Small Business (SDVOSB) set-aside. The washer extractor shall be delivered within 120 days after the effective date.
Installation of the washer extractor shall take place no more than 33 days after the delivery date. The 2 days onsite shakedown and 1 day onsite training is included in the installation timeframe. Training shall consist of 2 hours per line item for both operator and maintenance personnel at a minimum. Training shall not be conducted concurrently.

B.2 STATEMENT OF WORK
1. INTRODUCTION
1.1. Background
The Veterans Health Administration (VHA) Textile Care Management (TCM) Program consists of the Textile Care Processing and Textile Management Services (uniform management, textile management and distribution, and patient assistance program) both contribute to the proper distribution, handling, processing and management of textile goods and services within VA medical facilities. The TCM Program, outlines the procedures, reporting requirements, and operating guidelines for TCM and Textile Care Facility Operations within VA medical facilities.
The Department of Veterans Affairs (VA), on behalf of the Veterans Health Administration (VHA), Textile Care Management Program will procure Textile Care Processing Facility laundry equipment.
The mission of the National Acquisition Center (NAC), High Tech Medical Equipment Picture Archiving and Communication Systems and Laundry Division, is to meet the VA’s five core values that underscore the obligations inherent in VA’s mission: Integrity, Commitment, Advocacy, Respect, and Excellence.
1.2. Purpose and Objectives
Textile Care Processing Facilities (TCPFs) are responsible for providing textile processing services, which ensures a consistent supply of bacteriologically clean textiles to support patient treatment programs. VA laundries provide clean laundry for VA patients in a variety of settings.
Textile Care Processing operations is the primary focus of the established directive which outlines the responsibilities, procedures, and processes that:
a. Minimize the infection risks of handling and processing contaminated textiles.
b. Ensure an efficient operation through measurable quality assurance indicators.
c. Identify and require the practice of safety precautions to promote workplace safety.
d. Ensure continuity of service in case of an emergency shutdown.
1.3. Contract Duration
The soft mount washer shall be delivered within 120 calendar days after the effective date of the contract. Delivery dates specified may be adjusted by the CO to coincide with the date the TCPF will be ready to receive installation. The CO will advise the contractor of the new delivery date at least 45 days prior to the original or adjusted delivery date(s). Deliveries, cranes, or haulage will be arranged with the COR, as to NOT interfere with day-to-day ancillary VA Medical services such as nutrition/food service, laundry delivery, maintenance routes, etc. If the physical structure must be modified to permit transport of the equipment to the installation site, the contractor shall be fully responsible for the modifications and the structure attached to and for restoring the modifications and the structure attached to their original or better condition.
Installation of the soft mount washer shall be completed within 30 days after delivery for a contract period of 153 days which includes 2 days of onsite shake-down and 1-day onsite training for the equipment from date of award to complete installation.
Note: Installation shall be continuous, without interruption, Monday through Friday, excluding Federal holidays, until all installation and testing work has been completed. Saturday, and Sunday hours permitted, if agreed upon between the COR and contractor.
2. Site Specific Project Requirements
2.1. The contractor shall furnish the supervision, labor, equipment, tools, safety, rigging, hoisting, supplies and installation services necessary to meet the terms and conditions of this contract in accordance with the Statement of Work (SOW) related to the project located at Building 74. This SOW includes removal of trade-in equipment, delivery, installation, and training of the new laundry equipment installed. The equipment and installation shall be conducted in conformance with the SOW and Technical Specifications provided in Section D. All items provided by the contractor shall be new. The contractor shall not utilize any refurbished equipment, machinery, or parts.
2.2. The soft mount washer is to be located in Building 74.
2.3. Within the new design layout of the laundry area, the contractor shall relocate or add light-emitting diode (LED) lighting for any new workstation or storage area.
2.4. All valves within the layout of the laundry and equipment shall be ball valves with the appropriate ratings where possible.
2.5. All old piping, drain piping, ductwork, vents, hangers, and water piping associated with equipment shall be removed.
2.6. All water, steam, condensate piping, and air lines shall be new and originate at the headers within 25’ of soft mount washer and electrical for the soft mount washer will originate from the electrical panel identified by the station. All piping, water, gas, conduit, and air lines shall be new.
2.7. All piping headers steam and condensate piping shall be new within 25’ of the new soft mount washer to include new valves.
2.8. All drain piping that is broken, collapsed or inoperable shall be replaced including any piping that drains outside to the sewer.
2.9. Waste Material Sorting/Recycling
The contractor shall divert discarded items and other wastes to recycling trash disposal scheduled regularly. Items which need to be sent for recycling or resale unless not feasible include pallets, metals (iron, copper, brass, etc.) cardboard, mercury items, used oil, electronic, rechargeable batteries, wood products and debris.
The contractor shall not store waste materials and items held for recycling. Waste materials shall be stored prior to pick up in a manner that does not allow the items to become a fire, health, environmental or safety hazard or provide harborage for pests and consistent with federal, state and VA (listed in order of preference) laws and regulations governing storage of waste materials. Actions include using drip drains pans, storing liquid wastes or items that rot in closed containers, removing Freon from junked air conditioning, observing Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) limits on sizes of piles of lumber or wood products. Dumpsters larger than one and one-half (1 ½) cubic yards in size must be located at least ten (10) feet from exterior walls of buildings.
Painted or treated lumber, paint chips, a potential asbestos containing, or asbestos contaminated items should not be recycled but shall be disposed of properly. No waste material disposal is allowed on Government property.
2.10. The COR designated contractor staging area will be fully enclosed completely with fencing and fence covering provided by the contractor. The fencing height shall be a minimum of six (6) feet high, with covering, signage and sandbags or plastic temporary fence weights.
2.11. External Equipment/Motor Protection Filters are to be provided for all air intakes to include but not limited to washers, electronic boxes, mechanical equipment, etc., wherever air intakes are located. These are used as a primary pre-filtration defense to help prevent damage and extensive maintenance that large volumes of lint/debris can cause. They are to fit all air intakes, motors etc. and be made of three-dimensional electrostatic media and encased in a 1/8"-3/8" rigid magnetic galvanized steel frame and contain 2 layers of polypropylene media. The media will not shed fibers, absorb moisture or promote bacterial growth; the filter should be designed for UV protected, and stands up to extreme outdoor or indoor exposure, corrosive chemicals, high velocity air flow, as well as industrial cleaning and maintenance handling.
2.12. The contractor shall supply lock-out/tag-out devices for each piece of equipment. All lock-out/tag-out and Confined Space (CS) locations shall be marked and identified on the machine with instructions on lock-out or CS procedures for the equipment. These instructions/procedures shall be permanently mounted on each piece of equipment. Lock-out/tag-out procedures include all sources of stored energy, including but not limited to: electrical, gas, water, air lines, hydraulic, etc. Relief valves shall be installed for lock-out/tag-out locations to relieve residual air lines etc.
2.13. The contractor shall supply one (1) lock-out and tag-out kit with the lock-out/tag-out devices for each piece of equipment. All lock-out / tag-out and Permit Required Confined Space (PRCS) locations shall be marked and identified on the machine with instructions on lock-out or PRCS procedures for the equipment. These instructions/procedures shall be permanently mounted on each piece of equipment. Lock-out/tag-out procedures include all sources of stored energy, including but not limited to: electrical, gas, water, air lines, hydraulic etc. Relief valves shall be installed for lock-out/tag-out locations to relieve residual air etc.
2.14. Number and nomenclature will separately identify all equipment with no less than two (2) inch numbers and letters. Each piece of equipment will be separately identified and labeled. Example: Hot Water Heater 1, Hot Water Storage Tank etc. The equipment shall be made compatible to meet production requirements specified in the technical specifications.
2.15. Contractor bears all responsibility for all new utility connections.
2.16. Connections to VA supplied utilities shall be within 25’ of new equipment. Penetrations in floors, walls and ceilings not utilized will be filled with existing floor, wall, and ceiling like material. All braces, pipes (steam, condensate, water, electrical), conduit and duct work that will not be utilized shall be removed back to the source.
2.17. Utility Shutdowns
Contractor shall provide ten (10) calendar days’ advance notice for any planned utility shutdowns and should be indicated on the project schedule.
2.18. The TCPF will be open during the project. The contractor will have access to the TCPF seven days a week from 8:00 am through 4:30pm. On the weekends there will be a TCPF staff member on station to allow entrance and will remain with the contractor while they are on station.
2.19. Badge Requirements
VA COR will provide temporary contractor badges during the duration of the installation workday.
2.20. Pre-Award Site Visit
The contractor has the responsibility of visiting the site and examining the VA Lake City, Florida TCPF drawings of the installation area. Failure on the part of the contractor to accomplish a site visit and become thoroughly familiar with all conditions that may affect their quote will be at the contractor’s risk. The VA does not guarantee that the drawings of the installation area are 100% accurate
The VA Lake City, Florida TCPF will accommodate site visits as they are requested. The site visits may be on different dates or all on the same date, depending on if/when requests are made by the contractor. The contractor must request a scheduled date to visit the VA Lake City, Florida TCPF and the COR will determine if the requested date is available. Site visit requests shall be made by contacting:

3. General Installation Requirements
3.1. Existing utilities shall be utilized to meet the performance requirements of the technical specifications. Connection points for all equipment shall be from within 25’ of new equipment. When existing service lines require demolition, they shall be removed back to the source.
3.2. Should additional utilities be required for the equipment, these utilities shall be the responsibility of the contractor. Utilities are electric, steam, condensate, water, and air lines.
3.3. All exposed utility/ductwork/piping systems, control boxes and motors that are exposed to floor traffic shall be appropriately guarded and protected.
3.4. Equipment and materials shall be suitable for installation in available space, arranged for safe, efficient, and convenient operation and maintenance, and if applicable with referenced specifications to include a summary of routine preventative maintenance for each piece of equipment.
3.5. The contractor shall furnish all labor and materials necessary for storage and installation of new equipment. Installation shall include, but is not limited to:
3.5.1. All mounting holes shall be utilized for anchoring equipment. Secure mounts shall be laid out in advance for review and approval by the COR.
3.5.2. Any and all penetrations of walls, ceilings and floors for the installation or removal of electrical conduit, pipes, ductwork, liquid supply lines, communication wiring, etc. shall be sealed with an approved fire-retardant material (not foam) and shall match existing materials on both sides of the penetration.
3.5.3. The contractor shall make maximum use of existing structures (i.e., wall/ceiling mounts, junction boxes, raceways, and conduits). Comment by Lara, Monique T.: Contractor is to supply new utility connections (i.e., wall/ceiling mounts, junction boxes, raceways, and conduits).
3.5.4. The contractor shall be responsible for all control wiring including disconnects interconnections, and conduit. Interconnecting consists of all control wiring, all ductwork, interconnecting pieces of equipment and outside vents, all airlines, and all connections from VA supplied utilities.
3.5.5. All installation and/or modifications of utilities and structures, shall match existing materials. No wooden platforms allowed.
3.5.6. All pipes, vents, drains, electrical boxes, ductwork, and conduit shall be new.
3.5.7. All pipes and ductwork shall be insulated. All conduits and air pipes shall not be painted. All vents and drains shall be painted. All insulation shall be wrapped with white PVC plastic as indicated below. PVC covering shall be a minimum .030” thickness. Flow markings and identification of all pipes, vents, ductwork, and airlines to equipment shall be appropriately marked with a minimum of two (2) inch letters. Spray-painting stencils is not acceptable.

3.5.8. Installation of piping, sleeves, inserts, hangers, and equipment shall be in accordance with the installation design drawing and shall be sealed by a licensed professional Architect and Engineer, which were previously approved by the COR. In the installation design drawing the contractor shall locate drains, piping, sleeves, inserts, hangers, and equipment out of the way of windows, doors, openings, light outlets and other services and utilities. All piping shall be installed to comply with accepted national and local plumbing practices. Mechanical or grooved fittings on mechanical piping are acceptable.
3.5.9. All drains shall be cleaned.
3.5.10. Install gauges, thermometers, valves, and other mechanical and electrical devices for ease of reading, operating, and maintaining. Servicing shall not require dismantling of adjacent equipment, electric or pipe work.
3.5.11. Valve Tags - Furnish and install valve tags on all compressed air, gas and water valves on equipment and connection points. Tags shall be engraved with identification (gas, air etc.), black filled identification, numbers, and letters not less than ½ inch high for number designation and not less than ¼ inch for service designation on 19 gauge 1-1/2-inch round brass disc; tags shall be attached with brass hooks or brass chain.
3.5.12. The contractor shall provide two (2) valve lists on typed plastic-coated cards, sized 8-1/2-inch X 11 inch showing tag number, valve type, valve function and location area of valve for each service or system to the COR.
3.5.13. Equipment, motors, piping, ductwork and any other components or materials shall be protected against physical damage from carts with guardrails supplied by the contractor.
3.5.14. Belts, chains, pulleys, couplings, motor shafts, gears or other moving parts shall be fully guarded in accordance with OSHA 1910.219. Guard parts shall be rigid and suitably secured and be readily removable without disassembling the guarded unit.
3.6. A minimum clearance of 36 inches between moving parts and fixed objects and 24 inches between non-moving parts and fixed objects is required in accordance with OSHA 1910.219. All conveyor rollers shall have roll caps installed and guards will be provided under all conveyors.
4. Plumbing and Electrical Installation requirements
4.1. Plumbing
4.1.1. Grooved or mechanical fittings allowed on piping. No compressed fittings on domestic water lines.
4.1.2. The contractor shall not use cast iron fittings, and components or malleable/ductile fittings anywhere in the high-pressure and medium pressure steam system (15 psi or above). The contractor shall only use cast steel or forged steel fittings and components, in accordance with applicable VA Master Specifications found at https://www.cfm.va.gov/til/spec.asp.
4.1.3. Traps
| The contractor shall provide traps on all sanitary branch waste | |
| connections from fixtures or equipment not provided with traps. Exposed brass shall be polished brass chromium plated with nipple and set screw escutcheons. Concealed traps may be rough cast brass. Slip joints are not permitted on sewer side of trap. Traps shall correspond to fittings on cast iron soil pipe or steel pipe respectively, and size shall be as required by connected service or fixture. |
4.1.4. Back Flow Preventers
4.1.4.1. The contractor shall provide a back flow prevention device at any point in the plumbing system where the potable water supply comes in contact with a potential source of contamination. Device shall be certified by the American Society of Sanitary Engineers (ASSE). Listed below is a partial list of connection to the potable water system which shall be protected against back flow or back siphonage.
4.1.4.2. Atmospheric Vacuum Breaker.
4.1.4.3. Hose bibs and sinks with threaded outlets.
4.1.5. Shock or Water Hammer Arrestors
4.1.5.1. Contractor shall conform to the standards from Plumbing and Drainage institute (PDI) Water Hammer Arrestors (WH) Standard PDI-WH201, American Society of Sanitary Engineers (ASSE) 1010, or American Society of Mechanical Engineer (ANSI) A112.26.1, size as required. Units shall be the standard factory prefabricated products of a manufacturer regularly engaged in the production of such devices.
4.1.5.2. New arrestor assemblies are required to be installed at each hot and cold water inlet point.
4.2. Plumbing Installation
In accordance with the National Standard Plumbing Code, 2021 Edition.
4.2.1. Pipe saddles shall be installed on the outside of all insulation and PVC coverings.
4.2.2. Escutcheons shall be installed at all floors, wall and ceiling locations that pipe, conduits, vents and ductwork penetrate.
4.2.3. Pipe shall be round and straight. Cutting shall be done with proper tools. Pipe, except for plastic and glass, shall be reamed to full size after cutting.
4.2.4. All pipe runs shall be laid out to avoid interference with other work.
4.2.5. Install valves with stem in horizontal position whenever possible. All valves shall be easily accessible.
4.2.6. Piping shall conform to the following:
Waste, Storm Water Drain and Vent: Drain to main stack as follows:

4.2.7. Exhaust Vent
Extend exhaust vents separately through roof. Sanitary vents shall not connect to exhaust vents.
4.2.8. Insulation Requirements
Unless specified in other sections of the Technical Specifications, cellular glass insulation is required for hot water piping. A minimum 1.5 inches thick for hot water is required. All Insulation on piping and equipment shall be terminated square at items not to be insulated, access openings and nameplates. Cover all exposed raw insulation with sealer or jacket material that does match the color of the insulation.
4.3. Water Piping
4.3.1. Interior domestic water piping shall be copper tube, type L drawn per ASTM B88. Fittings for copper tube must be wrought copper or bronze castings conforming to ANSI B16.18 and B16.22. Unions shall be bronze in accordance with federal specification WW-U-516 with solder or braze joints including adapters for joining screwed pipe to copper tubing.
5. Electrical
5.1. Electrical Installation
5.1.1. Conduits, Fittings, and Electrical Wire
5.1.1.1. All electrical installations shall conform to requirements of the National Electrical Code (NEC).
5.1.1.2. Install a new power disconnect box for each piece of equipment.
5.1.1.3. All electrical wire shall be copper, heat resistant grade, thermoplastic insulated. Control wiring shall be (stranded) Thermoplastic High Heat Nylon (THHN)/Thermoplastic Heat and Water-Resistant Nylon (THWN) or equal. Intermediate wall conduit is required. Provide conduit trapeze hangers.
5.1.1.4. All power wiring shall have a minimum conduit size of 3/4-inch in diameter. Color coding of all wiring shall be in accordance with established NFPA 70.
5.1.1.5. All low voltage communication wire used for data management systems, liquid supply systems and intercoms shall be installed in minimum 3/4-inch diameter protective conduit. Wire nuts shall not be used for any connections.
5.2. Electrical Wiring Installation
In accordance with NFPA 79 – Electrical Standard for Industrial Machinery 2021 edition:
5.2.1. Wiring shall not be cut, abraded, nor have excessive insulation stripped, and shall be properly and tightly joined at terminals.
5.2.1.1. Wire nuts shall not be used, and solderless connectors shall have insulation grip. Wiring shall have adequate slack to provide strain relief. Wire nuts are only acceptable for electrical installation of motors and terminal boxes.
5.2.1.2. Wiring shall be provided between motors, controllers, timers, pushbuttons, starters, and limit switches installed on or within the equipment and shall be done with materials specified as applicable, except liquid tight flexible conduit shall be used where required for belt adjustment by moving a motor or for vibration isolation.
5.2.1.3. Compression fittings are permissible for installation.
5.2.1.4. All writing shall terminate in connection boxes with provisions for connections beyond the machine; each conductor shall be identified by a different color.
5.3. Electrical Identification Installation
In accordance with NFPA 79 – Electrical Standard for Industrial Machinery 2021 edition:
Install nameplates - center on device, cover plate, or enclosure.
5.3.1. Use power source designations defined in the Technical Specifications. Indicate electrical power loads served using designations from electrical schedules and designations from the appropriate trade furnishing the equipment served.
5.3.2. Lettering shall include name of equipment, the specific unit number, and any reference to ON/OFF or other instructions that are applicable.
5.3.3. All labeling shall be on laminated phenolic nameplates.
5.3.4. Nameplates shall be laminated phenolic with a Blue surface (480 Volts)/Black surface (208 Volts) and white core. Use 1/16-inch thick material for plates up to 2 inch X 4 inch. For larger sizes, use 1/8-inch thick material.
5.3.5. All 4-plex outlets and boxes shall be marked with the electrical panel, circuit, and branch identification.
5.4. Electrical Protection
The contractor shall provide any protective methodology or devices necessary to protect the equipment from:
5.4.1. Damage due to electrical power problems, including brownouts, emergency power interruptions, electrical surges, sags, and electrical storms.
5.4.2. Any equipment located outside the building or on the roof shall have lightning protection installed.
5.4.3. Data loss due to electrical power problems. All equipment electronics shall be protected with a power monitor hook-up point and power monitor.
5.4.4. Existing equipment that will be re-used shall be protected from damage during installation up to and including removal and replacement where necessary to facilitate installation of new equipment.
5.4.5. Uninterrupted Power Supply (UPS) shall be installed for all equipment supplied. (Minimum 2-hour back-up)..
6. Installation Requirements
6.1. Approval for the contractor to proceed with installation shall be contingent upon the acceptance of design submittals and written notification to proceed with installation from the COR.
The contractor shall be responsible for determination of, and compliance with, federal, state, and local code requirements, design data, and other factors necessary to design and install the system at each location.
6.2. The contractor shall verify the location of extant utilities and shall specify any additional utilities required or any utilities which require relocation or removal. The contractor shall connect to designated utilities in a manner conforming to a nationally recognized code and at a time satisfactory to minimize or preclude disruption to existing functions or clinical services.
6.3. The contractor shall be responsible for installation, which consists of assembling, positioning, and mounting of all equipment and connections of all cables. The contractor is responsible for furnishing and pulling all interconnecting wiring and cabling, including wiring, and cabling to be pulled through conduit and raceways. It is the responsibility of the contractor to install junction boxes; wall/ceiling mounts and support structures it has supplied.
6.4. The contractor shall provide qualified field engineers or technicians to conduct all necessary tests during installation.
6.5. It shall be the contractor's responsibility to inform the CO and COR of any problems as they occur in connection with the installation, or any issues which will affect optimum performance, and shall be reported prior to the start of installation. Installation shall not proceed under such circumstances until authorized by the CO.
7. Availability of Parts and Service
The contractor shall guarantee availability of servicing and replacement parts for a period of ten (10) years.
8. Incorporation of Documents
The following documents are hereby incorporated by reference and made a part of this solicitation.
The equipment and installation supplies shall conform to the following standards:
· Air Moving and Conditioning Association, Inc. (AMCA) Standards, 2009 Edition.
· American National Standards Institute (ANSI), 2021 Edition. Z8.1-2006 Safety Requirements for Commercial Laundry and Dry Cleaning Operations.

B.3 TECHNICAL SPECIFICATIONS
Item # 1 – Non-Production 120/130 Pound Soft-Mount Washer Extractor:
The washer-extractor shall be of the shell and cylinder type. The washer-extractor shall be designed for hand loading and unloading with a minimum amount of effort from employees. The washer extractor will not be considered production but will need to be interfaced with the existing liquid supply injection system.
1. The washer shall have 480-volt power disconnect boxes. Install a red warning indicator and a lock-on device on the handle of the branch circuit breaker for the power supply circuit for the washer to within six (6) feet of the floor. Electrical characteristics - 480 volts, 3 phase, 60 cycles.
2. Unit shall have thermostatically controlled automatic hot water injection.
3. Within the design of the laundry facility, the new washer shall be located where the existing washer is currently located. The contractor shall be responsible for all utility connections to the equipment.
4. Regardless of supplier, a Class 1 - Liquid supply system will be interfaced for the dispensing of eight (8) types of laundry chemicals followed by a freshwater flush capability.
5. A door shall be provided with a window of heat-treated glass capable of resisting high mechanical and thermal shock.
6. Automatic thermal overflow cool down required.
7. Pipe and connections are to be furnished for utilizing a liquid supply system.
8. Audible and visual alarm at end of cycle for loading and unloading.
9. Automatic cycle control is required to be color touch screen/microprocessor type. The control shall utilize a solid-state timing system.
10. Machines shall be equipped with an illuminating when activated emergency stop button. Normal stop and emergency stop buttons shall be colored red. A yellow background with legend shall also be installed with each emergency stop button.
11. Steam injection is required.
12. Provide 4-Plex (120v) Ground-Fault Interrupter (GFI) receptacles at equipment location for mechanic’s use.
13. Washer shall have a color touch screen control and information system” that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics and automatic cycle control type. Balancing of load prior to extraction is required. Washer shall be capable of being programmed for wash loads.
14. Washer-extractor shall be vented to the outside.
15. An hour meter shall be installed on the washer that will show actual hours of run time of the washer.
16. Washer extractor shall have a beacon LED rotary light (colored Amber) identifying end of wash cycle for the hearing impaired. Washer shall also have an audible alarm to indicate when wash cycle has ended.
17. A blow-down device will be installed within the washer location. A minimum (1 each) and shall be capable of reaching around the washer. This device(s) shall include:
a. A gauged air pressure regulator, with quick disconnect, capable of regulating air pressure from 0 PSI to 30 PSI.
b. Minimum 50-foot length of heavy duty reinforced non-kink air hose on an automatic retractable reel.
c. Trigger operated air nozzle with any necessary extensions for reaching hard to reach areas.
d. Locations of the blow down device(s) shall be depicted on drawings.
18. Each wash program shall be listed on a printed card or paper showing the items wash program (EXAMPLE BELOW):
Example – Program 1 – Micro Mops – 130 degrees – Wash Time 35 min – Extract Time 8 minutes on a laminated card or paper and attached to the washer for the employees use.
B.4 LIST OF DELIVERABLES
A. The deliverables listed in Section 1, Installation Design Drawing (a) shall be provided 45 days after award.
1. INSTALLATION DESIGN DRAWING
a. The contractor is responsible for visiting the site of installation after award, to survey power and other utility requirements, room dimensions and other physical characteristics necessary for the installation design drawing. The contractor shall provide the CO and the COR an installation design drawing in pdf format to include, but not limited to, all utilities, plumbing, mechanical, electrical, etc., to show the installation requirements for each piece of equipment. The drawing shall be 1/4 inch scale drawing of the Textile Care Processing Facility (TCPF) equipment layout.
Drawing shall include structural information consisting of engineering design calculations for the awarded equipment being installed and to the adjacent equipment (to show that equipment will fit into the location or space available), i.e. mechanical, electrical, plumbing, and general contractor.
Note: The installation design drawing shall be sealed by a licensed professional Architect-Engineer.
B. The deliverables listed in Section 2, Manuals and electronic copies (a-i) shall be provided at time of equipment delivery.
2. MANUALS AND STORAGE DEVICES
a. The contractor shall provide two (2) operation/service (maintenance) manuals and two (2) storage devices with each piece of equipment to the COR. At a minimum, the manual(s) shall be bound and identical to the manual(s) provided to the manufacturer's designated field service representative as well as comply with all the requirements in paragraphs (a) through (i) of this section. Sections, headings, and section sequence identified in (a) through (i) of the listed deliverables are typical and may vary between manufacturers. Variances in the sections, headings, and section sequence, however, do not relieve the manufacturer of their responsibility in supplying the technical data called for therein.
b. Title Page and Front Matter: The title page shall include the equipment nomenclature, model number, effective date of the manual and the manufacturer's name and address. If the manual applies to a particular version of the equipment only, the title page shall also list the equipment's serial number. Front matter shall consist of the Table of Contents, List of Tables, List of Illustrations, and a frontispiece (photograph or line drawing) depicting the equipment.
c. Section I, General Description: This section shall provide a generalized description of the equipment or devices and shall describe its purpose or intended use. Included in this section will be a table listing all pertinent equipment specifications, power requirements, environmental limitations, and physical dimensions.
d. Section II, Installation: Section II shall provide pertinent installation information. It shall list all input and output connectors using applicable reference designators and functional names as they appear on the equipment. Included in this listing will be a brief description of the function of each connector along with the connector type. Instructions shall be provided as to the recommended method of repacking the equipment for shipment (packing material, labeling, etc.).
e. Section III, Operation: Section III shall fully describe the operation of the equipment and shall include a listing of each control with a brief description of its function and step-by-step procedures for each operating mode. Procedures shall use the control(s) nomenclature as it appears on the equipment and shall be keyed to one or more illustrations of the equipment. Operating procedures shall include any preoperational checks, calibration adjustments and operation tests. Notes, cautions and warnings shall be set off from the text body so they may easily be recognizable and will draw the attention of the reader. Illustrations should be used wherever possible depicting equipment connections for test, calibration, patient monitoring and measurements. For large, complex and/or highly versatile equipment capable of many operating modes and in other instances where the Operation Section is quite large, operational information may be bound separately in the form of an Operators Manual. The providing of a separate Operators manual does not relieve the supplier of their responsibility for providing the minimum acceptable maintenance data specified herein.
Where applicable, flow charts and narrative descriptions of software shall be provided. If programming is either built-in and/or user modifiable, a complete software listing shall be supplied. Equipment items with software packages shall also include diagnostic routines and sample outputs. Submission information shall be given in the Maintenance Section to identify equipment malfunctions which are software related.
f. Section IV, Principles of Operation: This section shall describe in narrative form the principles of operation of the equipment. Circuitry shall be discussed in sufficient detail to be understood by technicians and engineers who possess a working knowledge of electronics and a general familiarity with the overall application of the devices. The circuit descriptions should start at the overall equipment level and proceed to more detailed circuit descriptions. The overall description shall be keyed to a functional block diagram of the equipment. Circuit descriptions shall be keyed to schematic diagrams discussed in paragraph (h) below. It is recommended that for complex or special circuits, simplified schematics should be included in this section.
g. Section V, Maintenance: The maintenance section shall contain a list of recommended test equipment, special tools, preventive maintenance instructions, including calibration procedures and tools, and corrective information. The list of test equipment shall be that recommended by the manufacturer and shall be designated by manufacturer and model number. Special tools are those items not commercially available or those that are designed specifically for the equipment being supplied. Sufficient data shall be provided to enable their purchase by VA. Preventive maintenance instructions shall consist of those recommended by the manufacturer to preclude unnecessary failures. Procedures and the recommended frequency of performance shall be included for visual inspection, cleaning, lubricating, mechanical adjustments, and circuit calibration. Corrective maintenance shall consist of the data necessary to troubleshoot and rectify a problem and shall include procedures for realigning and testing the equipment. Troubleshooting shall include either a list of test points with the applicable voltage levels or waveforms that would be present under a certain prescribed set of conditions, a troubleshooting chart listing the symptom, probable cause and remedy, or a narrative containing sufficient data to enable test technician or electronics engineer to determine and locate the probable cause of malfunction. Where applicable, program information shall be provided so that equipment programming can be reprogrammed or reloaded as needed. Data shall also be provided describing the preferred method of repairing or replacing discrete components mounted on printed circuit boards or located in areas where special steps must be followed to disassemble the equipment. Procedures shall be included to realign and test the equipment at the completion of repairs and to restore it to its original operating condition. These procedures shall be supported by the necessary waveforms and voltage levels, and data for selecting matched components. Diagrams, either photographic or line, shall show the location of printed circuit board mounted components.
h. Section VI, Replacement Parts List: The replacement parts list shall list, in alphanumeric order, all electrical/electronic, mechanical, and pneumatic components, their description, value and tolerance, true manufacturer and manufacturers' part number.
i. Section VII, Drawings: All wiring and schematic diagrams shall be included. The drawings shall depict the circuitry using standard symbols and shall include the reference designations and component values or type designators. Drawings shall be clear and legible and shall not be engineering or production’s sketches.
C. The deliverables listed in Section 3, Training of Operating/Maintenance Personnel (a-b) shall be provided at the time of installation completion.
3. TRAINING OF OPERATING/MAINTENANCE PERSONNEL
a. The contractor shall provide a list of the training materials prior to commencement of training to be provided to the COR.
b. The contractor shall provide one (1) calendar days of on-site training of end user(s) in operation and care of the awarded equipment. This training shall be provided by qualified contractor representatives from the equipment manufacturer and shall include actual demonstration and operation of the equipment, preventive maintenance, and any adjustments or other actions which may be undertaken by operating personnel in the event of equipment failure.
D. The deliverables listed in Section 4, Equipment manufacturer’s written procedures for lock-out and tag-out and Technical Certificates of Compliance (a-b) shall be provided at the time of initial inspection.
4. EQUIPMENT MANUFACTURER’S WRITTEN PROCEDURES FOR LOCK-OUT AND TAG-OUT AND TECHNICAL CERTIFICATES OF COMPLIANCE
a. The contractor shall include two (2) copies of the equipment manufacturer’s written procedures for lock-out and tag-out and Permit Required Confined Space (PRCS) requirements for the awarded equipment. The procedures shall be bound in a book/binder.
E. The deliverables listed in Section 5, As-Built drawing (a), and Section 6 List of Consumables, and Schedule of Preventative Maintenance (a-c) shall be provided at the time of acceptance.
5. AS-BUILT DRAWING
a. The contractor shall provide the CO and the COR an As-Built drawing in pdf format at completion of the project.
Note: The As-Built drawing shall be sealed by a licensed professional Architect-Engineer.
6. LIST OF CONSUMABLES, AND SCHEDULE OF PREVENTATIVE MAINTENANCE
a. The contractor shall provide the CO and the COR with a list of recommended spare parts for the awarded equipment plus expendables for one (1) month’s operation.
b. The contractor shall provide the CO and the COR a list of consumables for the awarded equipment by part number and quantity.
c. The contractor shall provide the CO and the COR a preventive maintenance schedule to include frequency and duration of downtime for the awarded equipment.

SECTION C - CONTRACT CLAUSES
ADDENDUM to FAR 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES The following clauses are incorporated into 52.212-4 as an addendum to this contract:
1. Acceptance Procedures:
Prior to acceptance of the goods or services provided under this contract, inspection and testing will be performed by the Government in accordance with this clause. For purposes of determining the payment due date under this contract, and for no other purpose, the date of acceptance of the goods or services provided under this contract shall be the actual date of acceptance by the Government or the number of days after request for inspection indicated herein, whichever is earlier, provided delay in acceptance is not the fault of the contractor.
a. The contractor shall furnish, upon completion of installation, a written notice request for inspection to the CO and COR via email. Final acceptance of the equipment and installation shall be based upon an inspection and test to be performed within thirty (30) calendar days from date of receipt of request for inspection. If equipment passes inspection, the Government will accept installation with a warranty date commencing the date of the final acceptance inspection.
