About this file
This document is a justification for other than full and open competition using simplified acquisition procedures. The justification requests sole source procurement from a local contractor for immediate mold remediation in the third floor male and female restrooms of Chase Building B, the McAllister Hall Auditorium, and the second floor women's restroom and Room 013 in Smith Hall at the U.S. Coast Guard Academy in New London, Connecticut. The spread of mold in these areas poses a direct health and safety threat to cadets and faculty. Locating a local contractor is imperative to begin remediation quickly and prevent further spread, especially since Chase Building B and McAllister Hall are used daily. Market research confirmed the need for urgent response, and no other source can address the issue as promptly while ensuring the continued safety of staff and students. The total estimated amount for the sole source contract is $48,793.34.

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
The immediate mold remediation of the following buildings, Chase B 3rd floor male and female restrooms 3J and 3M. McAllister Hall Auditorium, and Smith Hall 2nd floor woman restroom and room 013 located at the USCG Academy, New London, CT.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
The spread and condition of these areas is a direct threat to employee’s and students health and safety. Chase B bathrooms are in the cadet living quarters. McAllister Hall is used daily by cadets and faculty. Smith Hall spaces are also used daily by faculty and students. A local source is vital in beginning the remediation process to remove the mold and prevent further spread.
Locality and availability is essential to combating the matter in all buildings and spaces listed.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Utilization of a local source will provide services as soon as possible to prevent further spread of mold throughout the buildings and spaces, preventing further safety concerns to staff and students, A written proposal was done on site on the initial discovery of the mold.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
Health and Safety hazard to employees and students working in the buildings and attending classes and the local source and provide immediate response to treating the contaminated areas.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL
AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
The longer the mold is present, the more it will spread rapidly, costing the government more money, damage, and increasing exposure to staff, students, and visitors in the buildings effected. Safety is the set priority in this matter.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
Future mold outbreaks are unknown and constant inspections are conveyed throughout the buildings on the USCAG Academy premises frequently. This is an unplanned matter that seeks the immediate and needs an urgent resolution that is detrimental.
