You are hereby invited to submit your proposal for this project to provide Landscape Maintenance and Irrigation Services for
Lakewood Ranch COMMUNITY DEVELOPMENT DISTRICT 6 (hereinafter, the “District”).
Submittals Required: Bidders desiring to submit bids for this project will preferably submit only an electronic copy of the bid in .pdf format via Florida Purchasing Group. Bidders are responsible for ensuring and verifying their bid's successful and timely delivery to the District Florida Purchasing Group.
Any proposal not completed as specified or missing the required proposal documents may be disqualified.
The District reserves the right to accept or reject any or all proposals in its sole and absolute discretion, whether reasonable, either with or without cause, to waive technical errors and informality, to postpone the award of the contract, to elect not to proceed with the subject award process, make modifications to the work and to accept proposals or portions thereof, which in its judgment best serves the interest of the District to do so.
All proposals are subject to staff analysis.

Section 1: Introduction
Lakewood Ranch – IDA and CDD BACKGROUND:
Community Development Districts (CDDs) are units of special-purpose local government created under Chapter 190 of the
Florida Statutes. CDDs are widely used throughout Florida to provide for certain service delivery and infrastructure such as water management and control (drainage), fire control, road and bridge construction and maintenance, park and recreational facilities, water and sewer systems, sidewalks, streetlights, and similar infrastructure that is required to provide urban services to areas that may not have access to such services through a general-purpose government such as a municipality. There are currently five (5) CDDs in Phase I of the master-planned community of Lakewood Ranch: Lakewood Ranch Community
Development Districts 1, 2, 4, 5, and 6.
A more unique aspect of the management of the Lakewood Ranch CDDs is that District Management services are provided by the Lakewood Ranch Inter-District Authority (IDA), which was created by an Inter-local Agreement for the purpose of providing professional administrative, financial and operations management services to the Lakewood Ranch CDDs and operating Lakewood Ranch Town Hall. The IDA Board of Directors is comprised of one member of each of the Lakewood
Ranch CDDs’ Board of Supervisors.
Lakewood Ranch, Phase I, is approximately 5,500 acres with an estimated population of 15,000 residents and 6,726 equivalent dwelling units (EDU’s).
Section 2: Instructions to Proposers
How to Submit a Proposal
2.1 PROPOSAL DOCUMENT. The Request for Proposal (RFP), including the scope of work, will be available on the
Florida Purchasing Group online bidding website beginning May 8, 2026, at 3:00 p.m. (EST).
2.2 Mandatory Pre-Proposal Meeting. A mandatory pre-proposal meeting will be held on Tuesday, May 12, 2026, at 2:00 PM (EST) at Lakewood Ranch Town Hall, 8175 Lakewood Ranch Blvd., Lakewood Ranch, FL 34202.
2.3 SUBMISSION OF PROPOSAL. All interested proposers must submit a complete Proposal Packet, including bid forms and other required attachments for the Proposal, at the time and place indicated herein. Interested proposers desiring to submit bids for this project will preferably submit only an electronic copy of the bid in .pdf format via Florida Purchasing Group.
Proposals received after the specified date and time above will not be considered. Any Proposal not completed as specified or missing the required Proposal documents may be disqualified at the District’s discretion. It is the responsibility of the proposer to ensure all submittals are original. Proposers submitting inconsistent Proposals are subject to disqualification. Proposer is submitting its Proposal on a voluntary basis, and the District shall not be obligated or be liable for any costs incurred by
Proposer to prepare and submit a response to this RFP.
2.4 Proposer Selection. A Selection Committee will be chosen and shall rank all responsive proposals. The selection committee meeting will be open to the public. The proposal signed by the successful Proposer, along with documentation included in the proposal as required by this solicitation and other additional materials submitted by the Proposer and accepted by the District, shall be the basis for execution of a contract addressing the requirements of the solicitation. The contract will be subject to approval by the District’s Board of Supervisors.
2.5 Qualifications of Proposer. The contract, if awarded, will only be awarded to the Proposer who is fully licensed, insured, qualified and can provide the services specified herein, at the sole and absolute discretion of the District. The Proposer shall submit with its proposal satisfactory evidence of a history of fulfillment of similar contracts and show that it is fully prepared with the necessary organization, personnel, capital, and equipment to provide the specified services to the satisfaction of the District.

2.6 Familiarity with the Project. Before submitting a proposal, the Proposer shall carefully read the scope of work and specifications attached hereto as Exhibit “A” and fully inform itself as to all existing conditions and limitations. Submitting a proposal is a certification by the Proposer that the Proposer is familiar with the project, including but not limited to the scope and specifications, as well as all areas where work is to be performed. No additional compensation or relief from any obligations of the contract agreement will be granted because of a lack of knowledge of the site or conditions under which the contemplated work will be performed.
2.7 Interpretations and Addenda. All questions about the meaning or intent of the RFP are to be directed in writing only to Jonathan Styles Sr., via e-mail at jonathan.styles@lwrtownhall.com. Interpretations or clarifications considered necessary in response to such questions will be issued via Addenda e-mail to all parties recorded as having received the RFP.
Any inquiry or request for interpretation received by the Districts before 5:00 pm on May 14, 2026, will be given consideration.
Only questions answered by formal Addenda will be binding.. No interpretations will be given verbally. All questions and answers will be distributed via addenda by e-mail and posted on the Florida Purchasing Group.
It is the Proposer's responsibility to be aware of any addenda that may bear on its Proposal. The Proposer shall acknowledge receipt of any/all addenda on the Acknowledgment Form provided herein. All addenda will become a part of the Proposal
Documents, and the Proposer will be bound by such, whether or not received by the Proposer.
No inquiries will be accepted from subcontractors; the Proposer shall be responsible for all queries.
2.8 Proposal Forms. All blanks on the proposal forms must be completed in ink or typewritten. The proposal shall contain an acknowledgment of all Addenda (the numbers of which must be filled in on the Acknowledgment of Addenda). In making its Proposal, Proposer represents that it has read and understands the Proposal Document and that the Proposal is made in accordance therewith, including verification of the contents of the Proposal Document. Failure to provide any requested information or to submit fully completed forms may result in disqualification. The District reserves the right to request additional information if clarification is necessary.
2.9 Signature on Proposal. In addition to executing all forms, affidavits, and acknowledgments for which signature and notary blocks are provided, the Proposer must correctly sign all attachments thereto. If the Proposal is made by an individual, that person’s name and business address shall be shown. If made by a partnership, the name and business address of an authorized member of the partnership shall be shown. If made by a corporation, the person signing the Proposal shall be authorized to bind the corporation, and the name of the state under the laws of which the corporation was chartered shall be indicated. In addition, the proposal shall bear the corporation's seal. Anyone signing the proposal as an agent shall file with the Proposal legal evidence of his/her authority to do so. All Proposals must be completed in pen and ink or typewritten. No erasures are permitted. If a correction is necessary, draw a single line through the entered figure and enter the corrected figure above it. Corrections must be initialed by the person signing the Proposal.
2.10 Black Out Period/Cone of Silence. The blackout period is defined as between the time the RFP is issued by the
District and the time the Board awards the contract. During this blackout period, any attempt by a Proposer or a representative of a Proposer to influence the thinking of District staff or officials related to this solicitation for goods or services, in person, by mail, by facsimile, by telephone, by electronic mail, or by any other means of communication, will result in disqualification of that Proposer’s Proposal, award and/or contract. This does not apply to presolicitation conferences, oral presentations before the selection committee, official correspondence from the Purchasing Manager regarding proposal clarifications, contract negotiations, or communications with staff not related to this solicitation.
Do not attempt to contact any Board member, staff member or any person other than the appointed staff as provided above for questions relating to this RFP. Anyone attempting to lobby District representatives will be disqualified.
2.11 Familiarity with the Law. By submitting a Proposal, the Proposer is assumed to be familiar with the District’s operating rules and procedures, as well as all federal, state, and local laws, ordinances, rules and regulations that in any manner affect the provision of the requested services. Ignorance on the part of the Proposer will in no way relieve it from responsibility to provide the services and fulfill such other obligations covered under this RFP in compliance with all such laws, ordinances, rules and regulations.

2.12 Collusion. Proposer shall be disqualified, and its Proposal rejected if the District has reason to believe that collusion may exist among the Proposers, the Proposer has defaulted on any previous contract or is in arrears on any previous or existing contract, or for failure to demonstrate proper licensure and business organization.
Section 3: General Conditions
3.1 Modifications and Withdrawal. Proposals may be modified or withdrawn by an appropriate document duly executed and delivered to the place where Proposals are to be submitted at any time prior to the time and date the Proposals are due. No Proposals may be withdrawn after opening.
3.2 Basis of Award/Right to Reject. The District reserves the right to reject any/all Proposals in its sole and absolute discretion, whether or not reasonable, either with or without cause, make modifications to the work, postpone award of the contract, elect not to proceed with the subject award process, accept proposals or portions thereof, and waive any informalities or irregularities in Proposals as it is deemed in the best interest of the District to do so.
3.3 Contract Award and Service Agreement term. Within fourteen (14) days of receipt of the Notice of Award from the District or as otherwise extended by the District, the Proposer shall enter into and execute a contract with the District in substantially the form included in the Proposal Packet. If a Proposer to whom a contract is awarded forfeits and fails to execute a contract within the aforementioned timeframe, the contract award may be annulled at the District’s option. If the award is annulled, the District may, at its sole discretion, award the contract to the next highest ranked Proposer, re-advertise the RFP, or perform the work by day/temporary labor, or through in-house operations. This RFP does not guarantee that a contract will be awarded. The District reserves the exclusive right to reject any/all Proposals. The District reserves the right to award by items, groups of items, or total proposal.
3.4 Changes/Modifications. The District reserves the right to order changes in the scope of work and resulting contract. The successful Proposer has the right to request an equitable price adjustment in cases where modifications to the contract under the authority of this clause result in increased costs to the Contractor. Price adjustments will be based on the unit prices, if any, as proposed by the Proposer in response to this solicitation. Any contract resulting from this solicitation may be modified upon written and mutual consent of both parties.
3.5 Insurance. Proposer shall include as part of its Proposal a current Certificate of Insurance demonstrating the
Proposer ability to meet the insurance requirements set form in the attached Contract form provided herein.. In the event the
Proposer is notified of award, it shall provide proof of Insurance Coverage requested, identifying the District, its officers, employees and agents as additional insureds on a primary and non-contributory basis, as more specifically to be stated in the contract to be executed, within fourteen (14) calendar days after notification, or within such approved extended period as may be granted. Failure to provide proof of insurance coverage shall constitute a default and the District may proceed as referenced above. Proposers are encouraged to carefully review the form of the contract included with this Proposal Packet for required minimum insurance limits.
3.6 Indemnification. The successful Proposer shall fully indemnify, defend and hold harmless the District and its officers, agents, and employees from and against all claims, damages, costs and losses arising, in whole or in part, as more fully set forth in the contract form, to be executed.
3.7 Limitation of Liability. Nothing herein shall be construed as or constitute a waiver of the respective District's limitations on liability contained in Section 768.28, Florida Statutes (F.S.), or other statute or law.
3.8 Protests. A Notice of Protest regarding the Proposal Packet, a Proposal rejection, or an award under the RFP, including specifications or other requirements contained in the RFP, must be filed in writing, within seventy-two (72) hours after the receipt of the Proposal Packet or receipt of the notice of the Districts’ decision as applicable, and must be filed at
Lakewood Ranch Town Hall, 8175 Lakewood Ranch Blvd., Lakewood Ranch, FL 34202 Attn: Jonathan Styles, Sr. The formal protest, setting forth with particularity the facts and law upon which the protest is based, shall be filed within seven (7) calendar days after the initial Notice of Protest was filed. Failure to timely file a Notice of Protest or failure to timely file a formal

COMMUNITY DEVELOPMENT DISTRICT 6 Page 8 of 68 written protest shall constitute a waiver of any right to object or protest with respect to the award, rejection, or any document included in the Proposal Packet, including the Evaluation Criteria, plans, specifications, and Project Documents.
3.9 Protest bond. Any entity who files a Notice of Protest protesting the Proposal Document, a Proposal rejection, or an award under the RFP shall post with the appropriate District(s) at the time of filing a protest bond payable to the District.
The protest bond for any protest shall be in an amount equal to ten percent (10%) of the value of the solicitation, but in no case less than five thousand dollars ($5,000.00). Bonds shall be in the form of a U.S. postal service money order, certified cashier’s check or such other form of surety as the Districts’ counsel may approve. All bonds shall be made payable to the District.
Failure to post such bond within the requested time period shall result in the protest being dismissed by the District with prejudice with the Proposer afforded no relief.
If the entity protesting the award prevails, the bond shall be returned to the protestor; however, if, after completion of a formal protest hearing in which the District prevails, the bond shall be applied to payment of the costs and fees incurred by the District relative to the protest. The entire amount of the bond shall be forfeited if the District determines that a protest was filed for a frivolous or improper purpose, including, but not limited to, the purpose of harassing, causing unnecessary delay, or causing needless cost for the District or other parties. No proposer shall be entitled to recover any costs of proposal preparation from the District, regardless of the outcome of any protest.
3.10 Pricing. Proposer shall submit its price information on the form provided as Exhibit “B” with all blank spaces completed. Proposer shall also sign the required form. Unit pricing and extended pricing shall be provided for each item and shall cover all charges including all transportation, labor, tools, equipment, materials, incidental expenses, applicable taxes, insurance, overhead and profit, etc., necessary for the delivery and installation of goods. Proposer will not be allowed to make any substitutions in materials, quantities or frequencies during the RFP process. Proposer shall guarantee that its pricing to the
District shall not increase throughout the term of the contract as executed. In case of a mistake in extension, the unit price will govern.
3.11 Reference Terms. Any headings in this RFP are for the purposes of reference only and shall not limit or otherwise affect the meaning thereof. Any reference to gender shall be construed to include all genders, companies, partnerships and corporations. References in the singular shall be construed to include the plural and references in the plural shall be construed to include the singular.
3.12 Drug Free Workplace Preference. The District has adopted a policy in observation of the Drug Free Workplace
Act of 1988. Therefore, it is unlawful to manufacture, distribute, dispense, possess, or use any controlled substance in the
District’s workplace. The District requests that the attached Drug Free Workplace Affidavit accompany the Proposal response.
This form has been adopted by the District in accordance with the Drug Free Workplace Act. The District will not disqualify any Proposer who does not sign the affidavit. The Drug Free Workplace Affidavit is primarily used as a tie breaker when two or more separate entities have submitted Proposals at the same price, terms and conditions, with preference given to the
Proposer who has signed the affidavit.
3.13 Public Entity Crimes. In accordance with Section 287.133(2)(a), F.S., “(a) person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of the threshold amount provided in s. 287.017 for CATEGORY TWO for a period of 36 months following the date of being placed on the convicted vendor list.” By submitting a Proposal, Proposer certifies that it is not currently prohibited from transacting business with the District due to the above statute. The successful Proposer shall comply with the terms of this statute both before and during the term of the contract.
3.14 Code of Ethics: With respect to this RFP, if any Proposal violates or is a party to a violation of the Florida
Statutes, Chapter 112, Part III, Code of Ethics for Public Officers and Employees, such Proposer may be disqualified from furnishing the goods or services for which the Proposal is submitted and shall be further disqualified from submitting any future
Proposal for goods or services for the District.

3.15 Additional Terms and Conditions. No additional terms and conditions included with the Proposal response shall be evaluated or considered and any/all such additional terms and conditions shall have no force and effect and are inapplicable to this Proposal. If submitted either purposefully through intent or design or inadvertently appearing separately in transmitting letters, specifications, literature, price lists or warranties, it is understood and agreed the general and special conditions in this solicitation are the only conditions applicable to this Proposal and the Proposer’s authorized signature affixed to the Proposal attests to this. To the extent of conflict between the terms of this Proposal Packet and the District’s operating rules and procedures, the terms of this Proposal Packet shall govern.
3.16 Public Record Requirement. All Proposals submitted are public records subject to production unless specifically exempt by Florida Statutes. Proposals which contain information that is “trade secret” as defined in Section
812.081, F. S., or otherwise exempt from Chapter 119, Florida Statutes, shall be designated as such and the trade secret or exempt information shall be explicitly identified. Any information marked as “trade secret” or exempt may be produced in response to a public records request if the District determines that the information does not meet the definition of “trade secret” in Section 812.081, F.S., and is not exempt from Chapter 119, Florida Statutes.
3.17 E-VERIFY. The successful Proposer must comply with and perform all applicable provisions of Section
448.095, Florida Statutes. Accordingly, to the extent required by Florida Statute, the Contractor must register with and use the
United States Department of Homeland Security’s E- Verify system to verify the work authorization status of all newly hired employees and shall comply with all requirements of Section 448.095, Florida Statutes, as to the use of subcontractors. The
District may terminate the an award or contract immediately for cause if there is a good faith belief that the Contractor has knowingly violated Section 448.091, Florida Statutes. By entering into the Agreement, the Contractor will represent that no public employer has terminated a contract with the Contractor under Section 448.095(2)(c), Florida Statutes, within the year immediately preceding the date of the Agreement.
3.18 The District shall be the legislative authority for all matters concerning this solicitation or the resulting contract.
SECTION 4: REVIEW PROCESS AND EVALUATION CRITERIA
4.1 Evaluation of Proposals: The Proposals shall be ranked based on the criteria presented in the Evaluation
Criteria sheet, contained within the Proposal Document. Proposals may be held by the respective District for a period not to exceed 90 days from the date of Proposal opening for the purpose of reviewing the Proposals and investigating the qualifications of the Proposers, prior to executing a contract. During this time, all provisions of the submitted Proposal must be in effect, including pricing. The respective District may visit the Proposer’s facilities as part of the evaluation process. The respective District also reserves the right to seek clarification from Proposers on any issue in response, invite specific
Proposers for site visits, oral presentations, or take any action they feel necessary to properly evaluate the submissions and construct a solution in the respective District’s best interest. Failure to submit the requested information or required documentation may result in a less favorable evaluation or the disqualification of the proposal response. The proposals shall be ranked based on the District’s evaluation of the Proposer’s ability to perform the services of the Project. Price/Cost will be one factor used in determining the proposal that is in the best interest of the District, but the District explicitly and clearly reserves the right to make such an award to other than the lowest priced proposal.
4.2 Proposal Responsiveness. Required Documentation:
• Proposals will be reviewed to determine if all required documentation was included with the Proposal submittal.
• Proposals that fail to contain the required documents will be disqualified from further consideration.
• Proposals that fail to meet the Minimum Qualifications as described herein or other requirements will be disqualified from further consideration.

4.3 General Format. Proposals shall be prepared in 8.5” x 11" format with margins on all sides. Typing shall be single-spaced and no smaller than font size 11. Large tables, charts, or diagrams are permissible. Each part of the Proposal should be clearly labeled and tabbed for easy reference.
The Proposals shall:
• Contain concise written materials that enable the reviewer to clearly understand the Proposer's capabilities and approach to providing the requested services.
• Specifically describe the Proposer's role in relationship to its Subcontractors and shall describe the interfaces with said Subcontractors, if applicable.
• Reflect a level of understanding of the work required.
Cover Letter:
• A cover letter transmitting the Proposal must be submitted and dated. The letter must indicate that the
Proposer agrees to be bound by the Proposal without modifications, unless mutually agreed to upon further negotiations between the District and the Proposer.
• The cover letter shall be signed by a principal of the Proposer or other person fully authorized to act on behalf of the Proposer.
Table of Contents:
• The Table of Contents should identify locations of all sections in the Proposal.
4.4 MISCELLANEOUS. Proposal shall include the following information in addition to any other requirements of the
Proposal Document:
A. Completed price proposal (form attached hereto as Exhibit “B”) to provide the Scope of Work specified in
Exhibit “A.”
B. Four references from projects of similar size and scope to which the Proposer has provided or is currently providing work similar to this RFP. The Proposer must include information relating to the services that were provided for each reference, as well as the name, address, and phone number of a contact person. Failure to provide such contact information shall result in the non-consideration of the reference provided.
C. A copy of Proposer’s insurance certificate indicating the types of coverage and limits for general, property, umbrella, automobile liability insurance, and worker’s compensation insurance shall be included with the proposal.
D. All other completed forms included within the Proposal Document.

EVALUATION CRITERIA
This Request for Proposal includes following all the procedures in this document and sending the sealed proposal information to the District(s) by the due date and time and in the manner set forth in this RFP. Proposals will be evaluated on the following criteria:

Completeness of response in accordance with RFP instructions and requirements. Proposal is neat, professional in appearance and bound appropriately for the document’s thickness.

Specialized Experience and Implementation
Experience will include both expertise of the proposer, as well as experience/expertise in deploying solutions that might be proposed as part of the proposal. In addition to contractual and technical experience in performing work of similar size and scope; experience working with commercial properties, similar size communities, or public agencies; strength and stability of the contractor.
3.
Professional Qualifications of Key Personnel
Qualifications of staff, adequacy of labor commitment, training programs of staff to provide the project and managing similar programs (training, licenses and/or certifications).
4.
Manpower, Equipment and Devices
Does the proposer possess the necessary equipment, and manpower to perform the work in a high-quality manner? Provide an organizational chart.
5.
References
Assessment of proposer’s work by client references with demonstrated success in providing similar type projects. References must also indicate proposer’s ability to form positive and collaborative relationships with clients and clients’ staff.
6.
Cost
Cost Proposal will be evaluated using the following formula:

Once Proposals are received, all Proposals will be reviewed and evaluated for completeness and compliance with the RFP requirements.
The Selection Committee members will review each responsive proposal, score each Proposal based on the evaluation criteria, and make their recommendation to the respective District(s). The award will be based on the proposal that is most advantageous to the respective District, taking into consideration all evaluation factors set forth in this RFP. Cost is only one factor and the lowest cost Proposal will not necessarily be the highest ranked proposer and/or awarded the contract.
The Districts reserve the right to award the contract to a technically qualified lower-scoring offeror in the event the high-scoring offer is determined not to be the best value offered to the respective District, based on a cost-benefit analysis.
The Districts also reserve the right to seek clarification from Proposers on any issue in a Proposal, invite Proposers to site visits or oral presentations, or take any action they deem necessary to properly evaluate the submissions and to construct a solution in the respective District’s best interest.
Failure to submit the requested information or required documentation may result in a reduction of the Proposal score or the disqualification of the Proposal.
Do not attempt to contact any Selection Committee Member, Board member, staff member, or any person other than the appointed staff regarding the Request for Proposal. Anyone attempting to lobby the respective District representatives will be disqualified.
Proposal awards are subject to the approval of the District’s Board of Supervisors.
