About this file

This document is an Amendment #2 to a Request for Proposal (RFP) issued by the South Carolina Department of Transportation (SCDOT) for Structural Design Manual Bridges services. The solicitation was issued on March 31, 2020, with a proposal submission deadline of April 10, 2020 at 2:30 p.m. through the online procurement portal at www.procurement.sc.gov. The questions deadline was March 21, 2020 at 10:00 a.m., and no pre-bid conference or site visit was required. Award notification was scheduled for May 15, 2020. Offerors were required to submit one copy of their signed proposal and agree to hold their offer open for a minimum of thirty calendar days after the opening date. The procurement officer was Nathaniel Billups, reachable at 803-737-0514 or BillupsNS@scdot.org.

The amendment addresses seven questions from potential offerors regarding proposal requirements. Key clarifications include: no specific formatting requirements exist beyond guidelines for organizational chart paper size; no page count restrictions apply; rate cards should include only personnel providing services under the identified scope, not the entire firm; the rate card must reflect fully loaded rates (direct labor, overhead, and fee combined) representing the total billable amount to SCDOT; submission of a total cost estimate is not required, though offerors may provide one; and the work plan must include proposed percentage payment schedules per line item rather than dollar amounts. Initial submissions do not require additional company information outlined in the qualifications section unless specifically requested by the Procurement Officer during the responsibility check.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]

THE FOLLOWING QUESTION WAS RECEIVED

• QUESTION 1: Does the proposal have any formatting requirements such as font type and size, margins, etc.?

SCDOT REPONSE: There are no specific formatting requirements for RFP responses in general, although there are some guidelines on paper size for the organizational chart. That specification is found within the checklist on page 16 and in the detailed guidelines on page 15.

• QUESTION 2: Are there any restrictions on page count for the proposal?

SCDOT REPONSE: While there are no page count restrictions, Section II: Instructions to Offerors – B. Special Instructions (b) outlines the expectations, and Section Iv: Information for Offerors to Submit specifies the areas that should be covered in the Request for Proposal Response. There is an included checklist to help you ensure that you have included key information.

• QUESTION 3: Page 16 of the Solicitation mentions that "Offerors must upload or provide your current rate card or schedule as a separate attachment". Does the rate card/schedule/roster need to include all personnel in the entire firm?

SCDOT REPONSE: No, rates for the entire firm are not required. The submitted rate card should include the rates and fee schedule for those individuals that would be providing services under the scope identified within the Request for Proposal, as per your submission.

• QUESTION 4: Page 18 of the Solicitation – Qualifications – Required Information (Modified) states that “If requested by the Procurement Officer submit the following information…”. Please confirm if we are required to submit the information listed in this section.

SCDOT REPONSE: Once the initial submission is reviewed, the Procurement Officer may ask for additional company information as outlined in Section V: Qualifications, as needed, to complete the responsibility check. Some of the information outlined in this section will already be included in your RFP response. It is not required (except as outlined in the proposal specifications) to provide the additional information until specifically requested.

• QUESTION 5: In Section IV, p. 16 and Section VIII, p. 30, the RFP states the following: “Please upload or provide your current rate card or schedule as a separate attachment.” Is this a reference to the fully loaded reimbursement rates of the proposed Project Team members? That is, direct labor, overhead and fee combined into a loaded hourly rate?

SCDOT REPONSE: We are ultimately looking for the total rate that would be billable to SCDOT.

• QUESTION 6: Please verify that the RFP does not require the submission of a total cost estimate.

SCDOT REPONSE: We are asking that the current rate card/schedule be uploaded. While you may provide a total cost estimate, it is not required at this time.

• QUESTION 7: In Section IV, p. 15, 8th bullet, the RFP states the following, “The Work Plan must show a proposed listing of percentage payments for the duration of the contract.” Does this mean that the Proposal must provide the estimated percentage weight for each Task in the Work Plan and that dollar amounts are not required?

SCDOT REPONSE: We are ultimately looking for the proposed percentage payment schedule per line item.
