Request for Bid Contract to remanufacture two eddy current dynamometers

The Mine Safety and Health Administration (MSHA) tests diesel engine, exhaust emission controls, and safety components for diesel engines at their Approval and Certification Center (A&CC) diesel laboratory in Triadelphia, WV. The laboratory uses two eddy current dynamometers (dynos) to provide loads to test engines. The dynos were purchased in 1976 and have been in operation since 1980. In recent years the internal baffles of the dynos have deteriorated and some reduction in performance has been observed, prompting MSHA to have them restored to OEM specifications.

Dynos nameplate information:

1. Dyne Type TH342

In an effort to minimize the impact on diesel laboratory operations, MSHA will ship one dyno to the contactor following the contractor’s instructions. When the first remanufacture is completed and returned to MSHA service, MSHA will ship the second dyno to the contractor for remanufacture. MSHA will pay for the shipment cost to the contractor separate from this contract. Contract price will include the cost of shipping the dynos back to MSHA.

Scope of Work

The scope of work for each dyno will include the following:

1. Receive dynamometer

2. Sandblast dynamometer

3. Inspect dynamometer

4. Remanufacture customers’ rotor cones

5. Balance rotors and shaft to rated speed

6. Supply and install new bronze water baffles

7. Remanufacture customers bearing housings

8. Remanufacture customer’s trunnions and re-install

9. Remanufacture customers rotators and re-install

10. Supply and install new field coils and spools

11. Supply and install all new gasket

12. Supply and install new water and lubrication oil rubber hoses

13. Supply and install two (2) new rotor bearings

14. Assemble dynamometer using all new hardware nuts and bolts, etc.

15. Supply and install two (2) new trunnion bearings

16. Set dynamometer in tub and align

17. Rebuild and install oil lubrication system

18. Remount hardware, 60 tooth gear, magnetic pick-up, etc

19. Perform final quality inspection

20. Hot test dynamometer

21. Paint dynamometer

22. Crate dynamometer

23. Ship dynamometer to MSHA The water outlet on TH352 (larger dyno) is damaged. The contract will also require the contractor to supply and install a 4 inch NPT 6 inch long galvanized pipe threaded on the outlet on the dyno.

Time frame from receipt of each dyno to shipment of remanufactured dyno to MSHA shall not exceed 14 weeks.

If additional work is required beyond that identified above, additional costs shall be discussed and negotiated with MSHA.

Remanufactured dynos shall be warranteed by the contractor for one year from MSHA’s receipt of remanufactured dyno.

MSHA will only consider bidders who can provide evidence of proficient experience in remanufacturing General Electric eddy current dynamometers and can provide MSHA with at least 3 customer references which MSHA can contact to discuss results.
