1. Page 4: “LICENSE REQUIREMENTS Offerors should note the requirements of paragraph entitled License Requirement, on page 28 (H19), that evidence of having or having made application for all appropriate permits and licenses for the state specified must be submitted with their offer”. There is no section H19 in the solicitation.

A: Section H.13, my apologies. Also, this is listed in the Table of Contents.

2. Page 4: “CURRENT CONTRACTOR AND CURRENT CONTRACT PRICE The current contractor is CSSI, located in HAUPPAUGE, NY. The current monthly price is $17,369.47.” This amount does not appear high enough to include Federal and State taxes and unemployment insurance, does not pay for substitution during absences, and does not include overhead to pay for a project manager.

A: Your proposal should cover all your expenses, etc. I am not going to comment on current contract pricing.

3. Government wants meet and greet of new recruited personnel (can be by phone) – Can the Government reject a candidate?

A: Yes, government can reject if they do not meet requirements.

4. APM required when PM out for > 48 hours. Since the PM is going to be remote, what constitutes the”PM being out for >48 hours”? Does this mean not available to answer the phone?

A: It means being unable to administer the contract, or handle any contractual situations/isues that might arise. Essentially if your Project Manager is going to be out, provide an alternate Point Of Contact in their absence.

5. Incumbent to provide training. Are we confident the incumbent will provide satisfactory training? Are there established SOPs?

A: Yes, each location has established their own SOP.

6. Will the Government consider a positive PPQ in lieu of 2 years of performance on a contract used for past performance? Usually the government asks for a minimum of six months.

A: The requirements are outlined in the RFP as to what qualifies for relevant past performance. The government will not deviate.

7. Page 3, FAR 52.207-3 Right of First Refusal of Employment states that within 10 days after contract award, the CO will provide. to the Contractor a list of all Government personnel who have been or will be adversely affected or separated as a result of award of this contract. The Contractor shall report to the Contracting Officer the names of individuals identified on the list who are hired within 90 days after contract performance begins. This report shall be forwarded within 120 days after contract performance begins. This timing may not allow for hiring staff to start on day one of the contract. How can a contractor support the FAR and still staff the contract on day 1?

A: The clause states within 10 days of AWARD (Not start date) the CO will provide to the contractor the list of personnel. This should provide plenty of time to hire staff.

8. Is the QCP an evaluation factor? If yes, what is the weight? Is it acceptable to attach as an appendix item?

A: It is not an evaluation factor. Yes, you may attach as appendix.

9. Is providing 4-5 past performance references deemed more favorable than providing 3?

A: No, there is no weight added to how many references are provided, as long as there are three.

10. Can you provide specific proposal presentation instructions? Should pricing be submitted in a separate volume? If only 1 volume is required please confirm that the sections should be the QCP, Past Performance, Attachment A and Price.

A: Section B pricing needs to be completed with regards to pricing. Everything can be combined, or you can separate into Sections. No specific requirements on presentation.

11. Are past performance and price the only evaluation factors?

A: Yes.
