About this file
This document is Addendum No. 1 for Bid No. PC26-008 issued by the City of Panama City, Florida, related to the CDBG-DR Hometown Revitalization Program (HRP) - Group DD. The addendum provides clarifications and details for a construction project involving four local businesses: Noles Auto, Florida Rock and Tank Lines, Gene's Oyster Bar, and Bay Animal Clinic. The project is funded through a federal grant, with estimated allocated funds ranging from $110,000 to $245,000 per location. Bidders are required to submit bids for the entire project, covering all four locations, and must complete the entire bid form.
The addendum clarifies several key project requirements, including that the contractor will be responsible for all fees and permits, with no anticipated development orders or impact fees. The project is subject to Davis-Bacon provisions, and the City aims to minimize disruptions to business operations during construction. Licensing requirements specify that bidders must have either a certified Florida State licensed General Contractor or Building Contractor license. The bid bond must cover the overall bid amount, and after contract award, performance and payment bonds must cover all work at all locations. The City has not provided a specific project budget and notes that if bids exceed grant amounts, some work may not be awarded, though business owners may contribute additional funding.
