The following are Questions and Answers pertaining to subject RFQ answered by VAMC Lake City

Question 1)

Due to ongoing supply chain disruptions, the delivery timeframe of the requested washer/extractor likely could not be completed within 120 calendar days after the effective date of the contract. Would a delivery modification to 150 calendar days after the effective date of the contract be acceptable?

Answer 1)

The delivery timeframe will remain 120 days after the effective date of the contract.

Question 2)

This solicitation is focused on the replacement of 1-each washer/extractor at the VAMC Lake City project. Based on this summary, does the VAMC classify this as the addition of a workstation or storage area that would require LED lighting modifications? If the relocation or adding of the LED lighting is needed, please provide a based line specification for an acceptable LED lighting fixture and the quantity of these fixtures that are needed.

Answer 2)

The washer extractor will be placed in the same spot and therefore the existing lighting is sufficient, and no new lighting is required.

Question 3)

Please validate the distance and/or location in which the referenced utility services associated with the removed equipment shall be removed back to?

Answer 3)

All utilities are currently established in their existing location.

Question 4)

Since this washer does not require any type of gas service, please validate those modifications to any gas piping is not part of this solicitation?

Answer 4)

There is no gas piping required therefore, at time of award any “gas” reference will be deleted from the Statement of Work.

Question 5)

Please validate if the drain piping referenced is only pertaining to the new washer/extractor specified in this solicitation?

Answer 5)

Yes, the drain piping referenced is only pertaining to the new washer extractor specified in the solicitation.

Question 6)

Please validate if the drain piping referenced is only referring to above grade interior drain piping. If it is referring to below grade drain piping, are there any reports available on the current state and/or integrity of the below grade piping?

Answer 6)

The drain piping referenced is pertaining to all drains for the new washer extractor and no reports are available at this time.

Question 7)

If no reports are available, whose responsibility would it be to perform the necessary scoping activities to validate the integrity of the below grade drain piping?

Answer 7)

The contractor is responsible to perform the necessary scoping activities to validate the integrity of the below grade drain piping.

Question 8)

Due to the size and scope of this solicitation if a staging area is not deemed needed by the awarded contractor is it acceptable to not erect the staging area?

Answer 8)

If there is no storage of any items while the project is ongoing, then it would be acceptable to not erect the staging area.

Question 9)

Please validate the only drain that is directly connected and servicing the new 120# washer/extractor is to be cleaned?

Answer 9)

Only the drain pertaining to the new washer extractor.

Question 10)

With this new washer replacing an existing washer/extractor, please validate if is acceptable to maintain similar spacing around the new equipment as is currently present around the existing equipment? Or will the 36 inch/24 inch minimum clearance be required for the new equipment regardless of the current status quo?

The minimum clearance shall be required.

Question 11)

Typically, an Uninterrupted Power Supply is not required for washer/extractors. The inclusion of this requirement could significantly increase cost and scope of the project and provide limited operational benefit. Please validate if in this instance an Uninterrupted Power Supply is truly needed to support the washer/extractor requested in this solicitation?

Answer 11)

No, the Uninterrupted Power Supply is not required. At time of award the verbiage will be deleted from the Statement of Work.

Question 12)

Will as built structural drawings of the existing laundry facility be provided to support the structural drawing portion of the installation drawing requirement?

Answer 12)

No, as built structural drawings will not be provided.

Question 13)

In our experience, is not common practice in commercial or government procurements to require Signed and sealed Engineered installation drawings / signed and sealed Engineered As-Built drawings for a solicitation of this relatively modest size and scope. This inclusion of this requirement could significantly increase cost and provide limited operational or risk mitigation benefits. Due to the size and scope of this solicitation, are signed and sealed Engineered installation drawings truly needed to support this project?

Yes, 45 after contract award the contractor shall provide Installation Design Drawings.

Question 14)

Confirm if it is a requirement to demolish the existing concrete drain trench structure complete, and design and install a new reinforced concrete foundation system flush with the finished floor level capable of supporting the loads imposed by the new washer extractor, or if the VA will perform this work?

Answer 14)

No, it is not a requirement to design and install a new reinforced concrete foundation system.

Question 15)

Confirm if it is a requirement to submit preliminary structural design information with the technical volume that clearly illustrates the proposed foundation system to best enable review by the VA?

Answer 15)

The contractor shall submit this design information pertaining to the size and weight of the new machine and the floor able to support machine.

Question 16)

Confirm new washer is to be installed within the clean production area, same position where the existing washer being traded-in is located next to the non-production drying/conditioning tumbler.

Answer 16)

The new washer is to be installed in the same area where the existing trade-in washer is located.

Question 17)

Confirm the required new hot water, cold water, compressed air, and steam utility connection points shall be to the existing branch lines located within 25-feet below the first floor in the pipe space; and new piping is to be extended up through the floor structure and connected to the new washer extractor.

Answer 17)

The hot water lines are present and within 25-feet above the current machine not below grade in the pipe space so it will not be necessary to extend anything through the floor in order to make connections.

Question 18)

In addition to the required ball valves to be provided at the final utility connection points on the new washer, are new ball-type branch shut-off valves required to be installed at the points of connection to the existing main branch lines located in the pipe space?

Answer 18)

No, new ball-type branch shut-off valves are not required to be installed at the points of connection to the existing main branch lines located in the pipe space.

Question 19)

Confirm if the reference “all drain piping” pertains only to the lateral equipment drain line located in the pipe space connecting the existing Braun trade-in washer drain trench to the main branch line?

Answer 19)

All drain lines only pertain to the existing trade-in washer drain.

Question 20)

Confirm if the requirement to “replace any piping outside to the sewer” is a typo from a previous project?

Answer 20)

The requirement ‘to replace any piping outside to the sewer” is not applicable to this requirement.

Question 21)

Identify, all hazardous materials, if any, which are known to be present in laundry space that will affect the work areas specified (i.e., roofing system, insulation, flooring, interior finishes, etc.)?

Answer 21)

There are no known hazardous materials present that will affect the work or outcome of this project.

Question 22)

Is the contractor responsible for repairing the VTC floor covering where disturbed by the installation work to match adjacent existing floor conditions, or if the VA will perform this work?

Answer 22)

Yes, the Contractor is responsible for returning the area to it’s original condition.

Question 23)

Is PVC/CPVC piping with solvent-welded fittings permitted for exposed, above-grade equipment drains and washer vents ≤ 4” diameter?

Answer 23)

No, PVC/CPVC piping with solvent-welded fittings is not permitted for exposed, above-grade equipment drains and washer vents ≤ 4” diameter.

Is the new washer vent required to be extended direct to the building exterior (i.e., not connected to an existing vent line)?
