Section – C 1

SECTION C-DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK

C.1 DESCRIPTION OF WORK

Furnish all labor, equipment, and materials, to accomplish the Work under this contract. Services consist road bed reconditioning and maintenance, removal of existing drainage structures, culvert replacement and reconditioning, and riprap installation.

The Contractor should refer to the Schedule of Items, Project Area Map, and referenced

Specifications when making estimates of quantities or work.

C.2 PROJECT LOCATION

State of California, County of Plumas, Plumas National Forest, Mt. Hough Ranger District, Township 26, 27, and 28 North; Range 10 and 11 East, “Moonlight Peak”, “Taylorsville”, “Fredonyer” & “Kettle

Rock” 7.5 minute quadrangles.

The work is primarily located to the northwest, west, and southwest of Antelope Lake. All work is located on the Mount Hough District of the Plumas National Forest. The following roads are to be maintained in this project:

10M37 mile post 0.0 to 4.80; 11M26 mile post 0.0 to 0.74; 11M27 mile post 0.0 to 1.45; 27N10 mile post mile post 10.38 to 14.47; 28N02 mile post 19.81 to 24.05; 28N03 mile post 2.27 to 3.27; 28N08 mile post

0.0 to 3.97; 28N30 mile post 0.0 to 6.52; 28N48 mile post 0.0 to 1.15; and 29N46 mile post 0.0 to 9.90.

C.3 CONTRACT TIME

Estimated start work date is May 2020. The contract time will be 150 days. Contract time includes delays for weather; locating and transporting supplies and materials; and final site cleanup. Contract shall be completed no later than October 16th, 2020.

C.4 PROJECT SITE CLEAN UP

Project site cleanup includes the removal and proper disposal of all project trash, debris, and residue off

National Forest Land.

All spills of petroleum products including leak spots from parked vehicles shall be removed and properly disposed according to all Local, State, and Federal rules, regulations, and laws governing such disposal.

Any Fuel Trucks staged on-site must be equipped with spill containment kits and portable berms that meet all state and federal regulations. A Spill Containment Plan must be submitted and approved prior to the start of work. If a Single Oil or Oil Product Container exceeds 660 Gallons, or if the Combined On-

Site Storage exceeds 1,320 Gallons, the Contractor shall prepare, and submit for review and approval, then later for implementation a Spill Prevention and Countermeasures Plan. The (SPCC) Plan shall meet applicable EPA requirements (40 CFR 112), including required certification by a Registered Professional

Engineer. Contractor is responsible for all clean-up costs of petroleum product spills within the project vicinity area caused directly or indirectly by their employees or from their contract operations.

C.5 SPECIAL CONDITIONS AFFECTING THE WORK

a. Physical Conditions. The indications of physical conditions on the drawings and in the specifications are the result of site investigations and surveys performed by the Government.

b. Weather. Low temperatures at the project site range from temperatures of less than 30 ºF in

December and January to lows of 50 ºF in July and August. High temperatures range from 45 ºF in December and January to over 90 ºF in July and August. The annual precipitation at the project site is less than 30 inches per year including snow fall. Winter snow storms and freezing temperatures will occur during the winter months that result in a winter project shutdown. Icy conditions on local roads and highways can occur during the fall, winter and spring. Highway curves in shaded areas will remain covered with ice or frost for weeks.

c. Work Hours. No Holidays, unless a written request is submitted to the Contracting Officer for approval.

d. On-going Forest Service Projects: The Contractor shall be aware that other projects will be occurring in the area. The Forest Service is anticipating installing a new bridge on FSR 28N30 milepost 1.1 this summer. Operations for this project shall be planned accordingly, with the anticipating that access across this area will be limited or restricted throughout the duration of this project. Other projects include road maintenance to the east of this project.

e. Safety, Emergency Communications and Evacuation. Contractor is responsible for the safety of the Contractor’s employees including Subcontractors employees, Government employees associated with the project, and any visitors to the site both Government and private. The

Contractor shall submit a Project Safety Plan to the Contracting Officer for review prior to commencement of Work. The project safety plan shall comply with the appropriate California

OSHA and Federal OSHA rules and regulations and must include a medical evacuation and emergency communications plan.

f. Highway Permits. Contractor is responsible for securing any overload or over width limit permits required for the transport of materials or equipment to the project site. The Contractor is responsible for conducting a thorough reconnaissance of all routes leading to the site.

g. Toilets. No toilet or shower facilities are available on site. Contractor shall provide portable toilet facilities for its employees.

h. Camping. Contractor may request a permit from Mount Hough Ranger District.

i. Road Designations. Roads are designated by the Forest Service by their assigned Maintenance

Level (ranging from “Motorized Trail”, “Level 2”, and “Level 3”). As such, certain work in this contract must conform appropriately to the expect traffic and types of vehicles the road is supposed to handle. Refer to the drawings to details (lines and grades, and maintenance level of each road in this contract).

j. Aggregate. Forest Service shall entertain bids for either: (a) import all aggregates designated for surfacing (per pay item 30207), or (2) utilize government furnished source at Stony Quarry, located 20 minutes east of Antelope Lake. The aggregates at Stony Quarry are primarily course materials; fines will have to be found within the core of the stockpile. Pit-run material (4 inch clean) may also be available to the contractor, but is not readily stockpiled. Note: Contractor may be required to share space with other contractors operating in the Stony Quarry.

k. Water. Non-potable water for the project construction can be drafted where shown on the drawings / provided maps. Primary water source locations are provided in the drawings (site map). Antelope Lake may be utilized, but permission must be obtained from the Department of

Water Resources prior to its use. Use Best Practices and do not block public access. If Antelope

Lake is to be used for water, coordinate with the CO prior to extracting water from the lake.

l. In-Stream Work. For any construction scheduled to occur within live streams, the Contractor shall have dewatering measures implemented prior to the start of work within the stream.

Measures shall be approved by the Contracting Officer and must conform to Best Management

Practices outlined by the State of California, and in compliance with the Clean Water Act. In addition, waterways shall not be modified in any manner, to create collection pools or other features that artificially collect water, without the permission of the Contracting Officer. The discovery of any unapproved modifications to any waterway shall be corrected immediately to pre-contract conditions. Additional corrective measures may be required by the Mount Hough

Ranger District, and at no expense to the Forest Service. Any Slash or soils cleared around culverts, particularly on the inlet side, shall be placed on the fillslope on the outlet side of the road.

Section – C 3

m. Borrow. Contractor shall utilize any excavated material for the construction of such items as rolling dips, culvert installations, ditch and road maintenance, etc., to the lines and dimensions shown on the drawings. Material not utilized may neatly be stockpiled at nearby turnouts or other wide areas, but not within 300 feet of annual or semi-annual waterways.

n. Security. Contractor is responsible for the Contractor’s equipment and materials owned or supplied to the site. Lost, damaged, or stolen equipment or materials shall be replaced at the contractor’s expense. All equipment not equipped with a key lock system shall be secured in such a manner as to make it inoperable to the average person at the end of each working day. All hand tools and other equipment shall be secured at the end of each working day. The contractor shall be responsible for signing, limiting public access, and safety of the public and/or government employees at the site. All refuse shall be properly stored or removed from the site at the end of each day.

o. Traffic Control. Contractor shall submit a Traffic Control and Signage Plan for review and approval, 10 days prior to the start of operations. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). Traffic control signs shall be placed in areas with adequate turnaround space for a public truck pulling a fifth wheel trailer. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.

p. Burning Permits. No burning shall be allowed for this project.

q. Protection of Resources. Contractor shall thoroughly clean all equipment prior to delivery to the project site to remove weeds, seeds, mud, grease and oil buildup from all equipment surfaces.

Contractor shall schedule an equipment inspection with the COR 36 hours prior to mobilization.

Spills of petroleum products and other hazardous substances shall be reported, contained, and removed in accordance with all applicable rules, regulations and laws. Contractor shall submit a project spill response plan at the pre-work meeting for review by the Contracting Officer.

r. Protection of Existing Improvements: Contractor shall repair any roads damaged by their operations in accordance with FAR 52.236-9, and at the direction of the Contracting Officer.

Contractor shall frequently water all native surface or aggregate surface roads used by construction equipment. Contractor may be required to re-shape damaged roadway surfaces at the direction of the contracting officer. Large diameter trees shall be protected from damage by construction equipment.

s. Load Restrictions. There are no load restricted bridges identified along the main haul routes or within the project area.

t. Post-Construction Restoration. When native soils are excavated and backfilled, the contractor shall place nearby slash over the finished surface. If excavation exceeds 10 feet in height, straw waddles shall be placed at 5 foot intervals (measured vertically) over the full length of the excavation. If no native slash is nearby, the Contractor shall utilize straw or mulch, and native seed mix provided by the Forest Service. Request native seed mix 2 weeks prior to it’s need.

C.6 MAPS

C.7 PRE-BID CONFERENCE OR TOURS

There will be no Pre-Bid Tour for the project. The Contractor acknowledges that they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the

Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

C.8 EQUIPMENT CLEANING & NOXIOUS WEED-FREE CERTIFICATION

Unless the entire project area is already infected with noxious weeds, the contractor shall ensure that prior to moving from one on forest location to another part of the project area all off-road equipment, which last operated in areas known by Forest Service to be infected with noxious weeds, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall certify in writing to the CO that off-road equipment is free of noxious weeds prior to each start-up of operations and for subsequent moves of equipment to other project areas. Measures taken to ensure that off-road equipment is free of noxious weeds will be identified. “Off-road equipment” includes all equipment operating off of paved roadways. A Current list of noxious weeks of concern to Forest Service is available at the

Forest Supervisor’s office. Contractor shall clean off-road equipment prior to moving between project areas with known infestations with noxious weeds and other project areas, if any, which are free of such weeds. Project Area maps show areas known by Forest Service that contain specific noxious weeds species of concern. Contractor shall employ whatever cleaning methods are necessary to ensure that off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds, and other such debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools is not required.

Contractor shall notify Forest Service at least 24 hours prior to beginning of work in area designated as a noxious weed area, unless otherwise approved by CO. Notification shall include the location of the equipment’s most recent operations. If the prior location of the off-road equipment cannot be identified, Forest Service may assume that it was infested with noxious weed seeds. Upon request of Forest Service, Contractor must arrange with CO for Forest Service to inspect each piece of off-road equipment prior to it being placed into service. If Contractor desires to clean off-road equipment on National forest land, such as at the end of a project or prior to moving to a new unit that is free from noxious weeds, Contractor and

Forest Service CO shall agree on methods of cleaning, locations for the cleaning, and control of off-site impacts, if any. New infestations of noxious weeds, of concern to Forest Service and identified by either

Contractor or Forest Service, within the project area or on the haul route, shall be promptly reported to the other party.

C.9 STANDARD SPECIFICATIONS FOR CONSTRUCTION OF ROADS AND BRIDGES
