About this file

This document is a justification for a sole source award for outfitting six police vehicles for Rocky Mountain National Park. The National Park Service Intermountain Region requires outfitting the vehicles with emergency lights, sirens, PA systems, and gun locks from L.A.W.S., the incumbent contractor. Each vehicle outfitting is estimated to cost $21,054.60, for a total of $126,327.60. The justification cites officer safety needs for consistent equipment operation as the different vehicles currently use various vendors, and L.A.W.S. previously outfitted four vehicles with the same controls. The market research determined only L.A.W.S. can reasonably provide the exact console controls and consistent parts required. The contracting officer signed the justification on February 12, 2024. The opportunity was awarded sole source on February 14, 2024 to an unknown vendor for an unknown amount.

Text3: Requesting L.A.W.S. to outfit 6 Police Ford Interceptors for Law Enforcement Officers of Rocky Mountain National Park with police equipment. Each vehicle is estimated to cost $21054.60, for an estimated total of $126,327.60 for the entire project.
Text4: Officer safety is paramount in our line of work. Due to current fleet of law enforcement vehicles at the park using various vendors, each vehicle has previously been outfitted differently. Due to these vehicles being pool cars, having different officers drive them daily, it is of utmost importance the vehicles be outfitted exactly alike so in high stress situations, muscle memory can take over, thus increasing the positive outcome and safety of the individual officer. Particularly, the console controller for the emergency lights, siren, PA, and gun locks is engineered and designed by L.A.W.S. The previous 4 Police Interceptor Utility vehicles outfitted by L.A.W.S. has this same controller installed. Furthermore, based on the previous project, L.A.W.S. has outstanding customer service and excellent quality of work. Lastly, L.A.W.S. was awarded the last contract, proving they provide fair market value.

Text8: Market research resulted in a sole source requirement based on the need to maintain consistency of fabricated parts and operational console control for the emergency lights, siren, PA, and gun locks. The previous four (4) Police Interceptor Utility vehicles, outfitted by L.A.W.S., has the same controller and fabricated parts.

The contracting officer has determined that the circumstances, surrounding public and officer safety, indicate only L.A.W.S. can reasonably provide exacted console controls and consistent fabricated parts that ROMO Law Enforcement requires for operational safety.
