INSTRUCTIONS

Instructions for items other than those that are self-explanatory, are as follows:

Item 1 (Contract ID Code). Insert the contract type identification code that appears in the title block of the contract being modified.

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.

For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.

For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.

For a modification confirming the contacting officer's determination of the amount due in settlement of a contract termination, the effective date shall be the same as the effective date of the initial decision.

14. DESCRIPTION OF AMENDMENT/MODIFICATION

Amendment #001 is issued to make the following changes:

1.) Section M, Factor 3, Design Intent Drawings, Submittal Requirements, is modified to provide that the submittal shall include the following:

1. Demolition Plan

2. Test Fits/Block Plans

3. Construction Plan

4. Furniture Plan

5. Power/Communication Plan/Equipment Plan

6. Reflected Ceiling Plan

7. Interior Finish Plan

8. Elevation/ Sections

9. Door/Hardware Schedule

10. Typical Legend Sheet

2.) The following is added to the agreement:

Guaranteed Minimum (Only applies to base year) – The guaranteed minimum quantity of work the Government agrees to order for the base one year contract term is $1,000. If the awardee does not receive a task order, or multiple orders, totaling $1,000 or more during the base year of the contract, the Government will be obligated to pay that awardee $1,000.

3.) The attached Questions and Answers are incorporated. Note that the Answers provided in the attached supersede any inconsistent provisions contained in the

RFP.

4.) Pricing worksheets are provided in Excel format for use in preparing your proposal. In addition, for reference only a worksheet is attached that illustrates the percentages that will be used for the price formula and calculation of total evaluated price. Do not use these sample forms in submitting your proposal.

All other solicitation terms and conditions not specifically addressed remain unchanged.

QUESTION - ANSWER

Question 1

In the R5 Space Planning and Interior Design Services solicitation, we do not see a sample space requirements report attached as mentioned on page 10. Could you direct us you a sample report?

That reference is deleted. There is no sample report.

Question 2

With respect to the above referenced procurement and contract – Solicitation Number 47PF0019R0083 – Method of Award | F. Technical Factors |Factor 5: Programming – Space Requirements Report/Workplace Recommendation Report and Presentation:

Is the “in person” presentation and “absolute” requirement? If we cannot make the presentation will we just have points deducted from our evaluation? OR – if we do not make the presentation will we be totally disqualified from consideration for the IDIQ procurement?

At this point it is a requirement. If you do not present, your proposal would be scored accordingly. You would not be precluded from consideration.

Question 3

Key Personnel Please clarify this statement: “Each of the key team members … has held at least five comparable positions in the past five years for projects that included …”? Is it required for Junior Designers to have five years experience, and is it sufficient for them to have worked on five projects (and not five positions)?

It refers to comparable positions on project(s) within the past five years. It does not mean they need five years’ experience.

Question 4

Past Performance Can we submit GSA projects as “Past Performance” examples? Yes.

Can we use GSA Project Managers as references? Yes.

In “Past Performance,” may we submit project sheets for each project that we provide a reference for? Yes but we need the reference form also as provided in the solicitation.

Question 5 Presentation and Submittal Requirements

Do we have to identify the project we’re using as a sample submittal and if so, is there a time frame limit? The sample does not have to be identified. The sample should have been completed within the last five years.

If we use a GSA project with plans as an example, do we need to encrypt the proposal email? If it contains SBU, then yes.

In the next stage when presentations are given, will you need all key personnel need to be present? No, just the presenters.

Question 6 Pricing Worksheets While wage increases for standard wage determinations should not be included in our costs, per the Executive Order (EO) 13658, how should we handle wage increases for employee categories that are not listed? The Order only covers workers covered by the SCA. So for categories not listed it would not apply.

If wages go up during the course of the contract in the standard employee categories under Executive Order (EO) 13658, can this percentage of increase be applied overall, including to overhead and profit? The line item pricing is fixed. You can incorporate anticipated increases in the line item prices you propose.

Question 7 Solicitation requires offeror to enter DUNS number on block 14 of SF 33; however, Blok 14 is for Acknowledgement of Amendments. Please clarify.

Please provide as part of the address in box 15A.

Question 8 Do all of the listed items need to reference a specific project, or can they come from separate projects? Not all DIDs include all (9) items. The listed items should come from one project as much as possible. If a sample sheet from another project needs to be included, please clearly label it as such.

Is it acceptable to not show all (9) items? Most or all of our projects did not require everything that you would see in a CD set (for example door schedule and wall details).

All items must be shown. If you do not have one project with all nine items, please include as much from one project as possible, and provide the other sheets from another project, and clearly it label as such.

Question 9 In order to provide the firm fixed prices required for the Pricing Worksheets, will the Government provide the average square footage for the projects covered in the 0-10,000

sq. ft. category, the 10,001 – 30,000 sq. ft. category, and the 30,000+ sq. ft. category respectively?

No. Use those ranges.

Question 10 Will the Government provide the estimated number of projects that will be covered by the contract by sq. footage category based on historical use?

Based on historical rates, the estimated percentage of projects per sq. ft. category are:

0-10,000 = 30% 10,001-30,000 = 57% 30,001 + = 13%

There is no guarantee these percentages will be the same going forward. The Government makes no representation as to the number, value or composition of future orders.

Question 11 Confirm no pre-proposal conference will be held

Confirmed.

Question 12 Scope of Work page 3 of 39 indicates (1) proposal to be sent via email. Email quite often kicks back large files – do you have a size limit? If so, are multiple emails acceptable or do you prefer a jump drive hand delivered?

Standard form 33 page 2 indicates a request for pricing based on 3 area sizes o Is the pricing to be lump sum in the pricing worksheet or per square foot fee. Per square foot.

o The fee request includes standard office space, courts and retail.

Do you want a different pricing worksheet for each project type since the cost to detail courtrooms is significantly greater than a standard office space? No.

If you want a single pricing worksheet is there an estimated percentage breakdown for each space type (i.e.; for example and estimated 10% courts, 20% retail and 70% office) No.

Question 14 Provide a copy of the previous contracted award winner name and their price sheet

That will not be provided as part of this procurement.

Question 15 Are any MEP engineering services being requested in this RFP.

No.

Question 16 Is out of house cost estimating services being requested in this RFP and will they be a reimbursable expense.

Cost estimating is part of the SOW as indicated and a unit price should be provided.

Question 17 Is there an estimated quantity of projects annually and typical project size

See response to question 10. Under the prior IDIQ which included two contracts, there were a combined 96 orders totaling about $1.5m over a base and four option years. Based on this data, an estimated annual average would be 19 orders totaling $300,000, spread out over however many contracts are awarded. There is no guarantee these percentages will be the same going forward. The Government makes no representation as to the number, value or composition of future orders.
