Hanley Elevator Modernization Construction Project Located at the James M. Hanley Federal Building, Syracuse, NY
Solicitation 47PC1119R0006 Questions and Answers
June 21, 2019
Question 1: On the Sealed Past Performance Questionnaires: Are those to come direct from the client to GSA sealed? Or are they to be included in our Proposal sealed from our client? It doesn’t state. Page 8 of the Solicitation: Sealed Past Performance Questionnaires (see section VI shall be submitted as part of Part II – Technical Response for Factor 2 – Past Performance.
Please clarify.
Answer 1: Past Performance Questionnaires do not have to come directly from the client to GSA. Please include them in your proposal in a sealed envelope.
Question 2: Can the Contractor propose that the existing DC Overhead Gearless Machines be replaced with new Overhead AC Gearless Machines as a no cost option.
Answer 2: The GSA will not allow the Contractor to install Overhead AC Gearless Machines as a no cost option because there is no compelling reason why the DC Hoisting Machines can’t be properly refurbished. If after a construction contract is awarded there is a compelling reason why the DC Hoisting Equipment can’t be refurbished properly as required by the contract documents, the Contractor may submit a substitution request to the Contracting Officer in accordance with the requirements outlined in specification paragraph 012500-2.1.
Question 3: Is the two-hour rated barrier shown on G-002 typical for all floors? Including the basement?
Answer 3:
The two-hour rated barriers shown on drawing G-002 shall be installed around any elevator hoistway door at the James M. Hanley Federal Building which must be opened by the Contractor so that the contract elevator work can be performed.
Part B, Amendment 00002
Question 4:
In the table of contents “Interior Painting (99123) is listed. However, the section I missing from the specifications. Please send out a revised specification.
Answer 4:
The Table of Contents will be revised to delete the reference to Specification Section 099123 – INTERIOR PAINTING because this paint specification section isn’t required. Elevator equipment painting requirements are described by specification paragraph 142100-1.18, and the patching requirements outlined in Specification Section 017310 – CUTTING AND PATCHING are covered by specification paragraphs 017310-1.3.C and 017310-2.1.
Question 5:
Is there a designated space that the contractor can leave a dumpster?
Answer 5:
There is a space at the basement loading dock where a Contractor dumpster has been placed.
Since the GSA can’t provide dumpster space for every Contractor that works in the James M.
Hanley FB, the GSA Property Management Office has required that all Contractors performing work at the James M. Hanley Federal Building will need to share the dumpster space for short periods of time unless the Contractors make arrangement amongst themselves to share the dumpsters and their cost.
Question 6:
Is there a designated space to place a crane for lifts to the roof?
Answer 6:
There is no designated space to place a crane for lifts to the roof but traditionally cranes are set-up on West Water Street which is located directly north of the James M. Hanley Federal Building. The Contractor would need to contact the City of Syracuse to get permit to setup a crane on West Water Street.
Question 7:
All work is to be done during normal working hours except for work that produces noise above an objectionable level, can you give us an example of what would be an objectionable level?
Answer 7:
A partial list of the work activities that create objectionable noise follows: 1) boom boxes which are operational in the elevator shafts; 2) all core drilling work; 3) drilling hanger fasteners to the underside of the concrete floor slabs to support HVAC ductwork and sprinkler piping systems, 4) fastening metal studs to floors and walls with powder actuated fasteners; 5) cutting structural steel; and 6) cutting concrete slabs in elevator pit for new sump pump installations. A partial list of the following work activities which is disruptive and must be performed outside normal hours follows: 1) installing adhesives for VWC installations; 2) construction work which is performed in occupied areas; and 3) and any construction work that negatively impacts the Tenants ability to perform their work at the James M. Hanley Federal Building.
Question 8:
Who holds the existing maintenance contract for the elevators?
Answer 8:
Schindler Elevator is the elevator contractor that is performing elevator maintenance at the James M. Hanley Federal Building. The contact information for Schindler Elevator is Mark Martin, Sales Representative, (315) 472-4308 (office).
Question 9:
Is there a laydown area for the contractor’s material as the equipment must be on site prior to starting?
Answer 9:
Per Specification paragraph 011400– 1.1.B.6 the GSA cannot guarantee that space will be made available to the Contractor but the GSA typically provides the various Contractors that perform construction work at the James M. Hanley Federal Building with a limited amount of storage space. Steven Patch, Sr. Property Manager anticipates that a limited amount of storage space will be provided for the Contractor that is awarded a construction contract for the Hanley Elevator Modernization Project.
Question 10:
In section 20900 1.1 A.2.a It says “none at this time” are we to assume there is no lead paint to be removed? Has a hazmat report been done on the building and if so can that be made available so that contractors can assess their risk?
Answer 10:
The GSA doesn’t anticipate that any ACM materials will be disturbed by the project work.
Specification paragraph 015950-3.1.A identifies that ACM and lead-coated materials that had been surveyed for this project. Specification paragraph 020900-1.1 identifies the lead-coated materials that may be disturbed by the project work and Specification Section 020900 identifies the lead-abatement procedures the Contractor must use if lead-coated materials are disturbed by the project work. A Hazardous Abatement Survey (ACM and Lead-Coated Material) of the James M. Hanley FB will be made available to the Contractor that is awarded a construction contract for the Hanley Elevator Modernization Project whenever suspect hazardous materials are identified by the Contractor.
Question 11:
Is it possible to send in the bid electronically rather than hand delivering it? If so please give us the email address it is to be sent to.
Answer 11:
No, bids sent electronically will not be accepted. As stated in the solicitation, we must receive an original plus three copies. The mailing address is: GSA, 100 S. Clinton Street, Room 1350, Syracuse, NY 13261 Attn: Kate Wheeler.
Question 12:
We are requesting that the bid due date be extended due to the holiday week making bidding difficult and to move the bid date from a Monday to a Tuesday.
Answer 12:
The bid proposal submission date of July 1, 2019 will not be changed to another date.
