QUESTION – ANSWER 2

Question 1 It appears that the GSA schedule contracts for interior design (SIN# 712-4) is not being used for this solicitation? Why would GSA not use one of their GSA schedules for this service?

The scope of services sought under the IDIQ is broader than what is covered by

FSS.

Question 2 Since our firm has a GSA schedule with GSA (since 2007) and we have selected under our schedule to provide services throughout the United States, the fourth paragraph down would restrict us from using this already awarded contract to federal agencies within Region 5. This directive would be an non-approved change our already awarded contract with GSA.

We are not procuring using FSS and are not required to.

Question 3 The major qualification for interior designers, National Council of Interior Design Qualification Exam (NCIDQ) did not show up in the search I did of the solicitation, as a requirement. This would be the most common qualification request for interior designers. The NCIDQ would be the equivalent of asking an architect to have passed the NCARB as a level of qualification. Is there a reason this qualification is not being requested?

Key personnel is an evaluation factor as stated in the RFP and is designed to reflect our requirements.

Question 4 Is a license or certification from Illinois or another state required for the Interior Design positions? Typically on federal contracts such as this a license may be required but not from a specific state since federal work covers multiple states.

Please refer to the RFP for requirements.

Question 5 Since many of the project would be spread throughout GSA Region 5, would the location of the office need to be in the metro Chicago area since work is often at the site location. Travel for a project in Minneapolis or Indianapolis will require travel for the interior design firm to inventory, meet with the agency or complete a punch, etc. Our firm has worked many successful projects under IDIQ contracts for interior

As stated in the RFP, an office in the Chicago metropolitan area is required.

While projects may be located throughout the region, travel to those sites is infrequently required. GSA space planning staff who will be working closely with IDIQ contractors is located in Chicago and in person meetings are required.

Question 6 The sample documents/projects request for past performance. Why is GSA not requesting past performance of projects of at least 30,000 SF to show the ability to do large projects? The large SF would better to represent the difficulty in doing a large project verses the smaller SF projects.

The past performance requirements best reflect the characteristics of projects we anticipate will be conducted under the IDIQ.

Question 7 Will past performance in CPARS (federal contract review site)be considered for past performance regarding this solicitation?

Yes, provided the report clearly meets the relevance criteria per the RFP.

Question 8 How many contracts will be awarded under this solicitation?

We anticipate 2-4 awards, but there is no guarantee.

Question 9 Is this a multiple award contract with optional performance periods?

See above response. There will be a base year and four option years that may be exercised in the Government’s sole discretion.

Question 10 Do we need to include MEP and other consultants (AV, IT, etc) qualifications --that might be needed for preparation of full permittable sets?

No.

Question 11 Please clarify under Method of Award, Factor 5, fourth paragraph – the ‘PRESENTATION WILL BE IN PERSON. . .”ETC. Dates June 19 and 20 are given.

Would these be presentations for shortlisted firms or for all submitted? And do you know how many firms will be shortlisted?

At this point the expectation is all firms that submit a timely and complete proposal will have the opportunity to present on one of those dates.
