Administrative Support for Future Concepts Facilitating and Training
52.212-1 Addendum Instructions to Offerors
PROPOSAL PREPARATION INSTRUCTIONS
Offeror shall submit one (1) electronic copy of its proposal. Offeror’s CAGE code shall be provided with the proposal. Offeror shall describe its capabilities, experience and methodologies relating to the below Technical Subfactors in a clear, concise manner that excludes inconsistencies. The proposal shall not simply restate or rephrase the Government’s requirement, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. An Offeror shall assume that the Government has no prior knowledge of their experience and capabilities, and will base its evaluation on the information presented in its proposal. The following factors shall be evaluated in accordance with 52.212-2 and 52.212-2 Addendum of the solicitation.
FACTOR ONE - TECHNICAL
Sub-factor 1: Personnel Qualifications -
The offeror must demonstrate how the offeror will provide an individual that meets the minimum qualification requirements listed in the Performance Work Statement (PWS) section 2.1.1. The offeror shall demonstrate how the individual responsible for performing work on this effort has at least the minimum required level of expertise for each category identified in PWS section 2.1. The offeror must validate the individual is an active practitioners and not dormant with their certifications and tool application. Incomplete descriptions of experience and copying words from the PWS are unacceptable.
Sub-factor 2: Training -
The offeror must demonstrate how they will utilize hands-on scenario training. The offeror shall provide a methodology that clearly demonstrates how the offeror will provide training to Government personnel, both on-site and off-site, in strategic facilitation for Government personnel to develop and establish organic resources’ capabilities for future Enterprise Summits and Strategic Alignment and Deployment (SA&D) events in accordance with PWS section 2.4.
Sub-factor 3: Developing a Standard, Repeatable, Codified Process –
The offeror must demonstrate how they will develop a standard, repeatable, codified process. In accordance with PWS 2.3.1.1, the offeror shall describe how the offeror will develop an executable standard, repeatable, codified process that uses Hoshin Kanri-type methods for ensuring the strategic goals developed by Hill Enterprise will drive progress and action at every level within each organization.
FACTOR TWO – PRICE
Offeror’s proposal shall include pricing for a six (6) month base period and three (3) separate six (6) month option periods. Offeror shall separately identify the proposed pricing for travel. Proposed travel expenses shall not be in excess of those allowed by the Department of Defense (DOD) Joint Travel Regulation, and are subject to cost limitations under Federal Acquisition Regulation (FAR) subsection 31.205-46. Offeror’s proposal will be evaluated on the total pricing proposed, including travel and the three (3) option periods.
52.212-2 Addendum Evaluation Factors for Award Administrative support for Future Concepts Facilitating and Training
TECHNICAL EVALUATION CRITERIA BASIS FOR CONTRACT AWARD:
BASIS FOR AWARD
This acquisition will utilize tradeoff selection procedures to make an integrated assessment for a best value award decision. The Government intends to award one contract as a result of this solicitation. In using the best value approach, the Government seeks to award to the offeror who gives the Air Force the greatest confidence that it will best meet or exceed our requirements affordably in a way that will be advantageous to the Government. This may result in an award to a higher rated, higher priced offeror where the decision is consistent with the evaluation factors and the Government reasonably determines that the technical superiority and/or overall business approach and/or superior experience of the higher priced offeror outweighs the cost difference. However, the Government will under no circumstances make an award in an amount that exceeds the funds available for this effort.
To arrive at a best value decision, the Government will integrate the evaluations of the factors and subfactors described in this provision. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. The Government will only evaluate one proposal from each offeror. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP, and also provides the best value to the Government based on the results of the evaluation as described below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.
TECHNICAL EVALUATION
Each offeror’s written technical proposal shall be evaluated, based on the subfactors below, to determine if the offeror provides a sound, compliant approach that meets the requirements of the Performance Work Statement (PWS) and demonstrates a thorough knowledge and understanding of those requirements. The technical proposal addresses each of the following subfactors in sufficient detail.
FACTOR ONE - TECHNICAL
Sub-factor 1: Personnel Qualifications -
The offeror must demonstrate how the offeror will provide an individual that meets the minimum qualification requirements listed in PWS section 2.1.1. To be acceptable in this sub-factor, the offeror shall demonstrate how the individual responsible for performing work on this effort has at least the minimum required level of expertise for each category identified in PWS section 2.1.1. The offeror must validate the individual is an active practitioner and not dormant with their certifications and tool application. Incomplete descriptions of experience and copying words from the PWS will be found unacceptable. Positive consideration will be given for this sub-factor if the offeror can demonstrate any of the following:
· Experience that demonstrates direct strategic alignment, design, deployment and governance at an enterprise level
· Experience that demonstrates on-time execution, effective performance governance and process maturity assessments
· Previous on-site exposure and experience with the Hill Air Force Base organizations and critical stakeholders (including knowledge of workload, infrastructure and organizational linkage)
Sub-factor 2: Training -
The offeror must demonstrate how they will utilize hands-on scenario training. This sub-factor will be acceptable when the offeror provides a methodology that clearly demonstrates how the offeror will provide training to Government personnel, both on-site and off-site, in strategic facilitation for Government personnel to develop and establish organic resources’ capabilities for future Enterprise Summits and SA&D events in accordance with PWS section 2.4.
Sub-factor 3: Developing a Standard, Repeatable, Codified Process –
The offeror must demonstrate how they will develop a standard, repeatable, codified process. IAW PWS section 2.3.1.1, this sub-factor will be acceptable when the offeror provides a methodology that clearly demonstrates how the offeror will develop an executable standard, repeatable, codified process that uses Hoshin Kanri type methods for ensuring the strategic goals developed by Hill Enterprise will drive progress and action at every level within each organization.
TECHNICAL RATING
Technical Sub-factors 2 – Training and Sub-factor 3 – Developing a Standard, Repeatable, Codified Process, will be evaluated on an “acceptable/unacceptable” basis. Technical Sub-factor 1 – Personnel Qualifications will receive one of the color ratings described below, which focuses on the strengths and deficiencies of the offeror's proposal including the amount of experience and capability in comparison to the minimum requirement. The color rating depicts how well the offeror’s proposal meets the Technical subfactor requirements. Subfactor ratings shall not be rolled up into an overall color rating for the Technical factor. In arriving at a best value decision, the Government reserves the right to give positive consideration for performance in excess of threshold requirements for Sub-factor 1 – Personnel Qualifications.

FACTOR TWO – PRICE

Evaluation of options shall not obligate the Government to exercise such options.
SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
