E/SR 1276 Enclosure (1)

CATWALK PLATFORMS SPECIFICATIONS

1. SCOPE

1.1. Scope: The purchase description set forth below describes the minimum requirements of the Government for the Catwalk Platforms. It is the Government’s intent that a single primary contractor be awarded this contract and be responsible for the provision of equipment, and the accomplishment of all work detailed by this specification.

1.2. Purpose: The Catwalk Platforms will provide safe access to the manual roof opening locations. The Catwalk Platforms will consist of two (2) crossover stair assemblies that will be secured to an existing catwalk. Each Catwalk Platform is installed over a door and must provide clearance for door opening/closing. The Catwalk Platforms shall be crane transportable or modular for on-site assembly.

1.3. This specification covers general requirements for an engineered Catwalk Platform system with the following features:

1.4. GENERAL

1.4.1. The Catwalk Platforms shall be constructed of structural steel. The Catwalk

Platforms shall have bolted foundation connections that can be welded to the purchaser provided structure, so it may be installed or removed after it is installed.

1.4.2. The Catwalk Platforms shall be liftable. Lift points shall not impeded stairs and walkway area. Lifting attachments shall meet requirements specified in

Enclosure (2).

1.4.3. All exposed steel surfaces shall be painted gray. The handrail shall be painted “safety yellow”. Lead and/or chromium based paints are not permitted.

1.4.3.1. Primer Coat for Steel: Primer coat shall be red epoxy satisfying MIL-PRF-23236D, Type V or VI, Class 5 or 7. Use one of the following coatings as a primer coat for surfaces of steel members:

1.4.3.2. Top Coat for Steel (Gray): Top coat shall be haze gray polysiloxane satisfying MIL-PRF-24635E, Type V, Class 2, Grade B. Use one of the following coatings as a top coat for steel surfaces not prepared as faying surfaces. Use the same manufacturer for the top coat as used for the primer coat:

1.4.3.3. Top Coat for Steel (“Safety Yellow”): Top coat shall be

“safety yellow” satisfying MIL-PRF-24635E, SSPC Paint 38

Level III, or MIL-PRF-24667C. Use one of the following coatings as a “safety yellow” top coat. Use the same manufacturer for the top coat as used for the primer coat:

1.5. Applicable Standards

1.5.1. Stairways, Platforms, and Handrails: Comply with OSHA Title 29CFR1910.

1.5.2. Structural Steel: Comply with the American Institute of Steel Constructor’s

(AISC) “Specifications for the Design, Fabrication, and Erection of

Structural Steel for Buildings” for design requirements and allowable stresses.

1.5.3. Welded Connections: Comply with the American Welding Society’s (AWS), “Standard Code for Arc and Gas Welding in Building Construction,” for welding procedures.

1.5.4. Assembly Drawings: Manufacturers must submit to the Purchaser the drawings necessary to supplement the specification and drawings, as required for the proper erection and installation of the Catwalk Platforms.

1.6. Pre Award Documentation

1.6.1. Quality Assurance: Copy of written Quality Assurance (QA) and/or Quality

Control (QC) practices. QA and/or QC Plan(s) shall reflect:

1.6.1.1. Contractor’s methods for monitoring and controlling

operations, material controls, inspection, and non-conformance procedures.

1.6.1.2. Qualifications of personnel that will be performing welding and inspection work of contract associated with American Welding

Society AWS D1.1.

1.6.2. Non Destructive Testing (NDT): Copy of written NDT practices. NDT

Plan(s) shall reflect:

1.6.2.1. Qualifications of inspectors and NDT technicians that will be supporting work of contract.

1.6.2.2. NDT procedures and equipment calibrations records for equipment used in support of the contract.

1.6.3. Conceptual Drawing: Copy of conceptual drawing showing Catwalk

Platform to be provided by vendor as part of contract approval. Drawing shall be stamped by a Professional Engineer.

2. PRODUCT

2.1. General

2.1.1. The minimum manufacturing dimensions are included in the Figures of

Enclosure (3). The standard used by the manufacturer shall be equal to or greater than those indicated by the amount of the closest standard size thereto.

2.1.2. Completed Catwalk Platforms shall meet the specified detailing requirements.

2.1.3. The Catwalk Platforms shall be furnished either assembled or unassembled and shall include the necessary materials and requirements specified herein.

2.2. Design Criteria

2.2.1. Loadings: The steel structure described herein shall be detailed for the dead load and the live loads specified under Scope, paragraph 1, as well as, the combination of these loads as set forth in the International Building

Code (IBC).

2.2.2. Foundation and Structure Requirements: The structural design of this

Catwalk Platform shall be such that it can be readily supported and anchored to an existing structure.

2.3. Components

2.3.1. Platform: Platform shall be manufactured using galvanized steel grating.

The platform design shall meet the requirements under Scope, paragraph

1. The platform shall have 4 inch high kick plates on the outward facing edge. The platform may be separate from the support structure, in lieu of being welded to the structure.

2.3.2. Platform Support Structure: The support structure shall be manufactured using structural steel. The support structure shall be designed to provide a safe and solid foundation for the platform. The support structure shall have bolted anchor points that can be welded the existing structure(s) for ease of installation by purchaser and provide easy removal once installed.

2.3.3. Stair Treads: Stair treads shall be galvanized steel serrated grating with abrasive nosing. Stair treads shall comply with OSHA Title 29CFR1910.

2.3.4. Handrails: Handrails shall be manufactured using O.S. Steel. Handrails shall comply with OSHA Title 29CFR1910.

2.3.5. Lifting Attachments: PSNS Approved Lifting Attachments on Catwalk

Platforms for stability during lift. See Enclosure (2) for specifications.

3. FABRICATION

3.1. General

3.1.1. Detail prefabricated components and necessary field connections required for erection to permit easy assembly and disassembly.

3.1.2. Clearly and legibly identify each piece and part of the assembly to correspond with prepared drawings, diagrams, and instruction manuals.

3.1.3. Shop fabricate holes in frames for anchoring or connections shop-drilled or punched.

3.1.4. Provide for field bolted connections.

ATTACHMENTS FABRICATED BY OTHERS

The following technical requirements shall be incorporated for design and/or fabrication of equipment with integral lifting attachments, when accomplished by shipyard shops or when contracting to outside vendors:

1. Lift point: The Catwalk Platforms shall be readily liftable via lift points meeting the requirements of this section to allow lifting by crane during equipment off-loading, installation, operation, and removal. Lift points shall be located, designed, and marked per the following to ensure the equipment is readily liftable when it arrives.

1.1. Integral (i.e., not bolt-on), lifting point items such as lugs, thru-holes, pad-eyes, trunnions, and ISO container corner fittings are suitable for use at PSNS & IMF.

1.2. Removable lift points such as swivel hoist rings, eye bolts, etc., are acceptable for use at PSNS & IMF. To be permitted, the contractor must receive approval from the

Receiving Activity POC prior to contract award.

1.3. Lift points shall accommodate ASME B30.26 common rigging gear (e.g., shackles, wire rope, pendants/grommets, etc.).

1.4. Lift point allowable strength shall be based on ASME BTH-1 (latest revision), Category B, Service Class 0.

1.5. Welding involved shall comply with applicable American Welding Society (AWS)

Standards.

1.6. When possible, to maximize stability, locate lift point(s) symmetrically around, and above the Center of Gravity (CG), on the same horizontal plane, This helps ensure equal length slings converging to a common point will lift the equipment visually level.

1.7. Locate the lift points such that the routing of rigging gear is clear of obstructions. This is to avoid damaging equipment, chaffing, etc.

1.8. The minimum lift point Working Load Limit (WLL) shall be based on the entire weight of the equipment plus 10%. Account for additional loads induced by 45° sling angles with respect to horizontal.

1.8.1. Lift points for three- or four-point lifts shall be sized such that any two points carry the entire load based on worse case load distribution with respect to center of gravity.

1.8.2. For pad eyes, align their primary planes toward the CG so that the slings do not pull out of plane by more than 5°. Exceptions may be acceptable if they are designed to account for the resultant out-of-plane loading, but as a minimum, pad eyes shall be designed for an out-of-plane pull of ±5°.

1.8.3. The use of spreaders, lift beams, or strongbacks is not preferred. If spreaders, lift beams, or strongbacks are required, a lift sketch detailing the required spread, capacity and orientation of that gear shall be submitted.

1.9. Lift points supporting structures shall be designed to sustain the various loads imparted by the lifting arrangement.

1.10. Provide all arrangement drawings, lift sketches, calculations required for the design and usage, and manufacture’s documentation of the lift points. For vendor designed equipment, all calculations required for the design of the lift points shall be stamped by a Professional Engineer. A minimum of ten business days is required for

Government review and approvals of design(s). The Government will determine if lift sketch labels are required.

1.11. When require, lift sketch labels shall be permanently and conspicuously located on the equipment and must be suitable to withstand outdoor, potentially corrosive, environments. Lift sketch labels, shall include, at a minimum, the following:

1.11.1. The maximum weight of the equipment expressed in pounds.

1.11.2. The CG location(s).

1.11.3. The lift point locations and their capacity.

1.11.4. Recommended minimum sling lengths and capacities.

1.12. Permanently label all lift points, or immediately adjacent to them, with the WLL, and test date.

1.13. Load test points to 125% (+5%, -0%) of the WLL and hold for at least two (2) minutes.

Acceptance criteria shall be: no bending, cracking, or permanent deformation of the lift points or associated structure. The contractor shall perform load tests plus a pre-and post-load visual inspection (VT) per applicable standards prior to painting.

Documentation of satisfactory results shall be submitted prior to Government acceptance.

1.13.1. Alternative to a load test, a magnetic particle testing (MT) of the lift point welds per ASTM E709 is permitted. The acceptance criteria is Section 6.2 of MIL-STD-2035A, or equivalent standards(s) as approved by the government, provided the testing is performed by a certified third party.

Documentation of satisfactory results shall be submitted prior to

Government acceptance.
