Solicitation 47PG0122R0002 (RFP) for Custodial and Related Services at the Thomas F. Eagleton Courthouse and the Clyde S. Cahill Memorial Park, 111/112 S. 10th Street, St. Louis, MO is amended as follows:
1. Attached are the answers to questions submitted timely per the solicitation.
2. The attached "Notice Concerning Solicitation" is incorporated into the solicitation and will be placed after the Cover Page.
3. Pages 134 and 136 of the solicitation are deleted and replaced with the attached revised Pages 134 and 136.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

A3. Nothing substantial has changed, the vast majority of the requirements are the same as the current contract.

Q6. We understand that Solicitation section I.16 limits this competition to 8(a) companies. We did not, however, see the appropriate NAICS code. Can you please provide it?
A6. The NAICS is 561720. See attached “Notice Concerning Solicitation”.
Q7. In both Section L.7 and the Factor 1 evaluation criteria, the Solicitation states that a joint venture must list a prime contractor, who will be responsible for performing 51% of the work. Under SBA's rules, however, a joint venture is an unpopulated entity that performs its work (as the prime contractor) through the venturers. The Joint Venture itself must meet the limitation on subcontracting, and the Managing Venturer (the 8(a) party to the joint venture) must, in turn, perform at least 40% of the Joint Venture's work. 13 C.F.R. 124.513(d)(1), (2). Will GSA revise or clarify the Solicitation's joint venture provision with these requirements in mind?
A7. The 8(a) partner(s) to the joint venture must perform at least 40% of the work performed by the joint venture. See revised attached pages 134 and 136.

The solicitation states "Description: To receive consideration for award, the Offeror as the prime Contractor, shall submit three (3) experience references of current and/or previous janitorial contract performing similar services in a single location ..." Question: Will a single contract that has multiple facilities on a campus and/or within the same geographical location be considered a "single location" or is the government only consider a single building with 450,000 square feet a "single location?"
A8. At least one building under the single contract must meet the requirement of 450,000 net cleaning square feet performing similar services as required in the solicitation.
Q10. Has the scope of work, under the new solicitation, remained the same, decreased or increased compared to the current Solicitation contract?
(for instance, should Floor 2 be counted in the current bid since it is out of service for remodel.)

Q11. Can you give us the current supply estimated cost for paper products, soap and sanitizer supply?
A11. No data to provide. This number will vary depending on court loads and on-site staffing, etc.
Q12. Can you give us an estimate of the daily population (traffic) for the building? (civilian and staff)
A12. Daily: Non-COVID - 600-650 tenants + visitors. COVID - approx. 100 tenants.
Q13. Will there be an extension for the due date of this solicitation?
A13. At this time we do not plan on extending the due date for the solicitation.
Q14. Would you be able to provide product descriptions and usage history for all consumable supplies such as toilet paper, hand towels; seat covers, sanitary products, hand soap and trash can liners?
A14. No data to provide.
Q15. Will the contractor/team be required to possess a current ISSA CIMS-GB certification or equivalent at contract’s start date and maintain ISSA CIMS-GB certification or equivalent throughout the contract period?
A15. ISSA training is required for all employees and must be maintained throughout the contract period.
Q16. Has the square feet increase or decrease, if so, how much?
A16. Please reference Exhibit J1, Building Information.
Q17. Should the contractor limit the number of decimal places used for “price per SF” considering the potential affect when small prices are used in a calculation? If so to how many decimal places should the contractor use for price per SF?
A17. Decimal placement is 2 after the decimal point generally
Q18. Is the contractor supposed to fill out SF 1449 Item CLINS?
A18. All CLINS need to be completed as your price proposal for Section B.
Q19. Is this contract required to be a Union based contract? If so, will the awardee be required to join the Union?
A19. This contract is currently under a CBA. Please refer to DOL for more information regarding this question.
Q20. Can the government clarify if the government will issue a contract modification when a new Collective Bargaining Agreement is negotiated?
For instance, hourly wages for staff on a year to year increase per CBA agreement. Should the contractor account for it on the bid or will there be a modification to adjust on year to year?

Q21. In case of subcontractor use, do we need to submit past performance for our sub.

A24. The Contractor shall provide all management, supervision, labor, materials, supplies and equipment necessary to provide custodial and related services as described in the solicitation. The Contractor shall plan, schedule, coordinate, and assure effective performance of all services.
Q25. Is this a first right of refusal for current staff?
A25. No, review Executive Order 13495 of President Trump Signed October 31st, 2019. Revoking the obligation of successor government service contract employers to offer their predecessor employers’ employees the right of first refusal in positions for which they are qualified.
Q26. Regarding pricing format: Bid/Offer CLINS section (pg 5-7) and D.5 Cost Classification need to match? Or is D.5 a more detailed and as needed task? If they do, why isn't snow removal, pest management and trash/recycling services not included?
A26. Cost listed on the B.5 Cost Classification is elements of the standard service, which can be detailed to provide specific information.
Q27. Cleaning hours on this solicitation state from 6AM-930PM, during the site visit it was state hours of operation are from 6am-6pm?
Which one is it?
A27. Per the item C.1.2, Cleaning Hours on Page 9 of the solicitation, the cleaning hours are 5AM -9:30 PM. Build operation hours are
6AM-6PM.
Q28. Section J. Exhibit 1 states that contractor needs to furnish runners, what is the size and quantity for this?
A28. See page 69, Exhibit J1 of the solicitation for size and quantity.
Q29. Pg. 14 states that monies collected from Tampons and sanitary napkins in the female restrooms needs to be collected and replenished by the contractor? Just to clarify, the contractor is responsible for purchasing and replenishing the tampons and sanitary napkins with the monies collected from this?
A29. Please reference Section C.3.1.4, under “dispensers” paragraph of Page 13 of the solicitation for more information.
Q30. What is the exact number of restrooms in the building?
A30. Approximately 248 restrooms
Q31. Should we price out labor using the CBA?

Q33. What is the expectation of the perimeter concrete cleaning, due to the current bird issue? (Section C.3.2.8) Is power washing and recovery expected to be done daily (part of site visit question)
A33. Please reference Section C.3.2.4, Hard Surface Areas on Page 16 of the Solicitation. Regarding “current bird issue”, power washing is being conducted periodically (weather-dependent) and will continue until bird remediation is completed.
Q34. Is there asbestos present in the building, if so, where in the building is it? Section 3.1.1

Q35. Is lot sweeping for all garage levels of the basement?
A35. Yes
Q36. Can we have some sort of blue print of the building or floor by floor description of the building?
A37. The Government can not release this information due to CUI.
Q38. Regarding references for past performance, does it need to be sent or signed by the client?
A38. Please reference to Factor 2, Past Performance on Page 136 of the solicitation for standard for evaluation.
Q39. Will we be able to connect internet service in the building at the janitorial office space?
A39. Yes
Q39. Is courtroom carpet cleaning performed monthly, annually, or just as spot cleaning? Is this included in the deliverables and how often?
A39. Tenant space is performed by request, which is reimbursable. Aside from that, it is spot cleaning.
Q40. Confirm spot cleaning on courtroom seating material?
A40. Spot cleaning confirmed.
Q42. When a dispenser is not installed in a bathroom, does the custodial contractor still provide paper towels for use?
A42. Yes
Q44. Estimated date of completion for construction in United States Marshall Space?
A44. Mid March approximately.
Q45. Is salt or calcium used to treat snow and winter weather?
A45. Magnesium Chloride, Potassium Acetate, and Potassium Chloride

Q51. T he Technical portion requires schedules to be submitted with the proposal. Per section C.12 Restricted areas require coordination and scheduling of cleaning with the CO or their designee. Contract employees must be cleared by occupying agency to clean in restricted areas, in addition to any clearance procedures required by the GSA and the U.S. Marshal Service. Restricted areas include, but not limited to: U.S. Marshal’s offices, U.S. Attorney’s Offices, U.S. Secret Service, Department of Homeland Security, U.S. Pretrial, U.S. Probation, U.S. Trustee, OIG and GSA.
Would GSA be able to give information on what areas are day/night cleaning so that our submitted schedules can be drafted more accurately?
A51. Please refer to Section C.12, Paragraph 2 on Page 32 of the solicitation for requirement. GSA can provide this information when a contract is awarded.
Q52. What is the current price? How much of that price is related to COVID 19 services?
A52. See A2. Additional COVID-19 related services are not part of the standard services.
Q53. Can GSA release a staff seniority list with date of hire? This will allow for vacation and payment calculations to be accurately calculated.
A53. No data to provide.
Q54. Will/ does GSA allow for a washer/dryer hookup in the building?
A54. No
Q55. Regarding Snow Removal – The Snow Removal Map reflects the park across the street only. Is there to be snow removal around the courthouse as well? 1. What are the snow removal tolerance levels? 2 inches of snow, 3 inches, etc.
A55. Yes, snow removal should be performed around both the courthouse and park. Please refer to Section C.3.3, Snow and Ice Removal on Page 17 of the solicitation.
Q56. Please confirm the CLYDE S. CAHILL MEMORIAL PARK is indeed the park across the street from the courthouse, as when looking up the address on the map, only the full block the courthouse is reflected.
A56. Yes, the park across the street is the Clyde S. Cahill Memorial Park.
Q57. Regarding exhibit J1 – The Net cleaning area listed does not match the total areas to be cleaned listed on the same exhibit.
Additionally, the net area to be cleaned is less than half the gross area. Please confirm the sq. footage to cleaned by the contractor.
A57. Net Cleaning does not include all numbers on the exhibit. Spaces like storage, files, parking areas are not included in net cleaning. As stated on the exhibit, these numbers are estimates and should be verified by the Contractor.
Q58. Should a contractor have a contract just shy of one year (11.5 months as of the bid due dates) but also retain an extension past the one-year mark of 450,000 square net cleaning areas in a single location, would the GSA consider this to fulfil One of the two required two references for work experience?
A58. No. Please refer to Section M for requirements.
Q59. Regarding the Trees – What species are onsite at each location and in which quantity per species? 1. Confirm there are 426 trees on site?
A59. Confirm, with various species.
Q60. The PERIOD OF PERFORMANCE states: JULY 1, 2022, THROUGH JUNE 30, 2023 although Schedule B is of Base & Opt 1 to 4 Years.
Please confirm if it is 5 years contract or 1 year?
A60. This is a one year base, with 4 one (1) year option periods. Please refer to Section G.7, Options on Page 40 of the solicitation.
Q61. Please provide the breakage of the square foot for the types of floor in each building (i.e. Carpets, Granite, Marble, Terrazzo, Wood, etc)
A61. Please refer to Exhibit J1, Building Information on Page 68 of the solicitation.

GENERAL SERVICES ADMINISTRATION’S MISSION
GSA's mission is to use expertise to provide innovative solutions for our customers in support of their missions and by so doing foster an effective, sustainable, and transparent government for the American people.
AFFIRMATIVE PROCUREMENT PROGRAM (APP)
The General Services Administration (GSA), as a Federal procuring agency, is required to procure and use products containing post-consumer content (recycled material) by the Resource Conservation and Recovery Act (RCRA), Section 6002, Executive Order (EO) 13101, "Greening the Government Through Waste Prevention, Recycling, and
Federal Acquisition” and EO 13148, “Greening the Government thru Leadership in Environmental Management.”
EO 13101 also requires Federal agencies to procure and use environmentally preferable and bio-based products.
RCRA Section 6002, EO 13101 and Office of Federal Procurement Policy (OFPP) Letter 92-4 require Federal agencies to develop and implement an Affirmative Procurement Program (APP) to facilitate the procurement of these products.
FAR 23.7 require consideration of environmental factors when purchasing products and services.
Note that FAR 4.303 and FAR 52.204-4 require double sided printing on recycled paper for all reports required by this contract. Also, note FAR 52.223-10, which encourages vendors to practice waste reduction.
QUALITY CONTROL PLAN
The Contracting Officer (CO) must accept a completed Quality Control Plan (QCP) prior to the notice to proceed.
The QCP will be specific to the contract specification and location(s) in accordance with the provisions and requirements of the solicitation. QCP will be necessary 60 days prior to option effective date with 30 days for acceptance by COR.
PERFORMANCE BASED SPECIFICATION
This is a performance-based solicitation. The Government’s requirements are expressed in the form of the minimum quality standard to be met. The Contractor is to determine the optimal work schedule, resource allocations and performance methods. Therefore, it is strongly advised that you review the complete solicitation so that you are aware of all the terms and conditions.
SHALL vs. MUST
Throughout this solicitation, the terms “shall” and “must” are used. “Shall” and “must” denote the imperative. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.
SITE VISIT
See Section L for site visit information. You are only required to attend one session. Offerors shall determine any conditions that affect the work and make a thorough site investigation before submitting an offer. Submittal of an offer shall be evidence the offeror has complied with all of the foregoing. No allowances will be made for failure to avail oneself of such information.
NOTES TO BIDDERS/OFFERORS:
See Section L for proposals submission information. All bids/proposals, modifications and withdrawals are subject to
FAR 52.214-7 and 52.215-10. Late proposals will NOT be considered.
The information collection requirements contained in this solicitation/contract, that are not required by regulation, have been approved by the Office of Management and Budget pursuant to the Paperwork Reduction Act and assigned
OMB control no. 3090-163.
ACQUISITION BUDGET
The annual budgeted amount for this acquisition has been established at $1,118,188.00/yr - $1,242,432.00/yr.*
Interested vendors: The budgeted amount provided is for your informational purposes only. Offerors are not precluded from submitting a price that is higher than the budgeted range provided by the government. Offerors are to submit a price that commensurate with the requirements of the contract, which can be higher or lower than the budget range provided by the government. The budget range is being provided in an effort to assist you in formulating solutions that meet our requirements and our budget only.
*The budgeted amount includes only what is described in the solicitation as “standard services,” which will be included in your proposed monthly price. All “above standard services” or “additional service CLINs” are not included in the government-developed budget range.
L.6 FAR 52.233-2 SERVICE OF PROTEST (SEP 2006)
(a) Protests, as defined in Section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO) or the General Services
Administration Board of Contract Appeals (GSBCA), shall be served on the Contracting Officer by obtaining written and dated acknowledgment of receipt from Contracting Officer, General Services Administration, Services Contracts
(6P1QC), Two Pershing Square, 2300 Main Street, Kansas City, MO 64108.
(b) The copy of any protest shall be received in the office designated above on the same day a protest is filed with the GSBCA or within one day of filing with the GAO.
L.7 NOTICE TO JOINT VENTURES
If an Offeror will be submitting a proposal under a joint venture, the joint venture’s legal name shall be registered in the SAM. In addition, the joint venture’s legal name, DUNS and POC information shall be clearly printed in block 7 of the SF26 when submitting the proposal package.
The proposal must clearly state who the prime contractor will be for the joint venture. The 8(a) partner(s) to the joint venture must perform at least 40% of the work performed by the joint venture awarded under this contract. In addition, a copy of the executed joint venture agreement shall be submitted with the Offerors proposal.

The three (3) experience references must be for three (3) different contracts. The three (3) experience references must be for the same three (3) contracts as those submitted for Factor 2 – Past Performance. Failure to meet this factor mandates exclusion from further consideration of award. No adjectival or numerical score shall be given.
Note: “Similar: is defined as the contactor having performed essentially the same functions, responsibilities and controls required under this solicitation.
Note: When proposing a joint venture/teaming arrangement, the experience references may be submitted on the behalf of either company.

FACTOR 2 – PAST PERFORMANCE
Description: (1) This criterion will evaluate the quality of an Offeror’s past performance in performing services for projects similar in size, scope and complexity to the one described in this solicitation. It assesses the offeror’s overall quality of past performance, record of conforming to contract requirements and to standards of good workmanship;
the Offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction; including the offeror’s business-like concern for the interest of the customer, and the offeror’s overall performance on their contracts.
(2) Past performance will be evaluated by analysis of the information requested and provided under Work Experience
(same three contracts submitted by the Offeror in response to Factor 1, “Work Experience”), as well as information obtained through interviews with the Offeror’s customers and/or the building's owner or a representative of the owner.
Regarding past performance on any projects submitted on behalf of managers, key personnel, subcontractors or other partners, evidence of collaborative prior experience among the partners will be viewed favorably.
(3) In addition to those references provided directly by the Offeror, the Contracting Officer may identify and analyze the relevant past performance of the Offeror on any other contract on which they have performed within the past five
(5) years of which the Contracting Officer has knowledge or obtains knowledge. Because of the wide variety of past performance history of individual Offerors, the Government is not required to ensure that an equal number of references be obtained for each Offeror.
Standard For Evaluation: The standard is met when the Offeror submits three latest Contractor Performance
Assessment Reporting System (CPARS) surveys for the same three contracts used for Factor 1, Work Experience.
Offerors must utilize Contractor Performance Assessment Reporting System (CPARS) evaluations for all submitted past performance references when a CPARS evaluation is available. Additionally, Offerors must submit the latest
CPARS evaluation for each submitted past performance reference with their proposal. The CPARS shall be for the for the same three contracts used for Factor 1, Work Experience.
Note: If no CPARS evaluation is available for a past performance reference, then Offerors shall request and submit by the closing date the completed provided “Google Past Performance Survey Form”.
If an Offeror must utilize the “Google Past Performance Survey Form” due to no CPARS in the system, the Offeror must contact the Contracting Officer and Contract Specialist (see L.2) no later than the scheduled proposal questions due date in the solicitation to receive their unique Google Form hyperlink. This hyperlink should be submitted to an agent of the purchasing entity for the past performance reference. This agent must complete the Google Past
Performance Survey Form and return it no later than the closing date of the solicitation.
The Government reserves the right to contact individuals and firms from whom you have obtained evaluations pertaining to your past/current performance. The Government may utilize information obtained from any other
