B.2 SCHEDULE OF SUPPLIES & DELIVERY

This will be a single award contract and 100% SDVOSB set aside. The line items must be delivered within 120 days after receipt of award. Installation of the equipment shall be within 120 days after delivery of equipment. A shakedown period of 30 days must be included in the installation period. Removal of any trade-in equipment shall be the contractor’s responsibility and must be removed prior to delivery of new equipment. All items must be installed in accordance with the attached Technical Performance Specifications. Final cost should include the price of each item, installation costs, minus any trade-in value. All trade-ins listed must have a dollar value greater than $0 in order to provide a valid offer for each line item.

This will be a single award contract. Any Requests for Information must be submitted at least seven calendar days prior to the closing of the solicitation. This acquisition covers equipment replacement, layout, furnishing, installation, electrical, Air Balancing and insulation of duct work and piping of equipment within an existing textile care processing facility located at:

Department of Veterans Affairs Medical Center 10000 Bay Pines Blvd Laundry Building – 13 Bay Pines, FL 33744

The contractor will be responsible for the removal of all trade-in equipment from the textile care processing facility and the replacement of existing equipment within the new floor plan of the facility.

The contractor shall furnish all supervision, labor, equipment, tools, safety, hoisting and supplies necessary to meet the terms and conditions of this contract in accordance with the Statement of Work (SOW). This SOW includes removal of trade-in equipment, delivery, installation and training of new laundry equipment installed at the VA Medical Center, Bay Pines, FL, in conformance with the attached Technical Performance Specifications. All items provided by the contractor shall be new. Upon completion of installation, Equipment Management Specialists, from Environmental Programs Service, Department of Veteran Affairs Central Office (VACO), will inspect the installation, equipment and production testing of the newly installed equipment as well as the relocated equipment.

Equipment and materials shall be suitable for installation in available space, arranged for safe, efficient, and convenient operation and maintenance (Ref. to Occupational Safety and Health Administration (OSHA) 29 CFR 1910 and National Fire Protection Association) and, with referenced specifications to include a summary of routine preventative maintenance for each piece of equipment.

The contractor shall include two (2) copies of the equipment manufacturer’s written procedures for lock-out and tag-out and Permit Required Confined Space (PRCS) requirements for all industrial equipment offered. As a minimum, the procedures shall be bound in a book/binder for the manager’s use in training maintenance employees.

The contractor shall supply four (4) lockable wall mounted lock-out and tag-out cabinets with the lock-out/tag-out devices for each piece of equipment offered. The locations of the lockable lock-out and tag-out cabinets shall be one (1) on the clean side of the laundry, one (1) on the soiled side of the laundry, one (1) in the mechanical room and one (1) in the maintenance shop. All lock-out / tag-out and PRCS locations shall be marked and identified on the machine with instructions on lock-out or PRCS procedures for the equipment offered. These instructions/procedures shall be permanently mounted on each piece of equipment. Lock-out / tag-out procedures include all sources of stored energy, including but not limited to: electrical, gas, water, air, hydraulic etc. Relief valves shall be installed for lock-out / tag-out locations to relieve residual air etc.

Number and nomenclature will separately identify all equipment with no less than 2-inch numbers and letters. Each piece of equipment will be separately identified. Example: Hot Water Heater 1, Hot Water Storage Tank etc. The equipment offered shall be made compatible to meet production requirements specified in performance specifications.

Connections to VA supplied utilities shall be from building entry point to new equipment. Penetrations in floors, walls and ceilings not utilized will be filled with existing floor; wall and ceiling like material. All braces, pipes (steam, condensate, water, electrical), conduit and duct work that will not be utilized shall be removed back to the source.

The textile facility will be closed during the project for no longer than 140 days. The contractor will have 24-hour access to the laundry facility seven days a week.

Project Special Requirements:

1. The contractor shall provide all labor, materials, tools, equipment and layout/installation (LI) services necessary for the complete new layout and installation of the new steam-less laundry equipment at the VA laundry in Bay Pines, Florida.

2. The contractor shall provide Heating, Ventilation, and Air Conditioning (HVAC) System Testing and Balancing of the newly renovated and new layout of the laundry facility using the existing HVAC equipment and provide positive and negative air balance between the soiled and clean side of the laundry. The requirements for this HVAC System Testing and Balancing are located in the HVAC section of the SOW (General Installation Requirements #8d).

3. Within the layout of the laundry, the contractor shall move and/or relocate any spot cooling vents to the new work station areas.

4. The existing Central Vacuum System piping/vacuum tubes shall be raised and or relocated within the new layout of the laundry to allow for additional height, if necessary.

5. Within the new layout of the laundry, the contractor shall relocate or add LED lighting for any new work station or storage area as required.

6. The existing 208 Volt electrical service within the laundry is out dated, inefficient and difficult to repair. The contractor shall provide new energy efficient Electrical Service Upgrade to 277/480 Volts for all the new laundry and ancillary support equipment within laundry building 13. The requirements for this upgraded electrical system are located in the electrical section of the SOW (General Installation Requirements #8b).

7. The contractor shall remove all the existing floor tiles throughout the laundry to prevent tripping hazards with the new machine locations throughout the laundry facility. NO new tiles are required for the installation of the new equipment. The requirements for removing the tiles for the installation of the new equipment are located in the flooring section of the SOW.

8. The entire laundry facility is designed for steam-less operation. The removal of the existing building steam heaters shall be removed by the contractor and replaced with gas heaters. All associated steam and condensate piping shall be completely removed.

9. The existing Gardner folding tables shall be relocated to the hand fold area within the new layout of the laundry facility.

10. All valves within the layout of the laundry and equipment shall be ball valves with the appropriate ratings where possible.

11. All old existing steam piping, condensate piping, drain piping, ductwork, vents, hangers, and water piping throughout the laundry and mechanical room shall be removed.

12. Any hookups for utility trailers shall be provided by the contractor.

13. All piping, water, gas, and air shall originate from the new mechanical room to the new equipment. All piping, water, gas, conduit and air shall be new.

14. It is the contractor’s responsibility to acquire all permits required by Pinellas County and the state of Florida for the installation of offered equipment and to meet all Environmental Protection Agency (EPA) requirements.

15. The hot water heaters and thermal fluid ironers shall be equipped with a totalizing non-resettable gas meter. The non-resettable gas meters are required for each hot water heater and thermal fluid ironers to prove fuel consumption is less than the heat input limit in therms per year.

16. All drain piping that is broken, collapsed or inoperable shall be replaced, including any piping that drains outside to the sewer.

17. Waste Material Sorting/Recycling: As much as possible, the contractor shall divert discarded items and other wastes to recycling versus trash disposal. Items which need to be sent for recycling or resale, unless not feasible, include pallets, metals (iron, copper, brass, etc.) cardboard, mercury items, used oil, electronic, rechargeable batteries, wood products or other debris. Also, after recycling, contractors shall provide Bay Pines Contracting Officer Representative (COR) receipts or tickets for the amount (i.e. pounds) of products recycled. No trash disposal of electronics is allowed.

Waste materials and items held for recycling shall be stored prior to pick up in a manner that does not allow the items to become a fire, health, environmental or safety hazard or provide harborage for pests and in a manner consistent with applicable federal state and VA laws and regulations governing such accumulation. Actions include using drip/drain pans, storing liquid wastes or items that rot in closed containers, removing Freon from junked air conditioning, observing OSHA and NFPA limits on sizes of piles of lumber or wood products. Dumpsters larger than one and one-half (1 ½) cubic yards in size must be located at least 10 feet from exterior walls of buildings.

Painted or treated lumber, paint chips, a potential asbestos containing or asbestos contaminated items should not be recycled but shall be disposed of properly. No waste disposal is allowed on Medical Center property.

18. Hurricane Equipment Protection – The Bay Pines campus is susceptible to hurricane damage. As such, all roof mounted equipment and ductwork shall be provided with equipment tie downs for the hurricane protection. All exterior mechanical louvers shall be specified to meet all impact and hurricane codes.

19. Lightning Protection – The Bay Pines campus is susceptible to lightning damage. As such, all roof mounted equipment and ductwork shall be provided with lightning protection.

20. The contractor staging area that is provided by the facility will be enclosed completely with Fencing and fence covering.

General Installation Requirements:

1. Existing utilities shall be utilized to meet the performance requirements of this procurement. Connection points for all equipment shall be from building entry point to all equipment. When existing service lines require demolition, they shall be removed back to the source.

2. VA will supply the main gas line, which will be located at building entry of the textile facility; it will be the contractor’s responsibility to connect their lines at that location. The gas pressure meter outside the laundry is 50 PSI.

3. Should additional utilities be required for the equipment offered, these utilities shall be the responsibility of the contractor. Utilities provided are electric, gas, water, and air.

4. All exposed utility/ductwork/piping systems, control boxes and motors that are exposed to floor traffic shall be appropriately guarded and protected.

5. The contractor shall furnish all labor and materials necessary for storage and installation of new equipment. Installation shall include, but is not limited to:

a. All mounting holes on the equipment must be utilized for anchoring equipment.

b. Any and all penetrations of walls, ceilings and floors for the installation or removal of electrical conduit, pipes, ductwork, liquid supply lines, communication wiring, etc. shall be sealed with an approved fire retardant material (not foam) and shall match existing materials on both sides of the penetration. (e.g., concrete, wallboard, etc.).

c. If required for the installation of offered equipment, structural alterations to the building will be the responsibility of the contractor and must be approved prior by the Contracting Officer via the COR. All installation and/or modifications of utilities and building structures, if required, shall match existing materials. No wooden materials are allowed.

d. Contractor shall be responsible for all control wiring including disconnects interconnections, and conduit. Interconnecting consists of all control wiring, all ductwork, interconnecting pieces of equipment and outside vents, all airlines, and all connections from VA supplied utilities.

e. All pipes, vents, drains, electrical boxes, ductwork, and conduit shall be new. Energy Star rated; motors shall be Federal Energy Management Program (FEMP) rated.

f. All pipes and ductwork shall be insulated. All conduits and air pipes will not be painted. All vents and drains shall be painted. All insulation shall be wrapped with white PVC plastic as indicated below. PVC covering shall be a minimum .030” thickness. Flow markings and identification of all pipes, vents, ductwork and airlines to equipment shall be appropriately marked with a minimum of two (2) inch letters. Spray-painting stencils is not acceptable.

g. Installation of piping, sleeves, inserts, hangers and equipment for this project shall be in accordance with approved design drawings. Locate drains, piping, sleeves, inserts, hangers and equipment out of the way of windows, doors, openings, light outlets and other services and utilities. All piping shall be installed so as to comply with accepted national and local plumbing practices. Mechanical or grooved fittings on mechanical piping are acceptable.

h. Holes through concrete and masonry shall be cut with diamond core or concrete saw.

i. Hole locations shall not adversely affect strength of structural sections such as ribs or beams. Repair of interior and exterior concrete services of existing drain troughs is required. All drains shall be cleaned.

j. Holes shall be laid out in advance for review by appropriate medical center personnel.

k. If necessary to drill through structural sections, a structural engineer shall be contacted by the contractor to determine the proper location.

m. Install gauges, thermometers, valves and other mechanical and electrical devices with due regard for ease of reading, operating and maintaining. Servicing shall not require dismantling of adjacent equipment, electric or pipe work.

n. Valve Tags: Furnish and install valve tags on all air, gas and water valves on equipment and connection points. Tags shall be engraved with identification (gas, air etc.), black filled identification, numbers and letters not less than ½ inch high for number designation and not less than ¼ inch for service designation on 19 gauge 1-1/2 inch round brass disc; tags shall be attached with brass hooks or brass chain.

o. Contractor shall provide two (2) valve lists on typed plastic coated cards, sized 8-1/2 inch X 11 inch showing tag number, valve type, valve function and location area of valve for each service or system to the designated COR and inspectors.

p. Equipment, motors, piping, ductwork and any other components or materials shall be protected against physical damage from carts by guardrails.

q. External Equipment/Motor Protection Filters are to be provided for all air intakes to include but not limited to dryers, washers, electronic boxes, mechanical equipment, etc., Where ever air intakes are located. These are used as a primary pre-filtration defense to help prevent damage and extensive maintenance that large volumes of lint/debris can cause. They are to fit all air intakes, motors etc. and be made of three-dimensional electrostatic media and encased in a 1/8"-3/8" rigid magnetic galvanized steel frame and contain 2 layers of polypropylene media. The media will not shed fibers, absorb moisture or promote bacterial growth; the filter should be designed for UV protected, and stands up to extreme outdoor or indoor exposure, corrosive chemicals, high velocity air flow, as well as industrial cleaning and maintenance handling.

r. Damaged equipment frame, doors, panels, cylinder, cylinder panels, control box etc. shall be placed in operating condition or returned to source of supply for repair or replacement, as determined by the inspectors or contracting officer.

6. A minimum clearance of 36 inches between moving parts and fixed objects and 24 inches between non-moving parts and fixed objects is required in accordance with OSHA 1910.219.

7. Belts, chains, pulleys, couplings, motor shafts, gears or other moving parts shall be fully guarded in accordance with OSHA 1910.219. Guard parts shall be rigid and suitably secured and be readily removable without disassembling the guarded unit.

8. Site Specific Installation requirements:

a. Plumbing:

1) Grooved or mechanical fittings allowed on piping.

2) Valves less than or equal to 2” dia. shall be ball valves; greater than 2” shall be butterfly.

3) No PVC piping unless buried and pre-approved by the COR

4) Always install dense insulation inserts and saddles at hanger supports

b. Electrical:

All electrical within the laundry facility is to be upgraded. The following electrical upgrade is required for the newly renovated laundry equipment:

ELECTRICAL SERVICE UPGRADE TO 277/480V FOR LAUNDRY EQUIPMENT SYSTEM

1. Disconnect and remove (2) existing 1000 ampere, 120/208V, 3-phase, 4-wire overhead feeders from existing 'MDP' to distribution panels '13N-1' and '13N-2' serving the present laundry equipment.

2. Disconnect, remove and relocate (1) 225 ampere, 120/208V, 3-phase, 4-wire overhead feeder serving panel 'AC' to existing 'MDP'. Panel 'AC' provides power to the existing mechanical RTU's and exhaust fans.

3. Disconnect and remove (2) 1600 ampere, 120/208V, 3-phase, 4-wire laundry distribution panels '13N-1' and '13N-2' from existing electrical room 12A.

4. Assume loop feed on existing transformer is vacant and can be used for new pad mount.

5. Furnish and install new pad mounted transformer at 12.47kV 'delta' primary to 277 /480 'wye' secondary.

6. Excavate and install underground primary electric to new pad mount transformer using load break elbows for termination.

7. Provide above ground concrete vault for new pad mount transformer per VA specifications.

8. Excavate and install underground secondary electric to new 277 /480V switchgear in existing electrical room 12A.

9. Furnish and install new switchgear in existing laundry building (#13) electrical room 12A sized for future laundry equipment as well as existing HVAC equipment including the (3) exterior chillers.

10. Provide a concrete pad under the new 277 /480V switchgear in the existing electrical room 12A.

11. Use NO conduit less than ¾” in diameter

12. Panels are to be labeled for all circuits and identify each with its feed

13. No flex conduit allowed unless for lighting only (lighting whips cannot exceed 2’ in length).

14. Compression fittings allowed.

15. Always supply grounding kits with VFDs.

PROTECTION:

The contractor shall provide any protective methodology or devices necessary to protect the equipment from:

1. Damage due to electrical power problems, including brownouts, emergency power interruptions, electrical surges, sags and electrical storms.

2. Any equipment located outside the building or on the roof shall have lightning protection installed.

3. Data loss due to electrical power problems. All equipment electronics shall be protected with a power monitor hook-up point and power monitor.

4. Existing equipment that will be re-used shall be protected from damage during installation up to and including removal and replacement where necessary to facilitate installation of new equipment.

5. Uninterrupted Power Supply (UPS) shall be installed for all computer equipment. (Minimum two- hour back-up) Electrical Installation:

Installation shall be in accordance with the National Electrical Code (NEC 70-11).
Install a new power disconnect box for each piece of equipment offered.

Conduits, Fittings, and Electrical Wire:

All electrical installations shall conform to requirements of the NEC.

1. All electrical wire shall be copper, heat resistant grade, thermoplastic insulated. Control wiring shall be (stranded) THHN/THWN or equal. Intermediate wall conduit is required. Provide conduit trapeze hangers.

2. All power wiring shall have a minimum conduit size of ¾ inch in diameter. Color coding of all wiring shall be in accordance with established VA Bay Pines criteria.

3. All low voltage communication wire used for data management systems, liquid supply systems and intercoms shall be installed in minimum 3/4 inch diameter protective conduit. Wire nuts shall not be used for any connections.

Electrical Wiring: Wiring shall not be cut, abraded, nor have excessive insulation stripped, and shall be properly and tightly joined at terminals.

1. Wire nuts shall not be used and solderless connectors shall have insulation grip. Wiring shall have adequate slack to provide strain relief. Wire nuts are only acceptable for electrical installation of motors and terminal boxes.

2. Wiring shall be provided between motors, controllers, timers, pushbuttons, starters and limit switches installed on or within the equipment and shall be done with materials specified as applicable, except liquid tight flexible conduit shall be used where required for belt adjustment by moving a motor or for vibration isolation.

Electrical Identification:

Nameplates - center on device, cover plate, or enclosure. Installation shall be in accordance with the National Electrical Code (NEC).

1. Use designations defined in the contract documents. Indicate loads served using designations from electrical schedules and designations from the trade furnishing the equipment served.

2. Lettering shall include name of equipment including the textile care processing equipment, the specific unit number, and any reference to ON/OFF or other instructions that are applicable.
