The SF 1442 states the period of performance is 330 days after
NTP. However, page 4 of the “Agreement” states the contract must be complete within 210 days of NTP. Please confirm the period of performance is 330 days after NTP.

Please clarify number of volume pumps to be included in section 3.1.3.k

As this site is primary secondary with parallel (headered) pumps.
As the intent is a design build award:
A single new variable speed Primary pump be installed and ensure that the new pump can serve either the existing 200 ton York machine and the new chiller (redundancy)
Design team can propose variable primary flow, and add a minimum flow bypass to accomplish that approach (in-lieu of a new single pump).

Please specify the upgrades needed in the chiller room emergency ventilation section 3.6.1.2 This design build award must meet the ASHRAE Standard 15-2004 when completed. Field verification of existing conditions falls on the installing contractor.

Please clarify how many tube bundles in chiller need slow action isolation valves section 3.6

I believe the bullet referenced in this question is misunderstood.
The intent of this statement isn't to say there will be 4 bundles on the new chiller.
Design build contractor to deliver that all condenser/evaporator isolation valves are automated with slow-acting actuators (including the water side economizer).

Please confirm if the existing heat exchanger is piped in series to the chiller.

Existing plate heat exchanger shown on sheet M703 of 2007 Flack and
Kurtz drawing shows this clearly as a sidecar configuration, CHWR would go into the HX and back into the supply header that feeds CH-1 and CH-2.
The intent would be to either run WS economizer or mechanical cooling not a combination of the two.
The existing piping to this HX on both the condenser and chilled water piping lacks automatic isolation and will be required from the contractor.

TAB work should be limited to flows to/from the chiller room to include both the plate HX and two chillers both condenser and chilled water flows under various modes of operation.

The RFP requires a turndown of 15% of its rated capacity.
Many chillers cannot meet this requirement. Is a 35% turndown acceptable? Based on the system volume this will still minimize chiller cycling and will allow more competitive options for chiller manufacturers.

There is a need for a chiller that can operate at low loads down to 19 tons.
Variable speed screw chillers have performance characteristics that show performance much lower than 35% turndown.
