Statement of Work (SOW)
SOTF-EA Commercial Internet Services for Contingency Locations – Somalia
1. Introduction: This is a firm fixed price, non-personal service contract to provide commercial internet. The contractor shall provide all equipment, materials, transportation, supervision, management, and security necessary to provide commercial internet services. The contractor shall perform to the standard in this contract and is responsible for complying with all terms and conditions set forth.
2. Scope: The objective of this contract is to provide month to month sustainable commercial internet services during the performance periods of this contract. The contractor shall provide consideration to the customer in the event of degraded or non-existing internet during operating hours. On call support shall be provided by the contractor to correct degradation in service provided or any damages occurred to existing internet infrastructure.
All upgrades to internet support infrastructure is the sole responsibility of the contractor. The United States Government will not be responsible to furnish any personnel or hardware needed by the contractor to ensure that the 150 Mbps uplink and downlink is achieved.
3. Place of Performance: The services required under this scope will be at the following locations in Somalia:
a. Mogadishu (MOG) Site 2
b. Mogadishu (MOG) Site 3
c. Baledogle Military Airfield (BMA)
d. Kismayo (KIS)
4. Ordering Procedure: The monthly internet services will be in coordination with the Contracting Officer (KO) or the Government Technical Point of Contact (GTOPC). The KO or GTPOC will give, at minimum, one calendar months’ notice to order internet for the following month. As a result, the internet services shall be on a month-to-month basis during the entire period of performance under this contract for each location. The quantities of supplies or services specified in the Contract Line Items (CLINs) are estimates only and are not purchased by this contract.
Except as this contract may otherwise provide, if the Government's requirements do not result in orders in the quantities described as "estimated'' or "Not-to-Exceed (NTE)" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.
5. Contractor Management: The contractor shall perform continual management of the functional areas contained in these requirements specifications and shall provide a contract manager who shall be responsible for the requirements. The contract manager shall conduct overall management coordination and shall be the central point of contact (POC) with the government for performance of all work under the requirements specifications. The contractor shall submit to the Government Technical Point of Contact (GTPOC), in writing, the name, title, mobile telephone number and e-mail address of the contract manager within 72 hours after contract award. A contractor employee shall be designated to act for the contract manager when work is being performed outside of duty hours, or during the contract manager’s absence. Both the contract manager and alternate shall have full authority to act for the contractor on all contract matters relating to this requirement.
6. Security: The contractor and all associated employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policy and procedures (provided by Government Technical Point of Contact). The contractor shall also provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the force protection condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
7. Administrative:
a. “Contracting Officer” (KO) means a person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the U.S. Government. Note: The only individual who can legally bind the U.S. Government (USG).
b. Government Technical Point of Contact (GTPOC): A representative from the requiring activity appointed in writing by the KO to perform surveillance and to act as liaison to the contractor. The KO will provide the GTPOC’s contact information to the contractor upon contract award. The GTPOC is not authorized to change any of the terms and conditions of the resulting order.
c. Contractor Responsiveness: The contract manager or designated alternate shall be available for telephone communication, with the GTPOC, as required by the GTPOC, 24 hours a day, 7 days a week. A personal answering service is permitted at other than normal contract workdays and work hours for receipt of GTPOC emergency response work requirements. The contractor shall provide technical support within 1 hour of being notified of a problem/issue and shall conduct on-site maintenance within 2 hours, if required, including holidays and weekends.
Technical support shall include troubleshooting and replacement of faulty equipment, as required.
d. Contractor Travel: The contractor may be required to travel in order to deliver equipment, conduct maintenance, and meet with the contracting officer or designated GTPOC as necessary. Contractor travel shall be at the contractor’s expense.
e. Contractor Vaccination Requirements: All contractor employees must be fully immunized with a COVID-19 vaccine that has been approved for emergency use by the United States Food and Drug Administration (FDA); or the contractor employee must request an exemption from the COVID-19 vaccination requirement in accordance with the requirements set forth by appropriate legal authority.
8. Work Area / Planning:
a. All contractor site work for installation of any required hardware shall be done at the specific site directed by the GTPOC. No movements outside of directed areas will be allowed. The contractor is responsible for clean-up of all debris and trash which results from the installation of the system.
b. Contractor shall recover/repossess all contracted equipment within seventy-two (72) hours from the end of the contract. The contractor shall provide set up / tear down instructions in the event that the team is relocated elsewhere in the region so the equipment can move with personnel.
c. No permanent alterations to the facility may be made in the performance of this contract.
9. Specific Requirements:
a. Locations: The contractor shall provide internet services at the following locations:

b. The contractor shall provide sustained speeds, and if service drops below requirements listed in this section then the speed provider will be notified of poor performance and provide telephone troubleshooting.
c. If at any time during the period of performance, contractor personnel are not able to fix a deficiency through no fault or direction of the U.S. Government, the contractor shall provide on-site troubleshooting at no additional cost to the U.S. Government within 12 hours. If contractor's equipment is broken for more than one (1) hour, the contractor shall replace it at no additional cost to the U.S. Government. The contractor's equipment or service shall not be incapable of performing in accordance with this SOW for more than 1 day per month.
d. The contractor shall perform monthly audits of provided speeds and supply to GTPOC with the monthly invoice that lists the tested speed to ensure contracted services are rendered.
e. Permits: Without additional cost to the U.S. Government, the contractor shall obtain all permits, licenses, and appointments required for this contract; all documents shall comply with applicable local and country laws.
