JEFFERSON COUNTY STATEMENT OF WORK FOR

Dakota Building EOC Audio/Visual, Electrical and Data

I. BACKGROUND AND OBJECTIVES

Several years ago, Jefferson County (County) moved its Sheriff’s Dispatch out of the 2nd floor of the Dakota Building to the City of Lakewood, Colorado to the joint dispatch facility known as Jeffcom. The vacated 2nd floor Dispatch area, approximately 5,137 +/- square feet, has been used to supplement the Sheriff’s Training Academy since that time. The County would now like to update the former dispatch area to be the County’s primary Emergency Operation’s Center (EOC) and technologically connect it to the current EOC on the 1st floor, the 2nd floor west training room, the computer training laboratory in the basement of the Dakota Building, and the 1st floor radio room. The 1st floor EOC, 2nd floor west training room, radio room, and basement area will be used to supplement the primary EOC on the 2nd floor for the County and other municipal and non-profit organizations. The Wilbur Richie Room will be used for media briefings.

The County is looking for a Design/Build Contractor for this Federally funded project to provide the infrastructure and connection to the current 1st floor EOC, 1st floor radio room, 2nd floor west training room, 1st floor Media Briefing Room (Wilbur Richie Room), and basement spaces into what will collectively be known as Jefferson County’s EOC.

The project is located at 800 Jefferson County Parkway Golden, CO 80401.

Capitalized words not defined herein shall have the meanings attributed to them in the contract to which this Statement of Work is attached (the “Contract”).

Jefferson County reserves the right to determine if any proposed materials are approved or rejected.

II. SUMMARY OF WORK TO BE PERFORMED

A. Contractor shall provide all labor, materials, equipment, and supervision to complete the Work, including drawings, proper permitting, as well as any other requirements needed for the above-described Work including but not limited to

1. Video Conferencing:

When completed, the goal is to have five spaces within this building linked together with a point-to-point video conferencing solution enabling all the rooms to share content and verbally communicate with one another or function independently on an as needed basis. This system needs to have the ability to be isolated from the internet, maintaining integrity and functionality in the event of a massive internet outage or cyberattack. These rooms will also need to be able to collaborate with external municipalities and agencies either through the video conferencing hardware solution or via software solutions such as Cisco WebEx or Microsoft Teams. The County is aware that external collaboration will require the use of the internet, but the internal collaboration should not be restricted by that requirement.

Another key requirement for these rooms is simplicity of operation. This will require a control solution that is intuitive and easy to understand. Control of these rooms should be very similar, so that a person who is familiar with operating one of the rooms could easily step into another room and feel comfortable operating the audiovisual system without being specifically trained on that room. Simplicity and consistency throughout all six spaces is essential.

When applicable, Jefferson County would like to reuse or repurpose as much of the existing audiovisual equipment as possible. Not every room is currently outfitted with gear, but there are existing monitors, projectors, equipment racks and other items that could be integrated into the new solution with the hope that this would be a cost savings for Jefferson County. The Contractor shall evaluate the existing equipment for compatibility with the digital accessibility requirements and standards with the proposed solution and make recommendations as to what equipment can be repurposed and what should be discarded without compromising the integrity of this solution. The Contractor shall also disassemble and remove any existing wiring or mounting solutions that are no longer necessary with the new solution.

The six (6) areas that will comprise the new EOC spaces are named as follows:

1. First Floor Emergency Operations Center (“Old” EOC)

2. First Floor Media Briefing Room (Wilbur Richie Conference Room)

3. Dakota Training Lab - Lower Level Basement

4. West Training Room - Second Floor

5. Second Floor Emergency Operations Center

6. Radio Room (First Floor Dakota Building)

The following is a brief description of each room, outlining existing equipment and project requirements:

First Floor Emergency Operations Center (“Old” EOC):

This space currently employs a Mersive Technologies Video Wall that was implemented in July 2013. In addition to the video wall, there are six other wall mounted televisions in this space that are currently used for viewing news and other television content provided by DirecTV. There is a seventh, larger wall mounted television that is used not only for DirecTV content but also for local display presentation from a laptop. The proposed audiovisual solution should maintain similar monitor counts and functionality, reusing any of the existing equipment if deemed appropriate. If the equipment is not capable to be re-used, please provide a system that will ensure connectivity and ease of use. This space should have audio and visual capabilities to communicate with the other four areas of the EOC as previously noted. Preferred: Each station in the EOC would have a microphone that situational updates could be provided from and heard in all subsequent areas of the Dakota Building.

First Floor Media Briefing Room (Wilbur Richie Conference Room) This space currently has a projection system which should be replaced with a large television for video presentation within the room. The room needs the capabilities to hold remote meetings through modern video-conferencing tools (i.e., Microsoft Teams, Zoom etc.). This room should be able to display the information from the other rooms listed above. This room should be able to hear audio from the other rooms within the EOC spaces, but does not have a requirement to allow interaction with the other spaces.

Dakota Training Lab – Lower Level (Basement):

This is a computer lab which has a projection screen and projector that displays content from an instructor location (podium). This space should have audio and visual capabilities to communicate with the other four areas of the EOC as previously noted, as well as have the capability of displaying content that is being shared by the other EOC locations.

This room should be equipped with TV monitors to help create situational awareness. These screens would be used to display media, news, etc. from either outside content or content being shared by the other EOC locations. This area should have a similar in-ceiling sound system to allow for briefing to be heard from the rest of the Dakota building. Preferred that a portable microphone/podium set up is utilized to provided updates from this room to the rest of the Dakota Building. This allows for the updates being provided from this room to be heard by the rest of the facility.

West Training Room – Second Floor:

This space currently has a 70” wall mounted television that is used for displaying local content from a laptop. This space should have audio and visual capabilities to communicate with the other four areas of the EOC as previously noted. There are existing obsolete projector mounts and cabling that the Contractor shall remove from the room during installation. The current 70” TV should be utilized to support one of the other requested locations for TV’s. This area should have a similar in-ceiling sound system to allow for briefing to be heard from the rest of the Dakota building. It is preferred that a portable microphone/podium set up is utilized to provide updates from this room to the rest of the Dakota Building. This allows for the updates being provided from this room to be heard by the rest of the facility. A requirement in this space is for a video wall mounted in the front of the room, east side. Number and size of televisions to be determined by the design/build team. The ability to show multiple images on these displays or have a single, large image displayed across the wall is a requirement of this system. Additional monitors will also be located throughout the room as, which will be capable of displaying DirecTV content or shared content from any of the other four rooms that make up the EOC. This space should have audio and visual capabilities to communicate with the other four areas of the EOC.

Second Floor Emergency Operations Center:

This space will become the primary space of the expanded EOC. A requirement in this space is for a video wall mounted in the front of the room. Number and size of televisions to be determined by the design/build team. The ability to show multiple images on these displays or have a single, large image displayed across the wall is a requirement of this system. Additional monitors will also be located throughout the large room as well as in adjacent offices, which will be capable of displaying DirecTV content or shared content from any of the other four rooms that make up the EOC. This space should have audio and visual capabilities to communicate with the other four areas of the EOC as previously noted.

This room will be equipped with workstations throughout the space, as such it is desired that a member of the Emergency Operations Center be able to “cast” content to the video wall in a desired matrix or all screens all at once from their dedicated workstation. These workstations will be desired to connect to a multitude of device types with a bring-your-own-device (BYOD) setup. Considerations and recommendations are desired to be provided by the Contractor. This area should have a similar in-ceiling sound system to allow for briefing to be heard from the rest of the Dakota building. Preferred: Each station in the EOC would have a microphone that situational updates could be provided from and heard in all subsequent areas of the Dakota Building as well as a portable microphone option and podium mount for briefings. To gather the Emergency Operations Center attention that an essential element of information has been identified or a briefing is needed, a single press button should be available that turns on two visual lights with audio sound.

Radio Room (First Floor Dakota Building) The Radio Room is a roughly 10’x10’ space located on the same floor as the First Floor Emergency Operations Center. This room needs the ability to see and hear what is happening in the other four locations. There may be occasions where multi-directional verbal and video communication is necessary with the other four locations. The primary video input in this room will be a laptop. Content from this laptop will need to be shared locally and remotely with the other EOC locations. This area should have a similar in-ceiling sound system to allow for briefing to be heard from the rest of the Dakota building. Preferred: Radio room should have the capability to have a microphone in the room to allow broadcast communication to the other rooms.

The Contractor shall provide suggestions, solutions and ideas for review and approval by the County that also adhere to the limitations of the technology and physical spaces involved. The Contractor shall provide all infrastructure requirements for the proposed solution. This would include but is not limited to power, data, and any structural elements such as reinforced walls.
