About this file

This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections on October 8, 2019, for the procurement of Motivational Interviewing (MI) training services from Eckerd Youth Alternatives. The department intends to award this sole source to provide MI training to institutional and community corrections staff, complementing the department's existing Risk-Asset assessment (GRAD) and Community Reentry Striving and Thriving Intervention Sessions (CREST) programs. Training initiatives will be conducted on-site at the SCDC Training Academy and must be completed by June 30, 2018, with consultation and training preparation beginning within 30 days of contract award. The training is expected to serve approximately 60 Intensive Supervision Officers and 30 institutional staff comprising Rehabilitation Counselors and Correctional Officers. Training sessions will be conducted in small groups of 15–20 participants, with each session not exceeding 12 training hours or 2 business days. Responses to this sole source award must be submitted by October 23, 2019, at 10:00 a.m. to the SC Department of Corrections Purchasing Branch, with the award becoming effective following the opening date if no responses are received.

Eckerd Youth Alternatives was the only vendor to respond to the original Best Value Bid Solicitation 5400014791 awarded on May 2, 2018, justifying the sole source designation. The vendor must provide a Participant Manual with full curriculum and job aids, a Train the Trainers Instructor Manual, and evidence-based reference materials. Qualified offerors must demonstrate certification as experts in MI training, experience with evidence-based risk-asset assessment programs, extensive knowledge of the youthful offender population (ages 17–25), and specific experience training both institutional and community corrections staff. Upon contract completion, SCDC will own all rights to training deliverables and materials. Vendors wishing to protest the intended award must submit notice of intent to protest within five business days of posting and the actual protest within fifteen days of posting to the Chief Procurement Officer at the Materials Management Office.

Scope of Work Awarded on May 2nd, 2018 (For Informational Purposes Only) Global Risk Assessment Device (GRAD) The GRAD documents patterns of behavior, resource needs, and strengths that impact the well-being of the offender. The instrument is meant to “drive” case planning activities and institutional and community referrals.

GRAD-90: The GRAD-90 instrument functions as a 4x4 matrix that addresses both risks and assets that are salient to the lives of youthful offenders between the ages of 17 to 25 years of age. The GRAD-90 is utilized by community corrections (parole) staff to guide referrals for community services and case planning upon community reentry.

GRAD-MO (Male Offender) & GRAD-FO (Female Offender): The GRAD-MO & FO versions expand the focus of the 4x4 model found in the GRAD-90 to include an emphasis on characteristics, risks, and needs that contribute to the offense cycle. The GRAD-MO & FO is utilized by correction officers and counseling (clinical and rehabilitative) staff to guide referrals for institutional services, disciplinary outcomes, and case planning activities while incarcerated at SCDC.

Community Reentry Striving and Thriving Intervention Sessions (CREST) The CREST is a five-step intervention for Youthful Offenders institutionalized at SCDC. The intervention is individualized as the offender’s progress through each phase at his/her own pace and only proceed with programming upon active engagement and application of identified skills, programming, and outputs. The intervention seeks to build connections between the offender and their social context that can serve as a life-long support to their growth and development.
