PROJECT DESCRIPTION:
a. Breakroom New Cabinetry and Appliances (Base Bid)
b. Interior Finish Painting (Base Bid)
c. Flooring Replacement (Base Bid)
REMOVALS:
THE FOLLOWING ITEMS SHALL BE REMOVED FROM THE PROJECT SITE:
Unless specified otherwise, all removals and construction waste to be removed from the site and properly disposed of by the Contractor. Removals are indicated both in the Drawings as well as in the
Summary.
SCOPE OF NEW WORK:
Any New Work is as indicated in this Statement of Work, Appendages, and Drawings. The New
Work for this Project involves those parts as listed in the Project Description above. Within the parts of the main body of new Work there are incidental parts such as the moving of furnishings necessary for new Work to be completed and remediation of asbestos containing materials (ACMs) specifically in the vinyl asbestos tile identified in the specific areas on Drawing AE102. The perspective
Contractor will include all labor, materials, equipment, general requirements, and project management necessary to complete all aspects of the intended new Work as outlined in this Summary and the
Drawings
1.02 QUALITY ASSURANCE:
All new materials and installations provided shall conform to the division one definitions. The quality of materials and finishes shall be new and without deficiency.
1.03 SUBMITTALS:
Prior to contract award, the contractor must submit to the Contracting Officer for approval, manufacturer data for all products and materials proposed for this project.

Submittals required for:
a. Breakroom Casework (cabinetry) and appurtenances (countertop and integral backsplash)(including interior elevations, dimensions, color chips, and location)
b. Breakroom Fixtures (including fixture schedule, make and model, and location)
c. Breakroom Appliances (make, model, type)
d. Flooring (tile, cove base, transition strips)(manufacturer, product line, location)
e. Painting (manufacturer, product line, product compliance requirements, specialty coatings)
f. Asbestos Containing Materials (ACMs) remediation (including ACM remediation plan, disposal, testing)
g. Warranties and certifications for all new products
h. Project Closeout: (2) copies of all product information, test reports, product certifications, product warranties, contact information
1.04 WARRANTY:
In addition to any manufacturer’s warranty, all materials and equipment provided shall be warranted against defect in material and workmanship for a period of one (1) year from the date of final acceptance by the government.
PART 2. PRODUCTS:
All products and materials proposed for this project shall be commercially available first line products of a reputable manufacturer acceptable to the contracting officer (C.O.).
PART 3. HOURS OF WORK:
All work must be conducted between 7:00 am and 5:00 pm excluding weekends unless noted otherwise. All work, which may affect normal building operations including power interruptions, must be closely coordinated with the GSA Property Manager Access to secured areas must be coordinated with the GSA Property Manager. Security clearance will be required for all personnel working on this project. The GSA Property Manager contact information is as follows:

PART 4. CLEAN UP AND DEBRIS REMOVAL:
The contractor shall be responsible for the removal of all trash and debris generated during this project on a daily basis. Areas of the work will be swept, vacuumed, and policed. The contractor shall be responsible for the thorough cleaning of the space prior to final acceptance by the government. All areas of the work including traffic areas shall be protected from dirt, dust, debris, spills, and splatters during the project. **The Contractor will be required to utilize a special vacuum for vacuuming of dust and contaminants using a self-contained air scrubber with HEPA filters designed for the collection dust in an occupied setting.

ALLOWANCES
There are no Allowances for this Project.
PART 6, ACCESS TO SITE
For work at a Land Port of Entry (LPOE), the Contractor shall provide a list of all personnel requiring access to the site for a Fitness Determination (security check) at least 14 calendar days prior to their arrival at the site.
Information shall be sent directly to the Port Director via encrypted email. (do not send to the COR).
Information required shall be determined by the Port Director. Workers not acceptable to the Port Director will not be allowed on site.
For all work, Workers (including LPOEs)
All personnel accessing the site (for work, delivery, inspection…) shall have “Real ID” such as a passport. A
State of Maine Driver’s License is NOT a Real ID.
Special Agreement Check (SAC) or Short‐Term Investigations:
The Contractor shall obtain fitness clearances from the Zone A
Non‐HSPD‐12 SACs are good for 6 months from the date of the SAC determination. Short‐term contractors must submit a completed CIW (Form 850) and OF 306 to Zonal Help Desk, then complete fingerprint
Summary of Work – ePM 51625 Lubec LPOE ME Page | 4 enrollment. The CIW and OF 306 must be submitted together to the Zonal Help Desk via encrypted email.
Upon completion of a SAC, a contractor may work up to 6 months only. If additional work is required after the expiration date, a new investigation is required.
1. Contractor’s POC
a. Shall attend training provided by the Zonal Help Desk regarding the investigation process.
b. Initiate Requesting Official Approval List to include full legal names and associated information for all contractors who will be working on contract/project and sends it to requesting official for approval.
c. Assist contractors and subcontractors in completing all investigation requirements within time constraints.
d. Notify requesting official (via an updated RO Contractor Approval List) of anyone being added to contract/project and anyone leaving the contract/project. Ensures all GSA credentials are returned to the RO for those leaving the project or at the end of the project.
2. Vendor Applicant
a. Completes section 1 of the CIW.
b. Schedules and enrolls at Managed Service Office (MSO) station for fingerprints per enrollment email.
c. Completes OF 306, GSA 3665, and/or e‐QIP as applicable for the type of investigation requested.
Applicants are not allowed to work on the project until they receive a favorable SAC determination. They are not authorized to work past 6 months from the date of the SAC determination without completing an additional background check.
PART 7, NATIONAL REGISTER OF HISTORIC PLACES
The U.S. Customs Inspection Station (Lubec LPOE) is housed within the U.S. Post Office Building. This
Building is not listed on the NPS National Register of Historic Places. The potential exists that the Building may be eligible for inclusion on the National Register after a determination however it is not known at this time. Communities naturally have sensitivities to buildings in their communities and as such it will be expected that the workmanship and quality of the work for this Project will be done in a manner that represents the culture of the Community.

PART 8, CBP OPERATIONS AND WORK COORDINATION REQUIREMENTS
The Lubec LPOE is a compact site and construction activity will need to be coordinated with U.S. Customs and Border Patrol (CBP) operational requirements during the construction duration. The Contractor will anticipate that the LPOE will be occupied at all times which will require that the work to be done in a manner that will pose the least impact on the Port operations and the CBP Staff. The Contractor will schedule the
Work including ACM remediation effort for the VAT Flooring in a manner that works for both the
Government and the Contractor. Working with the Port Director and his Staff, the Contractor should be able to establish a process or system that transitions in a timely manner from one space or area to the next.

PART 9, ASBESTOS CONTAINING MATERIALS (ACMs) SURVEY REPORT
An Asbestos Survey Report was conducted in the Building on May 15, 2014. The findings prepared by TRC for the U.S. Postal Service is appended as Appendix A. For the purpose of this Project, under the BASE BID portion of the Work, anticipated encounter with asbestos containing materials (ACMs) are expected in areas designated on Drawing AD102 as either F2 or F6. The F2 areas consist of non-ACM 12x12 VCT on 9x9 VAT tile and mastic. The F6 areas consist of a single 9x9 VAT layer on mastic. All areas have a concrete slab substrate. The eventual selected Contractor will be expected to procure the services of an asbestos abatement contractor licensed in the State of Maine for ACM remediation. All costs relating to ACM flooring remediation will be included in the Base Bid (Offer).
PART 10, WORK RELATED INFORMATION
The site is fairly constricted although there may be room for a small storage container on site for storage of new products or existing furnishings temporarily stored for a work space or area. The Contractor will need to maintain a locked dumpster for disposal materials. All Fees associated with temporary storage or disposal containers are to be made incidental to the Work and part of the Base Bid.
Specific closeout requirements are contained within each Summary Section.
PART 11, SUPERINTENDENCE
The Contractor will have on site at all times when work is being performed a project Superintendent who will be responsible for coordinating all Project work tasks required by the Summary and Drawings and for daily communication with the Port Director, GSA Contracting Officer, or GSA Property Manager on matters relating to the planned or intended Work.

a. Breakroom Cabinetry and Appliances
1. Scope of Work for this portion of the Project is for new cabinetry and appliances in the Officer
Breakroom 109. The new Work for Breakroom 109 will consist of the Contractor removing and disposing of existing refrigerator and stove appliances, and existing sink; removing and disposing of existing cabinetry in the sink area; removal of existing hydronic heat radiator; removal of existing
VCT flooring tile (associated work as made part of new flooring work under this Project); removal of furnishings in the space to a location on site determined by the CBP Port Director (PD); rough-in for additional electrical branch wiring to receptacles and lighting as indicated on Drawing AF104;
installation of 2”x solid wood blocking required for cabinetry; microwave venting through-wall work;
existing wall patch and repair as required; prime patch and repair areas and finish paint (2) coats low-
VOC latex on all wall surfaces other than glazed windows (associated work as made part of new interior finish painting work under this Project); complete flooring leveling as required for true cabinet and flooring installation; installation of new 12”x 12” VCT flooring tile and VCB (associated work as made part of new flooring work under this Project); installation of new wall and base cabinetry and countertop surfaces; installation of finish devicing electrical work; installation of new hydronic panel radiator and connections; installation of new appliances.
2. Installation of all materials as indicated below in the material specifications will be supplied and installed complete by the Contractor and shall be in accordance with the International Building Code (IBC), Local and State codes, requirements, and manufacturer’s specifications.
3. It is the intent that adjacent spaces will be occupied during work being done in the Breakroom. The
Contractor will coordinate specific work tasking of removals, disposals, high-noise producing tasks, and other certain coordination activities as necessary with the Port Director or his designated CBP
Representative on site.
4. CBP Staff will remove any and all personal items from the Breakroom on moveables or walls prior to the start of the Contractor’s work in this space. The Contractor is not responsible for the moving of personal materials.
5. Asbestos Containing Material Abatement (ACMs): No ACM flooring is anticipated in the Breakroom area.
6. BREAKROOM SPECIFICATIONS: Submittals required for all items specified.
.1 Countertops shall be post-form, edge profile will be double radius, high pressure decorative laminate (HPDL) on high density particle board material with integral 4” backsplash. HPDL manufacturer shall be Wilsonart or equal and color will be light grey however final color choice shall be determined during the submittal process from manufacturer’s full line.
.2 Refrigerator shall be Kenmore Model 60413, 18.1 CF, top freezer, stainless steel, 30” width.
Total depth with handle will be 32.63”, and total height to top of hinge will be 66.13”. Door will be right hinge. ADA compliant.
.3 Electric Ranges shall be Kenmore Model 93013, 4.9 CF, electric free-standing range. Must be
Stainless Steel with a Glass Cooktop, 30” width. Contractor shall provide specification submittal for approval.
.4 Over the Range Microwaves shall be Kenmore Elite Model 80373, 1.8 CF, over the range convection microwave. Width will be 29.875”, Height will be 17.562”, and Depth will be
16.061”. Must be Stainless Steel with 30” width and installed above the electric range. Contactor to install metal duct vented through wall with exterior wall cap. Contractor to verify open microwave shelf as shown on the cabinetry schedule on Drawing AF103 coordinates with the microwave unit dimensions. Contractor shall provide specification submittal for approval.
.5 Single Tub Stainless Steel Sinks shall be equal to Elkay single bowl all-in-one sink complete with faucet, 20 gauge, type-304 nickel bearing stainless steel, 2-hole, 15”x 15”x 6”, designed for installation as indicated on the drawings (off-center) for counter use to the right of the sink.
Supply strainer with sink. Installation will be drop-in (flush-mount). Use existing sanitary and water feeds for plumbing connections to the sink. Contractor shall provide specification submittal for approval.
.6 Undercounter Light Fixture shall be equal to Lithonia UC5D-14, capable of either hard-wored or

Contractor shall provide specification submittal for approval.
.7 Kitchen Cabinets shall be good to quality constructed from solid oak wood. All the cabinets shall be made by the same manufacturer for consistency throughout the kitchen. Cabinets shall have matching upper and lower door and drawer front panels. Base and wall cabinets to be equal to
Quality Cabinets Series, as manufactured by Quality Cabinets Company. Cabinet door style selected from manufacturer’s full line for solid oak selection. Provide (10) year warranty for cabinets.
a) Lower Cabinets (Base): Provide base cabinets as indicated on the drawings. Construction will include a reinforced cabinet box with engineered wood or plywood. Corner gussets. 3/8” side/end panels. 3/4” solid oak front frame. Soft-closing drawer glides rated for 75 pound loading. 1/2” engineered wood drawers. 3/4” drawer fronts and doors are solid hardwood or engineered wood.
b) Upper Cabinets (Wall): Provide wall cabinets as indicated on the drawings. Multi-directional adjustable and self-closing hinges with limited lifetime warranty. All shelving to be 3/4” plywood.
c) All cabinetry: Bottoms, sides, and shelving to have moisture resistant treatment.
d) All cabinetry: All engineered wood or plywood to have a full oak laminate layer applied.
e) Cabinet Color: White.
f ) Cabinet Hardware: Provide hinges with multi-directional adjustment, door and drawer pulls.
Finish for all hardware will match and will be selected from full range. Equal to Amerock
BP53031G10, Mulholland, 3-3/4” Center to Center.
.8 Operation & Maintenance Manual (O&M): At the time of substantial completion the Contractor will be required to submit O&M manuals to GSA with product information and warranties for all new products and appliances installed in the Breakroom. Two (2) copies in a 3-ring binder shall be submitted to the GSA Property Manager. Contractor will verify that each manual has the following:
Title page, information and contacts page, product information, warranties.
.9 Panel Radiator: The new hydronic panel radiator will be equal to Buderus Model 21, part # 7-750-
102-306, of dimensions 20”x 24”x 2.50”, capable of BTU output of 2038 BTUs at 160 degrees F.
The panel radiator will come complete with wall mounting brackets, panel radiator drain valve, and thermostatic valve head mounted on the flow setter. Panel radiator shall come equipped with isolation (shut-off) valves. Panel radiator will be located as shown on Drawing AF103.
.10 All measurements and actual dimensions must be verified by the Contractor before beginning work.
.11 All materials and design shall be that specified, submitted and approved by GSA and installed following manufacturer's recommendations, IBC codes, NEC codes, and according to the approved drawings.
.12 No defective materials or damaged materials shall be installed. Any materials damaged during installation shall be removed and replaced with undamaged materials.
.13 The Contractor shall return CBP’s property back to its original location (if anything was moved).
Personal items will be removed from the Work area by CBP Staff prior to work taking place in that area.
.14 The Contractor shall remove from the property and dispose of any and all materials that have been removed, that are used, demolished, or not being made part of the new Work, in a location acceptable with local and state codes and regulations in which the work has been completed. Extra stock materials will be as outlined in this Summary, Sections b. and c.
.15 The Contractor shall dispose of all appliances in a location acceptable with local and state codes and regulations.
.16 Contractor shall keep all construction debris and materials out of the way so that CBP Staff and the
Public are safe from tripping and/or protruding hazards.
.17 The Contractor shall clean up thoroughly at the end of each work day.

e. Interior Finishing Painting
1. Scope of Work for this portion of the Project is for new Interior Finish Painting in the LPOE as indicated on Drawing AF105.
2. Moveables (Furnishings): As part of the interior finish painting work the Contractor will be responsible for moving furnishings in each space scheduled for new work from the space in order to accomplish the new painting work. CBP Staff will be responsible for moving personal items in the spaces. Moveables will be desks, book shelfs, file cabinets, etc. that can be moved a short distance within the building while work is being performed in the space.
3. **Phased Work Schedule: It is generally considered that a phased approach to accomplish all parts of the new Work within a space or area (moving of furnishings, removals and ACM remediation – where relevant – new Work for painting and flooring, and moving of furnishings) would be the most optimum for both the Government as well as the Contractor as far as efficiency of operations and minimization of impact to work areas. The Contractor will work with the Government to generate a work schedule that works in the best interest of both parties.
4. Statement of Work Parts 1 through 12 apply to this Section where relevant.
5. Reference appended Section 09900 Painting.
6. Interior finish painting will be done to those areas as indicated on Drawing AF105. In general, the interior finish painting new work involves minor patch and repair of specific areas in two rooms as indicated by construction keynote 4 on Drawing AF105; priming all areas where patch and repair was completed; applying (2) finish coats low-VOC latex based paint on gypsum wall surfaces in each space; applying (2) coats low-VOC latex based paint on all existing hollow metal (HM) doors and frames in each space; applying (2) coats of grey acrylic-epoxy blended paint at concrete floor surfaces in the public accessway, basement accessway, and utility closet, and application of (2) coats of the same coating in safety yellow color to stair nosings for safety marking in accordance with life safety code requirements.
7. **Anticipated Colors: Gypsum wallboard (GWB) areas existing are a light grey color. It is anticipated that finish color for GWB areas will be similar to existing. HM doors and frames will be expected to have a slightly darker grey finish paint color. The Port Director will choose finish colors during the submittal process.
8. Low-VOC latex paint in the Bathroom will be (2) coats of acrylic-latex paint.
9. Contractor to ensure that furnishings that remain in the space or area where finish painting will occur will be covered and protected.
10. All newly painted areas will be free of dust or other contaminants, paint runs, bubbling, or other deficiency.
11. The Contractor may propose the use of combination primer/finish coat for the initial coat if desired to sufficiently hide the existing color on the gypsum walls.
12. As noted in the documents, the LPOE will be occupied and business will be occurring and scheduled new Work will be concurrent with these ongoing operations. As noted above, the phased work schedule produced by the Contractor will consider all aspects to include accessibility, life safety, operational function, etc.
13. New paint coatings specified are low-VOC. No other paint products will be considered other than low-VOC. Use natural cross ventilation where possible.
14. Repair any and all damage created as a result of the new Work.
15. Phased Work Acceptance for Continuity of the Contractors Work: The Port Director and GSA will perform initial acceptance of the Work in the phased work spaces and area in a timely manner as reasonably as can be expected in order for the Contractor to progress with work on subsequent spaces and areas.

SECTION 09900 - PAINTING
PART 1 - GENERAL
1.01 DESCRIPTION OF WORK
A. This section includes surface preparation, painting, and finishing of exposed interior items and surfaces.
1. Surface preparation, priming, and finish coats specified in this section are in addition to shop priming and surface treatment specified under other sections.
B. Paint exposed surfaces whether or not colors are designated in “schedules,” except where a surface or material is specifically indicated not to be painted or is to remain natural. Where an item or surface is not specifically mentioned, paint the same as similar adjacent materials or surfaces. If color or finish is not designated, the Contracting Officer will select from standard colors or finishes available.
C. Areas to be painted: Refer to Room Finish Schedule for areas of construction to be painted.
D. Items to be painted/finished shall included but are not limited to the following items in areas listed above:
a. Walls and Ceilings: Drywall/plaster partitions
b. Doors: Paint all newly installed wood doors. (both sides)
c. Frames: Paint all newly installed metal door frames. (both sides)
d. Exposed surface mounted raceways and conduit.
E. Painting is not required on prefinished items, finished metal surfaces, concealed surfaces, operating parts, and labels

1.02 SUBMITTALS: Submittals required by this section shall be complete and organized in a clear and concise manner. Incomplete and/or unorganized submittals will not be accepted and will be returned without review.
A. Product Data: Manufacturer’s technical information, label analysis, and application instructions for each material proposed for use.
1. List each material and cross-reference the specific coating and finish system and application.
Identify each material by the manufacturer’s catalog number and general classification.
B. Samples for verification purposes: Provide samples of each color and material to be applied, with texture to simulate actual conditions, on representative samples of the actual substrate. Define each separate coat, including block fillers and primers. Use representative colors when preparing samples for review. Resubmit until required sheen, color, and texture are achieved.
1. Provide a list of material and application for each coat of each sample. Label each sample as to location and application.
1.03 QUALITY ASSURANCE:
A. Single-Source Responsibility: provide primers and undercoat paint produced by the same manufacturer as the finish coats.
B. Coordination of Work: Review other sections in which primers are provided to ensure compatibility of the total systems for various substrates. On request, furnish information on characteristics of finish materials to ensure use of compatible primers.
1. Notify the COTR of problems anticipated using the material specified.
C. Material Quality: Provide the manufacturer’s best quality trade sale paint material of the various coating types specified. Paint material containers not displaying manufacturer’s product identification will not be acceptable.
1. Proprietary names used to designate colors or materials are not intended to imply that products named are required or to exclude products of other manufacturers.
2. Federal Specifications establish a minimum quality level for paint materials, except where other product identification is used. Provide written certification from the manufacturer that materials provided meet or exceed these criteria.
3. Products that comply with qualitative requirements of applicable Federal Specifications, yet differ in quantitative requirements, may be considered for use when acceptable to the
Contracting Officer. Furnish material data and manufacturer’s certificate of performance to the Contracting Officer for proposed substitutions.
1.04 DELIVERY, STORAGE, AND HANDLING:

A. Deliver materials to the job site in the manufacturer’s original, unopened packages and containers bearing manufacturer’s name and label and the following information:
1. Product name or title of material.
2. Product description (generic classification or binder type).
3. Federal Specification number, if applicable.
4. Manufacturer’s stock number and date of manufacture.
5. Contents by volume, for pigment and vehicle constituents.
6. Thinning instructions.
7. Application instructions.
8. Color name and number.
B. Store materials not in use in tightly covered containers in a well-ventilated area at a minimum ambient temperature of 45 deg F (7 deg C). Maintain containers used in storage in a clean condition, free of foreign materials and residue.
1. Protect from freezing where necessary. Keep storage area neat and orderly. Remove oily rags and waste daily. Take all precautions to ensure that workers and work areas are adequately protected from fire hazards and health hazards resulting from handling, mixing, and application of paints.
1.05 JOB CONDITIONS:
A. Apply water-based paints only when the temperature of surfaces to be painted and surrounding air temperatures are between 50 deg (10 deg C) and 90 deg F (32 deg C).
B. Apply solvent-thinned paints only when the temperature of surfaces to be painted and surrounding air temperatures are between 45 deg F (7 deg C) and 95 deg F (35 Deg C).
C. Do not apply paint when the relative humidity exceeds 85 percent at temperatures less than 5 deg
F (3 deg C) above the dew point, or to damp or wet surfaces.
PART 2 - PRODUCTS
2.01 MATERIALS:
A. Material Quality: Provide best quality grade of various types of coatings as regularly manufactured by acceptable paint materials manufacturers. Materials not displaying manufacturer’s identification as a standard, best-grade product will not be acceptable.
1. Federal specifications establish a minimum quality level for paint materials, except where other product identification is used. Provide written certification from the manufacturer that materials provided meet or exceed these criteria.
B. Color Pigments: Pure, non-fading, applicable types to suit substrates and service specified.
1. Lead content in pigment, if any, is limited to contain not more and 0.06% lead, as lead metal based on the total non-volatile (dry-film) of paint by weight.
a. This limitation is extended to interior surfaces which are readily accessible to children under seven years of age.

2.02 PRIMERS
A. Latex-Based Interior White Primer: Latex based primer coating used on interior gypsum drywall under an odorless alkyd eggshell enamel.
B. Synthetic, Rust-Inhibiting Primer: Quick-drying, rust inhibiting primer for priming ferrous metal on the interior under eggshell latex paint or odorless alkyd semigloss enamels.
2.03 UNDERCOAT MATERIALS:
A. Interior Latex Undercoat: Ready-mixed latex-based primer for use as an undercoat over wood, hardboard and gypsum drywall under a latex-based interior eggshell paint.
B. Interior Enamel Undercoat: Ready-mixed enamel for use as an undercoat over a primer on ferrous metal under an interior odorless alkyd semigloss enamel.
2.04 INTERIOR FINISH PAINT MATERIAL:
A. Latex-Based Interior Eggshell Paint: Ready-mixed, latex-based paint for use as an eggshell finish over a primer on gypsum drywall and plywood.
B. Interior Semigloss odorless Alkyd Enamel: Odorless, semigloss, alkyd enamel for use over a primer and undercoat on ferrous metal surfaces.
PART 3 - EXECUTION
3.01 INSPECTION:
A. Applicator shall examine areas and conditions under which painting work is to be applied and notify the Contractor in writing of conditions detrimental to proper and timely completion of work. Don not proceed with work until unsatisfactory conditions have been corrected in a manner acceptable to the Applicator.
B. Starting of painting work will be construed as the Applicator’s acceptance of surfaces and conditions within any particular area.
C. Do not paint over dirt, rust, scale, grease, moisture, scuffed surfaces, or conditions otherwise detrimental to formation of a durable paint finish.
3.02 PREPARATION:
A. General Procedures: Remove hardware and hardware accessories, plate, machined surfaces, lighting fixtures, and similar items in place that are not to be painted, or provide surface-applied protection prior to surface preparation and painting. Remove these items if necessary for complete painting of the items and adjacent surfaces. Following completion of painting operations in each space or area, have items reinstalled by workers skilled in the trades involved.
1. Clean surfaces before applying paint or surface treatments. Remove oil and grease prior to cleaning. Schedule cleaning and painting so that dust and other contaminants from the cleaning process will not fall on wet, newly painted surfaces.

3.03 SURFACE PREPARATION:
A. General: Clean and prepare surfaces to be painted in accordance with the manufacturer’s instructions for each particular substrate condition and as specified.
B. Provide barrier coats over incompatible primers or remove and reprime. Notify the Contracting
Officer in writing of problems anticipated with using the specified finish-coat material with substrates primed by others.
C. Wood: Clean surfaces of dirt, oil, and other foreign substances with scrapers, mineral spirits, and sandpaper, as required. Sand surfaces exposed to view smooth and dust off.
1. Scrape and clean small, dry, seasoned knots and apply a thin coat of white shellac or other recommended knot sealer before application of primer. After priming, fill holes and imperfections in finish surfaces with putty or plastic wood filler. Sand smooth when dried.
2. Prime, stain, or seal wood to be painted immediately upon delivery. Prime edges, ends, faces, undersides, and backsides of wood, including cabinets, counters, cases, and paneling.
3. When transparent finish is required, backprime with spar varnish.
4. Backprime paneling on interior partitions where masonry, plaster, or other wet wall construction occurs on backside.
5. Seal tops, bottoms, and cutouts, of unprimed wood doors with a heavy coat of varnish or sealer immediately upon delivery.
D. Ferrous Metals: Clean nongalvanized ferrous-metal surfaces that have not been shop coated;
remove oil, grease, dirt, loose mill scale, and other foreign substances. Use solvent or mechanical cleaning methods that comply with recommendations of the Steel Structures Painting Council.
1. Blast steel surfaces clean as recommended by the paint system manufacturer and in accordance with requirements of SSPC specification SSPC-SP 6.
2. Treat bare areas and sandblasted or pickled clean metal with a metal treatment wash coat before painting.
3. Touch up bare and shop-applied prime coats that have been damaged. Wire-brush, clean with solvents recommended by the paint manufacturer, and touch up with the same primer as the shop coat.
3.04 MATERIALS PREPARATION:
A. Carefully mix and prepare paint materials in accordance with manufacturer’s directions.
B. Maintain containers used in mixing and application of paint in a clean condition, free of foreign materials and residue.
C. Stir material before application to produce a mixture of uniform density; stir as required during application. Do not stir surface film into material. Remove film and, if necessary, strain material before using.
D. Use only thinners approved by the paint manufacturer, and only within recommended limits.
3.05 TINTING:

A. Tint each undercoat a lighter shade to facilitate identification of each coat where multiple coats of the same material are applied. Tint undercoats to match the color of the finish coat, but provide sufficient differences in shade of undercoats to distinguish each separate coat.
3.06 APPLICATION:
A. Apply paint in accordance with manufacturer’s directions. Use applicators and techniques best suited for substrate and type of material being applied.
B. Do not paint over dirt, rust, scale, grease, moisture, scuffed, surfaces, or conditions detrimental to formation of a durable paint film.
C. Paint colors surface treatments, and finishes are indicated in “schedules.”
D. Provide finish coats that are compatible with primers used.
E. The number of coats and film thickness required is the same regardless of the application method.
Do not apply succeeding coats until the previous coat has cured as recommended by the manufacturer. Sand between applications where sanding is required to produce an even smooth surface in accordance with the manufacturer’s directions.
F. Apply additional coats when undercoats, or other conditions show through final coat of paint until paint film is of uniform finish, color, and appearance. Give special attention to ensure that surfaces, including edges, corners, crevices, welds, and exposed fasteners, receive a dry film thickness equivalent to that of flat surfaces.
G. The term “exposed surfaces” includes areas visible when permanent or built-in fixtures, convector covers, covers for finned tube radiation, grilles, and similar components are in place. Extend coatings in these areas as required to maintain the system integrity and provide desired protection.
H. Paint surfaces behind movable equipment and furniture same as similar exposed surfaces. Paint surfaces behind permanently fixed equipment or furniture with prime coat only before final installation of equipment.
I. Paint back sides of access panels and removable or hinged covers to match exposed surfaces.
J. Finish interior of wall and base cabinets and similar field-finished casework to match exterior.
K. Sand lightly between each succeeding enamel or varnish coat.
L. Omit primer on metal surfaces that have been shop-primed and touch up painted.
M. Scheduling Painting: Apply first coat to surfaces that have been cleaned, pretreated, or otherwise prepared for painting as soon as practicable after preparation and before subsequent surface deterioration.
1. Allow sufficient time between successive coats to permit proper drying. Do not recoat until paint has dried to where it feels firm, and does not deform or feel sticky under moderate thumb pressure and where application of another coat of paint does not cause lifting or loss of adhesion of the undercoat.

N. Minimum Coating Thickness: Apply materials at not less than the manufacturer’s recommended spreading rate. Provide a total dry film thickness of the entire system as recommended by the manufacturer.
O. Prime Coats: Before application of finish coats, apply a prime coat of material as recommended by the manufacturer to material that is required to be painted or finished and has not been prime coated by others. Recoat primed and sealed surfaces where evidence of suction spots or unsealed areas in first coat appears, to assure a finish coat with no burn through or other defects due to insufficient sealing.
P. Pigmented (Opaque) Finishes: Completely cover to provide an opaque, smooth surface of uniform finish, color, appearance, and coverage. Cloudiness, spotting, holidays, laps, brush marks, runs, sags, ropiness, or other surface imperfections will not be acceptable.
Q Transparent (Clear) Finishes: Use multiple coats to produce a glass-smooth surface film of even luster. Provide a finish free of laps, cloudiness, color irregularity, runs, brush marks, orange peel, nail holes, or other surface imperfections.
1. Provide low luster finish for final coats.
R. Completed Work: Match approved samples for color, texture, and coverage. Remove, refinish, or repaint work not in compliance with specified requirements.
3.07 FIELD QUALITY CONTROL
A. The Government reserves the right to invoke the following test procedure at any time and as often as the Government deems necessary during the period when paint is being applied.
1. The Government will engage the services of an independent testing laboratory to sample the paint material being used. Samples of material delivered to the project will be taken, identified, sealed, and certified in the presence of the Contractor.
2. The testing laboratory will perform appropriate tests for the following characteristics as required by the Government
a. Quantitative materials analysis.
b. Abrasion resistance.
c. Apparent reflectivity.
d. Flexibility.
e. Washability.
f. Absorption.
g. Accelerated weathering.
h. Dry opacity.
i. Accelerated yellowness.
j. Recoating.
k. Skinning.
l. Color retention.
m. Alkali and mildew resistance.
3. If test results show the material being used does not comply with specified requirements, the contractor may be directed to stop painting, remove noncomplying paint, pay for testing, repaint surfaces coated with rejected paint, and remove rejected paint from previously painted surfaces if, upon repainting with specified paint, the two coatings are noncompatible at no additional cost to the Government.

3.08 CLEANING
A. Clean-Up: During progress of work, remove from site discarded paint materials, rubbish, cans, and rags at the end of each work day.
B. Upon completion of painting, clean glass and paint-spattered surfaces. Remove spattered paint by proper methods of washing and scraping, using care not to scratch or otherwise damage adjacent finished surfaces.
3.09 PROTECTION:
A. Protect work of other trade, whether to be painted or not, against damage by painting. Correct damage by cleaning, repairing or replacing, and repainting as acceptable to the Contracting
Officer.
B. Provide “wet paint” signs to protect newly painted finishes. Remove temporary protective wrappings provided by others for protection of their work after completion of painting operations.
1. At completion of construction activities of other trades, touch up and restore damaged or defaced painted surfaces.
3.10 INTERIOR PAINT SCHEDULE
A. General: Provide the following paint systems for the various substrates, as indicated.
B. Colors to be selected by the Port Director. **Refer to this Section, specifically Item # 7 on intended finish colors for the various surface types that are to be painted.
C. Existing Gypsum Drywall and Plaster Systems: 2 coats
a. First coat: Latex-Based Interior Eggshell paint (FS TT-P-29).
b. Second Coat: Latex-Based Interior Eggshell paint (FS TT-P-29).

c. Flooring Replacement
1. Scope of Work for this portion of the Project is for the replacement of existing flooring including establishment of containment barriers in relevant areas necessary for the ongoing operations and business of the Port; remediation of ACM in areas identified by Drawing AD102 as either F2 or F6;
preparation of the existing concrete substrate to accept new specified resilient tile flooring in accordance with the Manufacturer’s installation instructions; and installation of new resilient tile flooring as specified equal to Armstrong Safety Zone. Utilize low-VOC flooring adhesive equal to
Armstrong S-288 flooring adhesive and per the Manufacturer’s instructions specific to the need of the resilient floor tile product specified.
2. Flooring Replacement in the LPOE as indicated on Drawings AD102 and AF105.
3. Transition strips at (2) locations indicated on Drawing AF105 will be equal to Johnsonite Reducer
Model RRS-XX-C and designed for accepting a 1/8” thick gauge flooring tile equal to Armstrong
Safety Zone resilient floor tile at the receiving side.
4. Vinyl Cove Base (VCB) for all locations will be equal to Johnsonite VCB, 4” high, .125” thick. VCB adhesive will be low-VOC and equal to Bostik Cove-Lock.
5. Moveables (Furnishings): As part of the interior flooring replacement work the Contractor will be responsible for moving furnishings in each space scheduled for new work from the space in order to accomplish the new flooring replacement work. CBP Staff will be responsible for moving personal items in the spaces. Moveables will be desks, book shelfs, file cabinets, etc. that can be moved a short distance within the building while work is being performed in the space.
6. **Phased Work Schedule: It is generally considered that a phased approach to accomplish all parts of the new Work within a space or area (moving of furnishings, removals and ACM remediation – where relevant – new Work for painting and flooring, and moving of furnishings) would be the most optimum for both the Government as well as the Contractor as far as efficiency of operations and minimization of impact to work areas. The Contractor will work with the Government to generate a work schedule that works in the best interest of both parties.
7. ACM Remediation for areas where existing VAT and mastic are identified: Public Space 101, Customs Office 102, Passage 103, GSA Office 104. **The immediate area surrounding the Server located in GSA Room 104 will not be remediated.
8. Reference appended document Appendix A pertaining to the Work of the Section.
9. Statement of Work Parts 1 through 12 apply to this Section where relevant.
10. Reference appended Section 096519.19 Resilient Tile Flooring.
11. **Anticipated Colors: Safety Zone flooring colors will be chosen from Armstrong’s full product line.
The Port Director will choose finish colors during the submittal process.
12. As noted in the documents, the LPOE will be occupied and business will be occurring and scheduled new Work will be concurrent with these ongoing operations. As noted above, the phased work schedule produced by the Contractor will consider all aspects to include accessibility, life safety, operational function, etc.
13. Phased Work Acceptance for Continuity of the Contractors Work: The Port Director and GSA will perform initial acceptance of the Work in the phased work spaces and area in a timely manner as reasonably as can be expected in order for the Contractor to progress with work on subsequent spaces and areas.
