About this file
This is Amendment 1 to a fixed-price bid solicitation issued by the State of South Carolina, Department of Mental Health (DMH) Administration for Community Housing Development Services. The solicitation, numbered 5400023893, was issued on September 13, 2022, by Procurement Officer Ashley Kennedy-Shell. The amendment extends the original bid opening date from September 14, 2022, at 11:00 AM to September 19, 2022, at 11:00 AM, and extends the award posting date from September 19, 2022, to September 23, 2022. Questions from offerors must be received by September 6, 2022, at 10:00 AM. Offers must be submitted online through SCEIS at http://www.procurement.sc.gov. No pre-bid conference or site visit is applicable to this solicitation. Offerors must submit one online copy of their offer and acknowledge receipt of the amendment.
The amendment addresses vendor questions regarding project scope and funding calculations, clarifying that for a 10-unit development, funding would be based on 2 units designated for persons with mental illnesses, with exceptions possible at DMH's discretion for small developments defined as those with a maximum of 16 housing units or shared living arrangements. The solicitation requires offerors to hold their offers open for a minimum of 30 calendar days after the opening date. Offerors must acknowledge receipt of the amendment and are cautioned to carefully review South Carolina Code Section 11-35-1524 regarding state and local vendor preferences, which are applied by line item and must be properly claimed to avoid serious consequences.
