EDWARD J. SCHWARTZ U.S. COURTHOUSE PROJECT NARRATIVE

SENSITIVE BUT UNCLASSIFIED (SBU) PROPERTY OF THE UNITED STATES GOVERNMENT - FOR OFFICIAL USE ONLY Do not remove this notice | Properly destroy or return documents when no longer needed

PROJECT DESCRIPTION

The Edward J. Schwartz U.S. Courthouse is located in the heart of downtown San Diego, adjacent to the Edward J. Schwartz Federal Building and the James M. Carter & Judith N. Keep U.S. Courthouse. Originally constructed in 1975, the building houses numerous courtrooms and tenant agency offices on six levels. The steel-framed structure is clad with pre-cast concrete panels and consists of metal deck and concrete fill floors with a lateral system of rigid moment-resisting frames. The two-level subterranean basement is a combination of cast-in-place concrete and steel construction with concrete perimeter retaining walls, and the foundation system is comprised of conventional spread footings at columns and continuous wall footings at bearing walls. Below-ground parking in the basement is reserved for Federal vehicles.

The Schwartz Courthouse shares a public plaza with the sixteen-story Carter & Keep Courthouse, which was designed by Richard Meier & Partners and completed in 2012. The entry to the Carter & Keep U.S. Courthouse is located on the east side of the building facing the plaza. As part of the Carter & Keep construction, the entry lobby for the Schwartz U.S. Courthouse was moved from the east side to the west side of the building to establish a connection with the new building and plaza.

The GSA’s First Impressions Program (FIP) includes Five Action Points as follows:

1. Reduce Clutter

2. Consolidate Functions

3. Unify Signage

4. Streamline Security

5. Transform a Building’s Image

This First Impressions project will address several Action Points and include various improvements for the exterior plaza and the first floor of the Schwartz Courthouse. Enhancement of the property will serve to increase both the long-term value of GSA’s assets and the satisfaction of their customer agencies.

EXISTING CONDITIONS

Plaza

The open public space and surrounding landscaping were originally designed by Spurlock Landscape Architects. The central allée, surfaced with decomposed granite and planted with Sycamore trees, is situated slightly below the first level of the Schwartz Courthouse and serves as a pedestrian link between the two Courthouse buildings. It is bordered by concrete paving at the east and west ends, a water feature and steps in front of the Schwartz Courthouse, and the “Hedge Wedge” landscaped steel and concrete ramp structure in front of the Carter & Keep Courthouse. Several small table and chair groupings are placed in the plaza and provides a well-used gathering space for both building occupants and the public.

Exterior Paving

The decomposed granite (DG) paving was installed in compliance with accessibility requirements by using an added stabilizer that met criteria for stability, slip resistance, and firmness. Over time, the DG has degraded in various spots, especially around trees and at the borders, and is in need of repair and replenishment. At areas where the material abuts a hard surface such as concrete steps or paving, portions of the DG have settled or been dislocated, leaving ruts and vertical differences greater than ¼” at transitions.

Volume 2 - Specifications Page 385

Water Feature

The water feature is a simple two level concrete structure that runs the length of the west side of the Schwartz Courthouse, interrupted only by the steps leading up to the entry. Water flows from the upper level pool into a lower trench. An ipe wood slat bench at the upper level, overlooking the plaza, anchors the water feature for much of its length.

Although the water feature and the sound of falling water are elements that many people enjoy, there are several maintenance issues. Wind causes the water to splash over the edges and create wet spots in front and on the sides of the fountain adjacent to the steps. Dirt from the wet DG is then often tracked into the building and creates a cleaning issue. Fallen leaves and debris that clog the trench drains also create obstacles that do not allow water to filter through effectively.

Interior

The construction of the relocated Schwartz Courthouse lobby was completed concurrently with the new Carter & Keep Courthouse in 2012. The lobby finishes are similar to that of the Carter & Keep building, with custom hand-made Italian terra cotta tile flooring, glass, and gypsum board walls and soffits. All visitors and building tenants pass through the security station at the center of the lobby. Those without security clearance go through screening equipment which includes the walk-through magnetometer and x-ray machine for personal belongings.

Volume 2 - Specifications Page 386

Past the lobby, a 14’ foot high transitional space leads to the two banks of elevators, the future Probation suite (currently under construction) and Grand Jury suite, and circulation space. A prominent feature of this building is the exposed pink-toned pre-cast concrete wall panels (some of which are damaged) that match the color and texture of the exterior concrete panel cladding. A white aluminum-framed digital building directory is located near the front of the transitional space. Most of the finishes in this area are original to the building: glazed brick pavers on the floor, sections of vinyl wallcovering, and gypsum board ceiling (a portion of which, at the corridor, has “popcorn” acoustical texturing). Other elements in this space are an abandoned built-in mail chute, a freestanding USPS mailbox, and a variety of displays, signs, and directories.

The existing fluorescent lighting consists of large diameter recessed fixtures and surface-mounted linear fixtures with egg crate lenses, which are installed around the elevators and on the west side of the 9’ high corridor. These fixtures do not provide sufficient lighting levels and uneven light is create by inconsistent lamp replacement.

Volume 2 - Specifications Page 387

Over time, signage consisting of a variety of materials, fonts, and finishes has been installed, creating a random assemblage of signs. The controls, signage, and finishes of the four existing elevators are also part of the original construction.

PROJECT SCOPE – ARCHITECTURAL

Codes, Standards, and References:

California Building Code (CBC), Part 2, Volume 1, Chapter 11B, 2016 International Building Code (IBC), 2015 Facilities Standards for Public Buildings Service (PBS-P100), April 2017 Document Security for Sensitive but Unclassified Building Information (PBS Order 3490.1A) Achieving Great Federal Public Spaces (Property Manager’s Guide) Architectural Barriers Act Accessibility Standards (ABAAS) National Fire Protection Association (NFPA) Life Safety Code GSA CADD Deliverables Policy (Per P100, 7/1/05 Update) GSA First Impressions Program Narrative Design Notebook for Federal Building Lobby Security (GSA and USMS)

Scope of Work

The First Impressions project will provide for a comprehensive upgrade of first floor public spaces and portions of the plaza as follows.

Plaza

The successful design of the existing plaza between the Schwartz Building and the Federal Courthouse will be refreshed by repairing the degraded stabilized decomposed granite paving, by adjusting heights of two drain clean outs to prevent potential tripping hazards, and by reinforcing the planting maintenance goals of the original design. These enhancements will be accomplished through the implementation of the hardscape maintenance plan, stabilized decomposed granite maintenance memo, and planting maintenance memo included in the Bridging Documents package.

Water Feature

The existing water feature, which provides beauty and serenity to the site, will be improved upon by minimizing potential water splash and run-off onto adjacent surfaces through the implementation of the water feature modification recommendations in the drawings and Basis of Design document included in the Bridging Documents package. The proposed strategy for addressing the water splash and run- off issues of the existing water feature is to test multiple modification options with physical, full-scale mock-up installations on site, within the existing water feature. This will allow the observation and study of the most efficient and attractive solutions in order to select one or more modifications to be permanently added to the existing water feature to preserve the site asset, minimize potential for water splash and run off, and preserve the design integrity and appearance of the water feature. The modification options included in the Bridging Documents may be applied individually or in combination to provide the best solution.

First Floor Public Spaces

The following plan shows the extent of the FIP scope, which encompasses several areas:

Volume 2 - Specifications Page 389

Transition to the Gallery and Elevator Lobby

The space just past the secured lobby serves as a transition to the first floor suites and circulation areas. The existing mortar-set brick pavers will be replaced by a poured-in-place terrazzo floor. The Probation suite is located immediately to the left and accessed through a recessed entry. Most people coming into this building will be going to courtrooms and offices on the floors above. The elevators are located to the right, with the Gallery spaces behind the elevator lobby. In front of the elevator lobby are the public restrooms and stairs. Further down the corridor are several doors that lead to the Grand Jury suite as well as the Probation suite and support spaces.

The pre-cast concrete panels in this area will be covered with modular phenolic wall panels, which will serve to provide a durable, cleanable, low maintenance finish. Wood slat panels will be used on the walls as accent features and also provide wayfinding for visitors, leading to the Gallery and elevators. Portraits and information in this area will be unified in their method of display and materials used.

Elevator Lobby

The precast concrete panels around the two banks of elevators will be covered with modular phenolic panels installed on support channels and separated by aluminum reveals. The terrazzo floor and wood slat ceiling accents will continue into this area. The elevator call buttons and other controls in the lobby have been surveyed and found to be compliant with code required dimensions. Doors and trim will be refurbished by painting.

On the other side of the corridor, phenolic wall panels, terrazzo floor, and wood slat ceiling accent panels will be installed at the alcoves for the public restrooms, which are being renovated as part of the Probation Suite upgrade project.

Gallery

The Gallery is being envisioned as a learning center for visitors including school-age children and other groups, with educational information and displays such as the Charters of Freedom. Casework is being designed by U.S. District Court (USDC) and will be coordinated with the FIP project.

Volume 2 - Specifications Page 390

The existing mailbox will be removed, and collection bins will be relocated and integrated into new casework in the Gallery area. Casework will be coordinated with the USDC design. The proposed wood is a light cherry to complement the building standard cherry wood, which is used in the Courtrooms on the upper floors.

Phenolic wall panels and wood slat wall and ceiling accents will continue into the Gallery. The flooring will transition to carpet tiles in this area to help absorb sound. The Gallery will be kept as an open area without seating to accommodate the expected number of visitors.

Corridor

The corridor to the right of the elevators leads to the future Grand Jury suite as well as access points to the Probation suite on the east side of the building. Where the precast concrete panels are exposed, a layer of gypsum board will be installed to cover them. Aluminum reveal joints will be used to break up the linearity of the corridor. Existing wallcovering will be removed, and the drywall behind will be refinished. At the ceilings, a new suspended acoustical ceiling will be installed, with a continuous 8” wide utility slot that houses sprinkler heads, lighting, and HVAC diffusers.

Main doorways will be accented by horizontal and vertical wood slats that serve to break up the corridor as well as provide wayfinding. Existing doors, frames and hardware finishes will be maintained.

Probation and Grand Jury Suites

The Probation and Grand Jury suites were in construction and design, respectively, during the design of this FIP project. Transitions with the entries to the two suites have been accommodated, as both projects border the public spaces within the FIP limits of work.

Signage

The existing inconsistent assortment of signage will be replaced by a unified system utilizing standard fonts, materials, and colors. New signage will conform to the existing building signage standards. Signage will be grouped into the following categories:

SIGN OR DISPLAY INFORMATION CONVEYED COMMENTS

Government Mandated

(Per Figure 6.02 of FIP Guide)

CFRs, directives, portraits, Charters of Freedom

Directional Wayfinding

Public Notices Directives, public information May need to be changeable
