About this file
This Intent to Award Sole Source document is issued by the South Carolina Department of Corrections seeking to award a sole source contract to Smiths Detection Inc. for service, repair, maintenance, upgrades, and parts for HiScan X-ray inspection machines located at multiple SCDC institutions throughout the state. The procurement officer is Myrtle Dewerdt, and responses must be submitted by October 24, 2019 at 10:00 a.m. to the SC Department of Corrections Purchasing Branch at 4420 Broad River Road, Columbia, SC 29210. The contract notice will be posted in the South Carolina Business Opportunities (SCBO) for at least 10 business days as required by state law. No pre-bid conferences or site visits are scheduled. Any vendor responding must be authorized to provide all service, repair, maintenance, upgrades, and parts—the contract will not be split between services and parts.
SCDC has identified Smiths Detection Inc. as the proprietary vendor for HiScan equipment based on previous quotes where the company was the only vendor to respond. Vendors who believe they can provide the complete range of required services, repairs, maintenance, upgrades, and parts for the HiScan machines and future equipment may submit responses via email to purchasing@doc.sc.gov with "SOLE SOURCE" in the subject line by October 24, 2019 at 10:00 a.m. Per South Carolina Code Section 11-35-4210, protests regarding the intended award must be submitted within 5 business days of posting notice of intent to protest, with formal protests due within 15 days of posting. All protests must be submitted in writing to the Chief Procurement Officer at the Materials Management Office, 1201 Main Street, Suite 600, Columbia, SC 29201.
