Description: Replacement of existing Monaco D-21 head-end central reporting system located in the 132d Security Forces BDOC.
Group 2: 1
5:
Reason Authority Cited: Currently installed Monaco D-21 head-end system is past it's life expectancy and is experiencing updating issues and intermittent failures requiring complete system re-boot. In order to ensure interoperability and mission assurance we are replacing the Monaco D-21 system one for one with a like system. Monaco transceivers are currently installed in 14 buildings on the 132d Wing campus and report directly to the Monaco head-in system in Fac. 240 Base Defense Operations Center for fire monitoring 24/7/365. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements would result.
6:
Market Research: MSgt Mark Nehring researched the requirement, and while other fire reporting systems area available, the requirement calls for replacing the Monaco D-21 head-in system in a one for one of the main reporting terminal. GSA was reviewed and it was determined that approximately 40% of the required items were not available via GSA, so this requirement will be posted Full and Open via Contract Opportunities.
7:
Other Interested Sources: No other known interested sources.
8:
Actions to Increase Competition: We will work with end users on future requirements to ensure that maximum competition is sought and we are only restricting competition when absolutely necessary.
9:
Subsequent Acquisitions: We will work with end users on future requirements to ensure that maximum competition is sought and we are only restricting competition when absolutely necessary.
