4700 RIVER ROAD (USDA)

MODERNIZATION OF ELEVATORS 1-6

SCOPE OF WORK

I. PROJECT IDENTIFICATION

PROJECT TITLE: Modernization of Elevators 1-6

II. BACKGROUND

A. The building at 4700 River Road is occupied by the US Department of

Agriculture’s Animal and Plant Health Inspections Service (APHIS). This building was designed by the Weihe Group Architects and Planners and was completed in 1995. This building was purchased by GSA from a private owner in 2015. The building is a six (6) story concrete structure (concrete columns and structural slabs) with a non-load bearing brick and aluminum framed window façade. The building contains approximately 337,500 SF of rentable space. The building sits on a twelve (12) acre site. The building contains a total of six (6) elevators that breakdown to one (1) freight and five (5) passenger elevators. The elevators were manufactured by Northern Elevator. This company is no longer in business so technical support is limited to the worn and incomplete electrical prints that were found in the machine room. Thyssen Krupp has since acquired the remants of this company. The elevators are split between the east and west side of the building. Each bank contains three (3) elevators.

B. The building elevators are experiencing a high volume of mechanical breakdowns and problems. These problems are occurring on a weekly basis and are due in part to past maintenance issues and the fact that much of the equipment is obsolete nearing the end of it’s life expectancy. It is imperative that repairs be made to ensure that they remain in good working order for the buildings nearly 1,100 tenants.

III. OBJECTIVES

A. This is elevator modernization and a design-build project. The design and specifications for all six (6) elevators are to be completed by the general

4700 River Road (USDA) Modernization of Elevators 1 - 6 contractor as the first part of this award. The general contractor will then have to complete the elevator modernization per the GSA approved design. All submittals must be approved by GSA, before construction on the project begins.

B. The scope of work calls for the design-build construction and modernization of the elevators. The scope of work is intended to incorporate the full design and build-out construction of all six (6) elevators.

There are two elevator banks in the building. The West Bank consist of Elevator 1 (Freight) and Passenger Elevators #2 and #3. The East Bank consist of Passenger Elevators #4, #5 and #6. Rebuild the Northern Elevator overhead geared traction machines, provide new elevator controllers with Variable Voltage Variable Frequency (VVVF) drives, install “rope gripper” for unintended movement, provide new hoist and governor ropes, new hoistway wiring and traveling cables, new car and counterweight roller guides, new rollers and safety interlocks, new car door operator (closed loop), new car door panels and ventilation, new car top inspection station, new hall and car operating fixtures with LED lamps, paint entrance frames, new electronic door edge detector, new cab interior applied panels, ceiling and flooring. Retain car and counterweight guide rails, refurbish deflector sheaves and governor cable tension assembly, clean hoistway entrance sills and car sill, refurbish hoistway door panels, retain car frame and platform, modify lobby control panel. Provide new pit ladders. For additional detail refer to the “100% Final Elevator Study” by Ashland Industries Services dated Dec. 30, 2016.

C. All the work must be per the awarded and approved design and specifications.

D. This work is to be executed so that three (3) of the six (6) elevators remains operational to the building tenants at all times.

E. Finished work on the elevators shall not be covered or concealed until it has been fully inspected. Contractor shall verify dimensions, boundaries, levels and construction shown on the contract drawings before proceeding with the work.

F. Contractor shall provide temporary protection of GSA property designated. The contractor is to repair/replace all damaged property.

G. All penetrations, through the shaft, both new and existing are to be fire stopped.

H. Contractor shall notify the building manager 48 hours in advance of any utility shutdown.

I. The contractor shall not use any storage area except as approved by the building manager.

J. All material shall comply with applicable codes, ordinances and regulations.

K. Provide sealant door jambs, heads and adjacent construction.

L. Wiring shall run in concealed NEC approved conduits.

M. Contractor shall be responsible for removal of construction refuse.

N. Contractor shall coordinate demolition and construction with the building management.

O. All construction will be in compliance with life safety requirements.

P. Construction shall be done during regular hours. If any after-hour or week-end work is required it will be approved by the building manager at no extra cost.

Q. The building occupants are to have access to all areas of the building during regular working hours.

IV. SCOPE OF CONSTRUCTION SERVICES

The following includes, but is not limited to, the work required to fulfill the objectives of this project as necessary for each engineering disciplines

A. The Ashland Industrial Servives, 100% Final Elevator Study for USDA for Federal Building MD1872ZZ dated December 30, 2016 can be provided upon request for reference purposes only.

B. Architectural Requirements

1. Make repairs to match existing in material finish and color and per the approved drawings

2. Repair, patch and paint or finish all disturbed area to match adjacent material and color, due to the removal and installation of elevator equipment.

C. Structural Requirements

1. Make repairs as per the standard industrial and manufacturer’s specifications and per the approved design-build drawings.

2. Verify existing structural framing and backup componenets (for hoist beam, guiderails, etc.) are adequate for new elevators and provide structural strengthening as required.

D. Mechanical Requirements

1. Identify mechanical elements on the design drawings as shown on existing drawings that will be affected during the construction and complete the work per approved drawings.

E. Electrical Requirements

1. Restore all electrical systems disturbed during the construction as per the the approved design-build drawings.

F. Life Safety Requirements:

1. Comply with all Life Safety requirements prescribed per the relevant code.

2. The design shall provide a separate fire alarm panel for elevator recall which shall be monitored by the building fire alarm system.

3. All fire alarm design shall comply with the latest addition of NFPA 72 and P100.

4. All sprinkler design shall comply with NFPA 13 and P100.

G. Environmental Requirements

1. Use appropriate environmental controls during construction.

H. General Requirements:

1. Submit fixed price proposals for all six (6) elevators.

2. Maintain access to the building for all employees at all times.

3. Provide work schedule to the Building Manager for approval at least two weeks prior to start of work.

4. Work hours can be assumed to be 7:00 am to 4:00 PM, Monday through Friday. The contractor may be allowed to work weekends and on government holidays.

5. Provide security clearance requirement data on employees and vehicles to the Building Manager for approval at least two weeks before the start of construction.

6. The work area shall be kept clean at the end of each work day.

7. Restore all areas disturbed by construction to their original condition.

8. A limited number of parking spaces will be provided onsite by the Building Manager.

9. Material deliveries shall be coordinated with the GSA Project Manager and Building Manager.

10. All work, including survey and investigation on site, shall be coordinated with and approved by the following:

3. Codes/Standards/Regulations

a. The Public Buildings Amendments of 1988, Public Law 100-678, section 21, requires that for new construction and renovation projects, GSA shall, to the maximum extent feasible, be in compliance with one of the nationally recognized model building codes and with other applicable nationally recognized codes. The current edition of each applicable code, in effect at the time the design contract is awarded, shall be used throughout the project's design and construction. The GSA National Capital Region (NCR) uses the following code on all projects:

International Building Code (IBC) maintained by the International Code Council (ICC).

b. The design will bring the elevators up to the latest editions of ASME A17.1 Safety Code for Elevators and Escalators, A17.3 Safety Code for Existing Elevators and escalators, A18.1 Safety Standard for Platform Lifts and Stairway Charlifts.

c. For all projects, the egress requirements of the National Fire Protection Association (NFPA 101), Life Safety Code shall apply in lieu of other code references.

d. For all projects, the electrical requirements of the National Fire

Protection Association (NFPA), National Electric Code, have been adopted by GSA in lieu to the technical electrical requirements of the ICC Electrical Code.

e. International Plumbing Code (IPC).

f. Occupational Safety and Health Regulations for Construction;

g. Environmental Protection Agency Regulations.

h. Uniform Federal Accessibility Standards (UFAS) is mandatory on all GSA projects. Current GSA policy also encourages compliance with the requirements of the American with Disabilities Act Accessibility

UFAS. The A/E is responsible for checking whether there are local accessibility requirements. If they exist, the most stringent will prevail between local and UFAS/ADA.

*NOTE: When conflicts in the above list occur, the GC shall notify the Government and the GSA Project Manger will acquire the necessary interpretation and guidance for the GC.

VI. SPECIAL CONSIDERATIONS

The following list of Special Considerations is in addition to requirements established in PBS P100 and other requirements listed in this Scope of Work.

A. Submission Requirements

1. Compile a list of applicable codes and Government Requirement documents.

2. List the applicable design document review authorities including the method of contacting them.

3. The Architect and Engineer's signed professional seal drawings need to be provided.

B. Government Review Process

All work shall be coordinated with and approved by the following:

1. General Services Administration (GSA) Project Manager

2. All work in the building, including investigation on site, shall be coordinated with and approved.

C. Period of Performance

This is a design-build project. The total period of performance for this project is 548 calender days (18 months) from NTP. The awardee is to provide three (3) design submissions at 35%, 95% and 100%. The GSA review and comments period for each submission should be expected to take two (2) weeks. Elevator work will be executed so that there are always three (3) elevators operational and available for tenant use at any given time. The contractor is to present a detailed plan for this work as part of the submittal phase.

D. Proposal Pricing

The contractor’s price proposal should be submitted accordingly.

Is to include the full design of all six (6) elevators and the build-out construction of all six (6) elevators.

E. Operation and Maintenance Manuals

Not less than fourteen (14) calendar days prior to the final acceptance testing of the entire system, and for the use during the instruction period herein after specified, provide four (4) copies of an Operation and Maintenance Manual to the Contracting Officer’s Representative. The manual shall be includes an index, copies of all approved shop drawings and submittals, up-to-date as-built drawings, a complete list of all parts and ordering numbers and if appropriate, a physical description of each part.

F. Contractor is to maintain the reliability and functionality of existing elevators while installing all new elevator work. Elevator recall systems and life safety systems must be maintained on all existing equipment during the construction period.

VII SUBMISSIONS & MEETINGS

A. Prepare submissions in accordance with the GSA NCR PQ-100 and as per the specifications.

B. Attend preconstruction meeting and Participate in coordination of the Construction Contract.

C. Provide a Schedule of Values for accounting on progress payments.Provide phased detailed scheduling for the project.

VIII FEE AND PAYMENT

A. The payment will be made after phased completion and acceptance of the work performed.

B. Prior to final payment under this Work Order, the contractor shall furnish the Government with a release of all claims against the Government under the applicable portions of this contract, other than such claims as the contractor may except by description and stated amount of each claim.
