The solicitation states the following: “GSA has a need for a contractor, through innovation, technology, or other means, to perform the required administrative services at frequencies determined by GSA.”

Q: Are these full time positions?

A: Yes, they are full time, as stated in the solicitation, C.2.1 Days and Hours of Operation.

(B1) The Government requires that a contract employee be provided at each location for every day that the building is open for operation; this includes coverage for any scheduled or unscheduled absences.

Q: Does this mean that on sick days (Where notice is given the day of) or PTO that we need to have a cleared temp taking the place of the traveling/sick employee?

A: Yes, or deductions might be taken.

Q: How many secretaries and clerks is the incumbent currently employing on the contract?

A: Three clerks, one secretary. Also noted in solicitation.

The rates given in the table under the section (52.222-42) Statement of Equivalent rates for Federal hires are lower than the SCA rates. E.g. Table in solicitation lists the wage for the General clerk III being $14.86, but the SCA labor chart provided near the end of the solicitation is $16.22.

Q: Why is the actual wage lower than the SCA wage listed?

A: The actual wage to be used should be the Wage Determination listed in the contract for each location. The Statement of Equivalent Rates is a clause that must be included in the solicitation per the FAR, and it basically is included to show what the wages would be for someone employed by our agency. Again, use the Wage Determinations listed for each county in the solicitation.

(C.3) “The Project Manager/Supervisor will be required to travel to each location in Ohio a minimum of once (1 time) per contract year. These trips will not be paid for by the Government but shall be included in the Contractor’s overhead.

Q: Can this Project Manager work at the contracting company’s headquarters?

Not in one of the four sites?

A: The Project Manager should not work on site at any of these locations, they are just required to visit each one time per year.

Q: Who can we contact from the GSA regarding clearance questions? We are wondering if our company needs to have a facility clearance for these employees to get their HSPD-12 PIV card.

A: Each individual worker needs clearance, no one from the company’s management does, nor does the company as a whole. You can email me for security clearance questions, and I will get them answered. After award, there is a separate group to work with regarding clearances.
