Request for Information

Purpose

The South Carolina Department of Health and Human Services (SCDHHS) is seeking information and feedback on a potential solicitation. SCDHHS is seeking input regarding a technology solution for

Incident Management. Additional information on capabilities of the system to integrate claims data for the purpose of incident detection is also requested.

The U.S. Department of Health and Human Services, Office of Inspector General, Administration for

Community Living, and Office for Civil Rights issued a joint report in January 2018 titled “Ensuring

Beneficiary Health and Safety in Group Homes Through State Implementation of Comprehensive

Compliance Oversight” (“Joint Report”). Compliance oversight model practices include activities in the following categories: state incident management and investigation, state incident management audits, state mortality reviews, and state quality assurance.

According to the Joint Report, incident management and investigation involves providing immediate and effective responses to serious incidents to protect the involved beneficiary’s safety and well-being and to mitigate reoccurrence. Essential components include reporting and notifications, incident reviews, investigations, corrective action recommendations and implementation, and trend analysis.

This document is not an RFP. The State (SCDHHS) is not seeking proposals at this time.

Submission Request

SCDHHS requests answers to the specific items below. Respondents are asked to format and organize their responses based on the numbering below so that the State (SCDHHS) can easily review the responses. SCDHHS has also provided an opportunity for respondents to offer additional comments and considerations as part of Item H.

Respondents shall not provide general marketing material or other generic information unless it specifically supports one or more of the items. Please respond to as many items as you are able.

A. SCDHHS seeks to understand what secure web-based incident management technology solutions exist to meet the intended outcomes of incident management and investigation ensuring compliance with the Joint Report.

B. SCDHHS seeks information on an incident management technology solution that is able to be modified to meet the policy, procedure and operational needs of the state.

C. SCDHHS seeks to understand what minimum systems requirements (system features) would be necessary to successfully comply with the Joint Report.

D. SCDHHS seeks to determine if there are contractors who have entered into arrangements with other State Medicaid agencies to provide a system which performs all or a portion of these functions and, if so, which functions and in which States.

E. SCDHHS seeks to understand what information or data access the contractor would need to perform the necessary tasks.

F. SCDHHS seeks to determine whether this scope of services would require separate systems for individual agencies or whether a multi-agency platform with firewalls to ensure appropriate protection of data is feasible.

G. SCDHHS seeks to understand the best pricing methodology for this scope of services.

H. SCDHHS is interested in meeting with contractors who have a system which would ensure compliance with the Joint Report. If interested in such a meeting, provide contact information.
