STATEMENT OF WORK (SOW)

Sector Mobile Command Center (MCC) Construction

FY 2022

Rev 01 DRAFT

1. Task Order Title USCG Sector Honolulu MCC Procurement.

2. Introduction

The US Coast Guard Sector Honolulu is pursuing construction of a multi-mission Mobile Command Center (MCC) to respond to all hazards incidents within the Sector Honolulu area of responsibility.

This Statement of Work (SOW) issued by USCG Sector Honolulu describes the capability requirements needed for construction of the new MCC.

3. Background

Sector Honolulu routinely responds to extended multi-mission & multi-day planned and unplanned incident responses throughout the State of Hawaii. The Incident/Unified Command designates incident Command Posts (ICP) where agency representatives maintain presence for inter-agency coordination, resource tasking, and interfacing with the general public and news media. Partner agencies routinely set up mobile command posts to accomplish objectives and to allow a sustained agency presence throughout the response.

Without a Coast Guard MCC, responding personnel from Sector Honolulu typically works out of rudimentary shelters such as picnic benches and makeshift pop up tents which provide no power, private meeting space, or habitability. This puts Coast Guard personnel at a significant disadvantage when attempting to communicate with responding CG assets, utilize CG technology, or coordinate with partner agencies or the public. Additionally, working out of rudimentary structures such as picnic benches and pop up tents present an unprofessional presence to the general public.

4. Current Environment

Sector Honolulu currently maintains a small mobile communications trailer which historically has been used to accomplish some of the objectives outlined in the background of this SOW. This trailer is 15 years old and has reached end of life. Cost assessments to rehabilitate the current trailer exceeds the value of the trailer which does not meet all capability requirements.

Recent planned exercises and real world response after action reports outline the disadvantage Sector Honolulu personnel encounter not having a functional MCC at designated incident command posts. Frequently, SAR Mission Coordinators have to expend valuable time and effort finding suitable meeting spaces near designated SAR ICPs to meet with next of kin for search effort and case conclusion briefings. Typically ICPs are designated in remote settings forcing CG personnel to conduct these sensitive briefings out in the open public or asking private companies or citizens to use residential spaces.

Objectives The objective of this SOW is to acquire a turnkey tow behind MCC.

5. Scope

USCG Sector Honolulu is seeking a turnkey MCC solution that can provide agency personnel sustained presence at a remote ICP for up to 72 hours without replenishment. The MCC must contain capabilities for personnel to conduct interoperable voice and data communications, utilize USCG standard and non-standard computer based technology and provide meeting space for agency and general public briefings.

6. Specific Requirements Engineering & Structure The following are specific engineering and structure requirements for the MCC solution.

· Interior Layout Requirements

· The MCC must be split into two sections: Conference Area & Administrative and Communications Area.

· Conference Area – Must comfortably seat four people around a table. This space is designed for briefings and meetings. Upholstered seating for four people required.

· Administrative and Communications Area – This space must comfortably house five personnel.

· Three general admin work areas with space for a computer workstation & phone at each.

· A fourth work area specifically designed for radio communications with space or a mount for a laptop.

· Task chairs must be provided with each workstation area.

· High impact laminate countertops

· Storage cabinets with dry erase surfaces

· The MCC must have a designated galley with space & power for a microwave, mini-fridge, and beverage device such as a coffeemaker. Appliances do not need to be included.

· Red/White LED ceiling and under cabinet lighting throughout interior of the trailer.

· Exterior Requirements

· One exterior side of the MCC must be designated as a service and work area. This exterior side must have service for 110v power and CAT 5e/6 panels.

· The service and work area side must have an electronic awning that extends a minimum of 8FT from the wall of the trailer

· LED scene lighting must be available around the entire exterior of the trailer to adequately illuminate the immediate exterior of the trailer at night.

· Trailer must comply with all standard US DOT lighting requirements.

· Graphics allowance in the contract to appropriately label the MCC with CG and/or unit logo and text.

· All Entry/Exits must have two separate locking mechanisms. One mechanism shall be a GSA-approved deadbolt type suitable for outdoor use. The other may be a convenience lock (cypher type).

· Any windows must have internal coverings that completely block the window from outside view.

· Structural Requirements

· Length of the trailer may not exceed 31’.

· Height of the trailer when all components are in a stored state may not exceed 12’.

· Trailer must be tandem axle with maximum gross weight of 12,000lbs without personnel or government installed equipment. Estimated 3,000lbs of equipment to be installed after delivery of trailer for a total 15,000lbs gross weight trailer.

· Width of trailer may not exceed US DOT standards without special permitting.

· Preferred trailer hitch is an electric class four or five rear receive or pintle hitch. 5th wheel hitch may be allowable with additional discussion with project manager and contracting officer.

· Raised flooring – preferably raised coin or anti-static.

· Electric Leveling Jacks.

· Utility Services

· A minimum 7,000 watt generator installed with the MCC housing with 30 amp capability for AC services. Diesel is preferred but not required. Fuel tank must be of adequate size to support a run time of no less than 48 continuous hours.

· All interior spaces shall be served by an HVAC system that will keep the temperature inside the command trailer between 65 and 75 degrees F when external ambient temperatures are between -20 and +120F.

· No fresh, gray, sewage water services required.

· Umbilical capability to connect MCC to external power sources. Must be of adequate size to run all HVAC, IT and radio equipment.

· Two 110v/USB & 2 CAT 5e/6 outlets at each workstation area.

· Four 110v/USB & 2 CAT 5e/6 at the communications workstation area.

· Two 110v/USB & 2 CAT 5e/6 outlets in the conference room area.

Information Technology The following are specific information technology and radio communication requirements for the MCC solution.

· Information Technology

· Wire chase management raceway system installed throughout the interior of the trailer.

· One 40U electronics equipment rack next to the communications workstation area.

· Minimum of seven (7) 17” monitors with HDMI cable for connection to customer supplied laptops. Monitors will be mounted two (2) per workstation in general admin workstation area and one (1) above workstation in communications area

· One 32” LED TV installed in the conference room with HDMI cable to connect to customer supplied laptop.

· Two 50” LED TVs installed in the administrative and communications work area with HDMI cable for connection to laptops.

· Pre-installed sound system with Bluetooth or Wi-Fi enabled speakerphone capability throughout the trailer.

· Two (2) Cell booster antennas mounted on rear RS of trailer with cables terminating in the rack. (Customer to activate one as AT&T and one Verizon utilizing Cradlepoint hardware)

· Over the Air Amplified Digital HD RV TV Antenna 4K Ultra-HD Ready, ATSC 3.0 Ready, VHF and UHF, Omni-Directional, Long Range Outdoor Motorhome TV Antenna – Connected to the 32” and the 50” TV’s

· Add 11x14 Access door beside the rack for cable pass through.

· Space, bracketing, and cable conduit for four (4) Motorola APX-8500 P-25 mobile radios from the communications workstation area terminating at the rack and to the roof for antenna connection.

· 12 Port Radio Patch Panel

6.1. Key Deliverables, Milestones and Schedule

MCC shall be ready for testing and delivery NLT 300 days from contracting. Comprehensive Warranty services required to cover a minimum of one (1) year from date of delivery to accommodate for potential issues once customer equipment is installed.

6.2. Government Furnished Equipment/Information (GFE/GFI)

The following equipment will be provided by the government for installation:

· Four Motorola APX-8500 P-25 Mobile radios or equipment of similar brand and dimensions.

6.3. Other Pertinent Information/Special Considerations

All Information Technology equipment installed into the MCC must be Trades Agreements Acts compliant.
