RFI’s:
The contractor shall meet the requirements for emergency power as specified in IBC-2015, Chapter 30, Article 3003.
1. We understand that the technical proposal will be evaluated independently of the price proposal but we wanted to know what weight in the total evaluation is the price proposal as compared to the technical factors?
The price proposal will only be considered for contractors that are within the technical competitive range. Price will only become a factor for those contractors whose proposals have been determined to be within the competitive range.
2. Can the definition of similar projects be:
a. Four Elevators
b. in an occupied building
c. greater than 200,000 sq. ft
No. See page 7 of Solicitation, Section II.D. Technical Proposal.
3. Under Factor 4 Past Experience (pg 9 – 10), under the standard of evaluation, can the total elevator project construction cost be reduced to at least $1,250,000 and in an occupied and functional building?
No. See pages 9-10 of Solicitation, Past Experience (Weight 15%)
4. Will the HVAC system be replaced during this project?
Yes. See page 21 of Ashland Elevator Study.
5. Will the pits need waterproofing?
No
6. Will the cab emergency telephone system be upgraded during this project?
Yes.
7. Will the machine room doors, frames, and hardware be replaced during this project? If so, please provide ratings.
Yes, however the rating will be determined during design phase.
8. Who is the service provider for the building’s fire suppression and fire alarm system?
The GSA Fire Alarm Shop.
9. It appears that the existing entrance frames are brushed/rolled painted. Is it the intent to match the existing method or will you require electrostatic paint?
Match existing.
10. According to the Ashland Study there are several building related items listed. Are the below items to be included in this project SOW?
a. Replace main power supply and distribution panel in its entirety,
b. Replace all circuit controls devices with new components,
c. Make all elevator control connections to emergency power transfer switch and lobby control station,
d. Refurbish machine room area lighting,
e. Provide new HVAC units in elevator machine room,
f. Provide new pit and hoistway lighting, and
g. Paint rooms and hoistway as required.
Yes, all are included.
11. Are there any building requirements regarding cranes?
All crane work is limited to weekends only.
12. Will the coordination of the card reader system be included in this project? If so please provide current service provider.
Yes. Cisco/Smartnet is the UDSA APHIS service provider.
13. Can the as-builts for the existing elevator related systems be provided?
Yes, if available.
14. Elevator 2 is out of service and the machine is taken apart and certain major parts are missing. Since the plan is to re-use machines, will that machine be repaired and operational prior to the modernization?
A motor for P2 is currently being rebuilt, but is expected to be back on-site prior to the design phase for this project.
15. Since the machines are obsolete, can we propose an alternate of replacing machines instead of retaining?
Include an Add Alternate Price to replace all six (6) existing Northern Elevator geared traction machines.
16. Elevator 5 has a major oil leak. Will ThyssenKrupp make that repair under their maintenance contract prior to the start of the mod?
Yes, See answer to Question #36 below.
17. Reference to maintenance during the mod is listed on page 10 of scope of work – maintain reliability and functionality of existing elevators while installing all new elevator work. What is the plan for maintenance after the mod?
Elevators are to be replaced one bank at a time.
18. What is the warranty requirement?
One (1) year warranty from acceptance by government.
19. Is there any callback data and repair data available from the current maintenance company? The repair log and the service request log in the machine room did not have entries.
Yes, the log is available in the GSA Building Manager’s Office.
20. Were any readings taken on the current machines by a motor shop to establish what condition they are in?
Readings are available for Elevators F1 and P2 only.
21. The wage rate listed of $42.79 plus fringes was for an elevator mechanic. Is there another rate for the helper?
All rates will be determine by the Davis Bacon Wage Rate.
22. Can we re-use the wires to the fire command station and to the power switchover station?
No. Replace with new.
23. Consultant report talks about building related work. Page 21 – last paragraph. Is it part of the scope to provide new HVAC units in machine rooms, new pit and hoistway lighting, refurbish machine room area lighting?
Yes.
24. Is it required to paint machine rooms and machine room ceiling?
25. Spec says to paint hoistways as required? Is painting necessary and to what floor?
Yes. Painting is necessary on all floors.
26. Retain card reader on first floor?
27. Is it possible to have and additional site visit in order to bring subcontractors so they can provide pricing?
No.
30. Page 4 of the Statement of Work, under “Structural Requirements” requires that existing structural framing and backup components be verified for accuracy, and strengthening be provided as required. Will the existing design/as-built drawings be provided to assist in this verification, or is the design builder expected to test these systems to confirm adequacy?
Yes, if available.
31. Page 4 of the Statement of Work, under “Life Safety Requirements”, requires that a separate fire alarm panel for elevator recall be installed which is monitored by the building fire alarm system. Typically, when a building fire alarm system is present, elevator recall is achieved through monitored control relays/modules connected to the fire alarm system and a separate panel is only utilized when a building fire alarm system is not present. Please confirm if a dedicated fire alarm panel is required, as called for, or if the use of control modules is acceptable.
Per GSA Life Safety, a dedicated fire alarm panel monitored by the building fire alarm system is required.
32. Page 4 of the Statement of Work, under “Mechanical Requirements” appears to only require mechanical construction as necessary to accommodate the elevator installation. However, page 21 of the Ashland Industrial Services report provided requires “new HVAC unit(s) in the elevator machine room”. Is it the intent under the scope of this project to replace the mechanical systems serving the elevator machine room in their entirety, to re-utilize the existing systems as installed except where affected by the new elevator installation, or to evaluate these systems and provide recommendations and associated pricing during the design phase of the project?
Yes. Replace with new.
33. Page 4 of the Statement of Work, under “Electrical Requirements” appears to only require electrical construction as necessary to accommodate the elevator installation. However, page 21 of the Ashland Industrial Services report provided requires significantly more electrical system replacement. Is it the intent under the scope of this project to replace the electrical distribution system installation to the extent called for in the Ashland Industrial Services report, or only to replace the existing machine room/hoistway/pit lighting with LED lighting and for the design builder’s design team to evaluate the electrical distribution system and provide only those modifications necessary to accommodate the new elevator installation?
Yes. See page 21 of Ashland Elevator Study.
34. For the purposes of pricing, is it to be assumed that the existing generator and automatic transfer switches are sufficient for the proposed upgrade and will be able to be reutilized with no modification/replacement? Please confirm.
Yes. However, this is to be determined during design phase.
35. From the site visit, it does not appear that the existing elevator pits contain sumps or sump pumps for the evacuation of water. However, per current elevator code, a 3,000 gallon/hour/ cab sump pump would be required. Please confirm that there are no sump pumps presently and that it is the intent of this scope of work to include the addition of these pumps and associated pit modifications.
There are no sump pumps and there is no intent to provide them.
36. Page 21 of the Ashland Industrial Services report, under “Design Intent”, calls for the phasing of the elevator modification to begin with elevators PE4-PE6, completing one elevator at a time. However, during the pre-bid meeting it was expressed that the desire would be to complete three elevators at a time, versus one. Furthermore, it appeared that at least two of the elevators (F1/PE1 and P2/PE2) of the west end car group were out of services at the time of the walk through. In order to ensure that three elevators are operable at all times throughout construction as required in the solicitation, would it be acceptable to begin the construction on the west end car group? Or, is it anticipated that temporary repairs would have to be performed to existing elevators as part of the scope of work to ensure the three operable car requirement is met?
West bank of elevators (F1, P2 and P3) are to be completed first.
No temporary repairs are required. The Bldg. Maintenance Staff is responsible for maintaining East bank elevators (P4, P5 and P6) until turnover for new work.
37. It is assumed that the elevator cab lighting will be replaced as part of the interior finish upgrade? Please confirm.
38. The RFP does not appear to include any requirements pertaining to CCTV, security or access control systems within the proposed elevator upgrade, and these systems were not readily apparent during the walk through. Is it to be assumed that no work pertaining to these systems is required as part of this scope of work or, if required, please provide specifics at to these system requirements.
No Elevator CCTV is included in this scope.
39. If the service is needed to be replaced, what size of service is needed?
This question is not clear.
40. There are six lights currently in the mechanical room and it doesn’t appear to be enough lights. Would additional lights need to be added? If so how many? It looks like it should be eight lights.
41. Is there a light needed at each floor going up both sides of the shaft?
This is to be determined during design phase.
42. In regards to the pit, the documents say do not replace the light. However, the light is not LED so should it be replaced? If so, what are the specifications for this?
43. In regards to the equipment, what is going back in its place? Will it be new equipment? If so, what are the specifications for this? Will the new equipment be the same size as far as electrical is concerned?
See response to Questions 14 and 15 above.
