DATE: August 12, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. What is the engineer's estimate for the project?

A1. $204,309.60 (As of 9/26/24)

Q2. Can a Certified Underground Utility Contractor participate in the bid?

A2. Yes. Section 6.5.1 (LICENSE AND CERTIFICATIONS Contractor License) has been updated to the language below.

Bidders must submit a copy of their current active State of Florida Certified General Contractor (CGC) license or Certified Underground Utility and Excavation Contractor (CUC) license. This license must be issued by the State of Florida Construction Industry Licensing Board in accordance with Florida Statutes, Chapter 489. Additionally, bidders must ensure they are licensed by any other federal, state, county, and municipal agencies that may have jurisdiction over the type of work performed under this contract.

Q3. While every effort will be made to minimize damage to asphalt, there will likely be some loss of asphalt when removing and replacing the curb inlets (or during pipe bursting) on this project. What spec should be used for replacement? Should this scope be included with the inlets?

Q4. So far, due to a lack of local labor because of the "low" project quantity of pipe bursting, it has been difficult to secure anyone to do the pipe bursting scope. Due to limited access and

If open cut is acceptable, removal and replacement of existing fencing and landscaping will be included. Should replacement of trees be included and to what extent?

A4. Open cut will only be used as a last resort. We want to preserve as much tree cover as possible. If trees must be removed, open cut is acceptable, but each tree removed must be replaced at a one-to-one ratio.

Q5. The pipe run at the Briarcliff Ave intersection is extremely close to a power pole and fiber communications box. Are we to include the cost of pole holding?

A5. Yes, include any pricing needed to complete the job.

Q6. The pipe run at the Stafford Ave intersection is extremely close to a power pole and fiber communications box. Are we to include the cost of pole holding?

A6. Yes, include any pricing needed to complete the job.

Q7. The pipe run at the Nottingham Road intersection is directly in front of a fiber communications box. Will this be relocated prior to our construction or during our construction?

A7. No, we do not have control over any fiber communications.

Q8. The pipe run at the Crest Avenue intersection is extremely close to a power pole. Are we to include the cost of pole holding?

A8. Yes, include any pricing needed to complete the job.

Q9. Regardless of method of construction access to some properties will be required due to clearing at the outfall at Lake Robinhood or for pits needed for pipe bursting. Will access need to be granted by the affected resident(s)?

A9. Yes, you will need to get permission from the residents affected.
