2. PROJECT BACKGROUND

2.1 The Edward J. Schwartz U.S. Courthouse is located in the heart of downtown San Diego, adjacent to the Edward J. Schwartz Federal Building and the James M. Carter & Judith N. Keep U.S.

Courthouse. Originally constructed in 1975, the building houses numerous courtrooms and tenant agency offices on six levels. The steel-framed structure is clad with pre-cast concrete panels and consists of metal deck and concrete fill floors with a lateral system of rigid moment-resisting frames.

The two-level subterranean basement is a combination of cast-in-place concrete and steel construction with concrete perimeter retaining walls, and the foundation system is comprised of conventional spread footings at columns and continuous wall footings at bearing walls. Below-ground parking in the basement is reserved for Federal vehicles. The Schwartz Courthouse shares a public plaza with the sixteen story Carter & Keep Courthouse, which was designed by Richard Meier & Partners and completed in 2012. The entry to the Carter & Keep U.S. Courthouse is located on the east side of the building facing the plaza. As part of the Carter & Keep construction, the entry lobby for the Schwartz U.S. Courthouse was moved from the east side to the west side of the building to establish a connection with the new building and plaza.
