RFI Q&A
1. Delivery: The SAM site calls out for place of performance but doesn’t advise delivery. Are we to ship the trailer to an address in Honolulu?
Response: Ship the trailer to the port of Honolulu
1. Utility Services:
1. Did you want a gas or diesel generator?
1. How large did you need or want the fuel tank to be?
1. Umbilical capability – 50amp RV shore cord acceptable?
Response: Diesel is preferred but not required. Tank size needs to support an average power load for 48 hours. If they need a specific size... no less than 50 gallon tank. 50amp RV shore cord is fine as long as it can support the power load of ac plus IT/Radio equipment

2. For the Two (2) cell booster antennas, are you speaking of something like a CradlePoint that uses cellular service? The reason I ask, I’m not sure of a booster that uses cellular service, it’s usually a plug in type device.
Response: Yes, CradlePoint (which is a brand) capabilities are exactly what we are looking for.
1. 6.2 – radios -will you be sending the radio heads and the radio base for installation? Is the location of the radio base to be mounted in the IT rack?
Response: Radios will be installed by CG technicians after receiving the trailer. Intent is to install the radio transceiver into the IT rack and have the remote heads installed at the comms console.
1. SOW states the CG will active the security system. Is there a specific brand or provider in mind?
Response: remove security system to SOW
1. 180 turn time may not be obtainable, will this be updated?
Response: 10 month delivery time
1. ATTLA certification, is this required?
Response: no longer required, remove from SOW
1. Is this contract an LPTA or best value contract?
Response: LPTA
1. The MCC must have a designated galley with space & power for a microwave, mini-fridge, and beverage device such as a coffeemaker.”
a. This requirement is worded as if the vendor is only to provide the space and power, but not the equipment. Please advise.
Response: Vendor only needs to provide space and power.
1. “All Entry/Exits must have two separate locking mechanisms with one mechanism of the deadbolt type.”
9. Will these doors require GSA approved locking / deadbolt mechanisms?
Response: The deadbolt mechanism will need to be a GSA approved combination lock suitable for outdoor use. The second lock only needs to be a convenience lock (cypher type).
1. MCC must be installed with a monitored mobile alarm system enabled system for customer to activate.”
10. Does the customer require an alarm system that will be monitored by the customer or monitored by a professional security company?
Response: Strike this requirement for this contract
1. “Trailer must be dual or tandem axle with maximum gross weight of 12,000lbs without personnel or government installed equipment.”
a. Does the government have a predicted weight for their government installed equipment?
Response: Max gross weight will be 15k lbs. Predicted weight should be no more than 3k lbs.
1. “Flooring, walls, and roof must be insulated to industry standard practices for mobile command centers.”
12. Since there is no formal ‘industry standard practice’ for the insulation of mobile command centers, we recommend the government require a HVAC system (heating, cooling, ventilation, insulation) that will keep the temperature inside the command trailer between 65 and 75 degrees F when external ambient temperatures are between -20 and +120F.
Response: We will go with manufacturer's recommendation
