: signing and returning the amendment document, identifying the amendment number and date on the submission, submitting a separate letter of acknowledgment, or indicating receipt in their bid submission. SCDOT Procurement Officer Jeffery Schwalk is available to address any questions, confusion, or uncertainty arising from the amendment. Offerors are directed to reference the "duty to inquire" clause in the original invitation for bid should clarification be needed.
