Sources Sought Notice Navy Contracting Office – Somalia

Internet Service Provider in Somalia

The Navy Contracting Office – NAVSUP (Fleet Logistics Center Sigonella - FLCSI - Site Djibouti) seeks qualified sources capable of providing internet provision services in Somalia.

This is a Sources Sought Notice to determine the capability and availability of companies for services described herein and prepared in accordance with the information in FAR Part 12 – Acquisition of Commercial Items, using Simplified Acquisition Procedures in accordance with FAR Part 13 (with the exception of FAR 15.306(a), ‘clarifications and award without discussions’).

The purpose of this Sources Sought Notice is to conduct market research to determine if a reasonable number of responsible sources exist, so as to determine if this effort can be competitive. The applicable North American Industry Classification Systems (NAICS) Code is 517312 – Wireless Telecommunications Carriers (except Satellite); the small business size standard is 1,500 employees.

The United States Government (USG) will use this information to define the best acquisition strategy for this procurement.

This requirement is internet service provision at various Contingency Locations in Somalia. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, supervision, and other items as necessary to perform internet provision services. This includes all services outlined in the attached Statement of Work (SOW).

U.S. companies must also be registered and approved in JCXS or System for Award Management (SAM) by the award date. All referenced documents for this solicitation will be available on the Joint Contingency and Expeditionary Services (JCXS) website at http://www.jccs.gov

INSTRUCTIONS TO PROSPECTIVE OFFERORS:

1. Complete and submit Attachment 1 – Capability Statement

2. Complete and Submit Attachment 2 – Foreign Vendor Vetting Information

3. Provide Industry feedback, to include at a minimum; Suggested Contract type, CLIN structure, etc.

You are encouraged to provide any additional documentation to support your company's capability in meeting these requirements. Failure to provide this type of documentation may result in the USG being unable to adequately assess your capabilities to perform this service.

ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE:

The Government anticipates releasing the solicitation on or about 17 June 2022. The Government intends to have proposals due on or about 24 June 2022 and award the contract within two (2) weeks.

Actual dates and times will be identified in the solicitation.

This is solely for information and planning purposes and does not constitute a solicitation or Request for Quotes. Responses to this notice are not offers and cannot be accepted by the USG to form a binding contract. Prospective Offerors are solely responsible for all expenses associated with responding to this Sources Sought Notice.
