RFI #1 – Regarding schedule of items, item number 20420B, Drainage Excavation, Rolling Dip Spill Apron Construction. Is it implied that it is a Rock Spill Apron?
USFS Response - Pay Item 20420B pertains to the rock spill apron only, as detailed on Sheet 32.
Refer to the detail on Sheet 32, Perspective View, as this detail shows the required work for this pay item. It is a completely separate pay item from the work required in Pay Item 20402A, which is for the armored rolling dip work. In accordance with the provided work lists, a few locations will only require an armored rock spillway (20420B) to protect the fill slope, whereas locations requiring an armored rock rolling dip (20420A) may also require an armored rock spillway.
RFI #2 –Is Ditch construction limited to locations specifically listed in the work list?
USFS Response – Sheet 37, upper left road detail, indicates that all required ditch work will be indicated in the work lists. Primary pay item for ditch work is 20412.
RFI #3 –Do existing ditches have to be cleaned as part of Item 30307?
USFS Response – Only if specified in the work lists as indicated on sheet 37.
RFI #4 –There is no ditch filling listed on work list. Is this correct?
USFS Response – Unless a road is converted from inslope to outslope, ditches should no tbe filled in. If the work list does not indicate work requiring roads to be converted from inslope to outslope, road reconditioning shall be in accordance with Section 303 and the drawings/work lists.
RFI #5- Does the existing aggregate in locations requiring dip construction need to be saved/windrow and re used over the dip?
USFS Response – For dip construction (excluding armored dips per pay item 20420A, 20420C), let’s try and salvage aggregates where they exist. However some dip construction paid under 20420 will have a separate pay item for aggregates and there will be no need to salvage aggregates at these locations.
RFI #6- For Items #25101B lead off ditch armoring and #25101D Ditch armoring there are no typicals or rock specification. Please provide information.
USFS Response – Both were intended to be Class 1 riprap. Refer to FP-14 for gradation.
RFI #7- Is the Stoney Pit included in the project area?
USFS Response – Stony Pit will only be included in the project area if the government furnishes the aggregates for the project.
RFI #8 – Is the Class 1 and 2 Rip Rap available at the Stony Pit?
USFS Response – Not for this project. The forest does not want further excavation at this site.
RFI #9- Will this project be delayed due to the Covid 19 situation?
USFS Response – As long as government of California continues to exempt public works construction projects from the stay at home order, this project will proceed this field season.
RFI #10 –On the 10M37 Road some of the Reinforced Dips and Low Water crossings have been constructed and rock installed. How will this be handled?
USFS Response – Some emergency road work was completed by the forest last year to provide access for another project. Any work completed was not well documented and occurred after this project was submitted for signatures. Any work completed will be identified when the Forest Service completes staking and road reconnaissance prior to the start of the construction. It was also anticipated that some of the work would have to be touched up by this contract.
RFI #11 – Section K.2(b)(2) (pages 33-34) refers to Paragraph (d) of this provision however that section does not have a paragraph (d).
USFS Response – The clause 52.204-8 Annual Representations and Certifications shall be replaced by the clause below.
52.204-8 Annual Representations and Certifications.
As prescribed in 4.1202(a), insert the following provision:
Annual Representations and Certifications (Mar 2020)
(a) (1) The North American Industry Classification System (NAICS) code for this acquisition is__________________ [insert NAICS code].
(2) The small business size standard is _____________ [insert size standard].
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.
(b) (1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.
(2) If the provision at 52.204-7, System for Award Management, is not included in this solicitation, and the Offeror has an active registration in the System for Award Management (SAM), the Offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The Offeror shall indicate which option applies by checking one of the following boxes:
