TECHNICAL/PERFORMANCE SPECIFICATIONS

ITEM # 1 – NON-RECESSED FLOOR SCALES: Furnish and install two (2) each non-recessed floor scales. One (1) scale shall be installed outside on the soiled dock of building 13 and One (1) non-recessed scale shall be installed on the clean side of the laundry with a minimum weight capacity of 3000 pounds. The scale located on the outside loading dock shall also include a protective cover for inclement weather conditions. The existing recessed scale pits on the soiled side of the laundry and the clean side of the laundry shall be filled with like floor materials and level with floor.

The scales shall calculate pounds to pieces and include a wall mounted storage cabinet with shelves, lockable doors, digital display and color printer. The storage cabinet shall be identified with 2 inch letters. A stand up work-station desk with chair shall be provided at each scale location.

Scales must be capable of displaying and printing to the half (1/2) pound measurements. Color printer(s) shall print date, time of day, gross weight, tare weight, net weight.

Scale system shall include Centralized Data Collection system that shall be located in the Textile Supervisors office in building 13. A color printer shall also be provided to print reports.

ITEM # 2 – AUTOMATED SOILED STORAGE/SORTING SYSTEM: Furnish and install new, one (1) automated Soiled Storage/Sorting System.

2A. – Soiled Storage and Automated Sorting System

Furnish 1 (system). The complete soil storage and sorting conveyor system shall be of such material and construction, and so designed, to withstand daily clean up and disinfecting of all soiled textile contact surfaces without damaging the system or its components.

The system shall consist of the following:

· Break-up Station: Furnish new one (1) manual break-up station at the bottom of the soiled storage conveyor. The bottom of the conveyor panel shall be two (2) feet in height. A cart guard shall also be installed at the bottom of the conveyor to protect the storage conveyor from damage from carts. Employees will break-up linen bags on to the soiled storage conveyor from linen carts. A section at the end of the soiled storage conveyor system shall be designed to allow two (2) employees access to empty soiled bags on to the soiled conveyor. The work station shall be provided with an illuminated (when activated) emergency stop button (colored RED). Emergency stop buttons shall have a yellow background with legend.

· Soil Storage Conveyor: Furnish and install new, one (1) each soiled storage conveyor. The storage capacity of this system will be based on 20 percent of the daily wash system production which is approximately 26,600 per day.

a. Calculations representing 500 pounds per productive employee hour will be utilized as the evaluation factor examining the design and operation of these systems. The storage conveyor shall be designed to prevent any spillage. Storage conveyor shall be equipped with an illuminated (when activated) emergency stop button (colored RED) with legends located within 25 feet of work station. Emergency stop buttons shall have a yellow background with legend. Emergency conveyor stop cords used for all conveyors shall also include a red light (when activated) with yellow background with legend

b. The conveyor will operate automatically and advance in increments without manual attention. The storage conveyor shall also have a manual jog button installed.(forward and reverse) Calculations for flat-belts for textile storage will be based on 7 pounds per cubic foot. The incline soiled storage conveyor shall be designed with a manual break-up station at the bottom of the soiled storage conveyor and automatically advance linen in increments. The system shall be designed to allow employees to manually break-up/empty soiled linen bags onto the storage conveyor which will automatically convey textiles to the transfer conveyor.

· Transfer Conveyor: Furnish and install one (1) each soiled transfer conveyor that shall connect the soiled storage and soil sorting conveyor and have appropriate side guards to prevent spillage and allow for proper transfer of textiles to the sorting conveyor. Any angle necessary for the transfer conveyor shall be such to ensure positive transfer of pieces without work flow disruption.

a. The transfer conveyor shall be designed to prevent pieces of textiles, i.e., wash cloths, towels, sheets, blankets, uniforms, mops, etc., from jamming between the transferring to the conveyor and the transfer to the soil sorting conveyor. Transfer conveyor shall not be utilized to calculate storage.

b. The system shall be designed for the employee to manually jog (forward and reverse) in the event of a jam.

· Automated Sorting System with Sort Stations: Furnish new, one (1) Automated Sorting System with Sort Stations. The sorting system/stations must maintain account segregation and to purge under loaded batches automatically at the end of each account. There are a minimum of 12 classifications. All Sorting Stations must comply with the following:

a. All parts of the sorting stations that come into contact with linen MUST be produced from manufacturers standard products (i.e. steel and belts) and be able to be cleaned with a heavy duty disinfectant.

b. The volume of the Sorting Stations must be sized to hold one batch of the bulkiest category.

c. The Sorting Stations must weigh to an accuracy of +/-3%.

d. Each Sorting Station must include a Color Display that will be capable of displaying the following information;

(1) Article description and photograph.

(2) Account information.

(3) Linen item weight.

e. Overload protection must be included to prevent an overloaded batch of linen going into the Soil Storage System.

f. The sorting system shall include a sufficient classification work areas that reflect a minimum of 20% of the daily wash system production and provide 20% additional sling bags for back up for the soiled side storage.. Once textiles are sorted into holding areas other conveyors will automatically pick up rated loads and transport these textiles automatically to the classified soiled storage rails. The system must interact with the wash systems loading indicators/computers. The system will be designed to accommodate CWES and new 200/300lb. open pocket washer extractors. Calculations representing 500 pounds per productive person hour will be utilized as the evaluation factor. The system will be designed to prevent spillage from all points of the operation.

g. The sorting conveyor shall be equipped with a photo cell feature to prevent textiles from dropping to the floor at the end of the conveyor. Furnish a large trash receptacle at the end of the sorting conveyor to collect falling trash automatically from the sorting belt. Furnish three (3) each, five (5) quart sharp containers on sorting platform work area. Furnish and install three (3) each large trash receptacles on safety rail behind sorting stations.

h. The platform for soiled sorting system shall be easily accessible by stairs and include rigid/sturdy safety handrail(s) painted yellow. The steps and platform shall be steel plate and covered with a 1/4 inch slip resistant, non-corroding, rubberized with urethane coating, anti-fatigue surface with color coded safety lanes.

ITEM # 3 – AUTOMATED SOIL STORAGE/MONORAIL SYSTEM: – Furnish and install One (1) new automated soil storage/monorail system on the soiled side of the textile care processing facility. The Soil Storage monorail/storage system shall be based on a minimum 20% of the daily wash system production.

· System shall be designed and capable of calling off stored classified linen to the Continuous Wash Extract System (CWES’) for automatic loading of the CWES loading conveyor. . The soiled monorail system shall also be capable of sling loading the non-production washer extractors manually by employees.

· Any lift station required within the soiled side system shall have rigid/sturdy safety guard rails for around the lift station area to prevent employees from walking into lowered lifting rails. Safety rails shall be painted SAFETY YELLOW.

· Monorail lift stations shall be equipped with a safety lock device to prevent the lifting rail from falling in case of power or air loss or chain/cable break. All work shall be transported automatically without any assistance by employees to storage areas and wash systems from lift stations.

· Rail selection shall be accomplished automatically electrically or pneumatic from lift stations.

Rail: The Rail (or Track) can be produced from the manufacturer’s standard materials.

Suspension Brackets (If offered with system) Suspension Brackets that connect the Rail to the support structure shall be made from the manufacturers standard materials. Painting or plating is approved methods of protection. Damage of any coatings during installation shall be repaired with a coating system matching color and durability characteristics of the original coating. The Rail Suspension must include sufficient sway bracing to prevent sideways movement of the rail during transport of bags.

Bag / Sling Assemblies: ALL Bag Assemblies must be equipped with the following;

· Removable trolley wheels and bearings for ease of maintenance.

· Easily removable bags for cleaning.

· Bags must be capable of handling the specified batch weight of all linen classifications including specified soil or moisture levels.

Bag Stops:

· Bag stops must be capable of stopping the bags and preventing the release of multiple bags in the event of a break in electric or pneumatic supply to the system. The system shall be designed to make it possible to make minor adjustments to the location of stops easily on site and without the removal of rails.

Trolley Sensing Devices:

· Trolley Sensing Devices must utilize non-contact, inductive type Proximity Sensors. Sensors that are operated mechanically will not be permitted.

Monorail Control Systems:

· The soiled rail system must be controlled by an industrial Programmable Logic Controller (PLC) linked to a Computer Terminal.

Sling in Transit Alert:

· The rail system (Soil Side) shall be equipped with an audible and rotary LED light (colored Amber) warning device to indicate the sling is in transit and signage shall be provided by contractor to alert staff not to enter area when alarms are activated. The lights and alarms shall stay activated while in transit over employee walk areas.

Soiled Side Computer Terminal:

· One Computer Terminal must be provided with the soiled side system and must be mounted in an enclosure. The enclosure shall be set up as a standing workstation with a tilted work surface large enough to support a keyboard and notebook and shall house the computer, monitor and color LaserJet printer. The enclosure may be custom built or pre-fabricated but shall be finished cabinetry capable of withstanding a moist environment. No particle board cabinetry will be accepted.

· The Computer Terminal will provide a color graphical representation of the system, user interface and a data base for statistical reporting.

· The monitor for the computer terminal shall be an LCD, anti-glare, large flat screen panel.

Programmable Logic Controllers (PLCs):

· The soiled side system will be controlled by a main brand industrial PLC that will be mounted in an IP54 rated control cabinet.

· The Soiled PLCs must be linked via an Ethernet connection by the supplier. This connection will allow the visualization and control of the Soiled System from the Soil Computer Terminal and vice versa.

· UPS battery back-up must be included to protect against data loss in the event of a power outage, 2 hour minimum.

Maintenance and By-pass Monorail Sling Rail:

· A maintenance sling rail system shall be installed within the soiled monorail system. The maintenance monorail section shall be designed to allow inspection and maintenance to be performed on trolleys, bags, ropes etc. Upon completion of maintenance to the slings, trolleys etc., a lift station shall be connected to the maintenance rail to allow the sling to return to the empty sling bag storage rail. A by-pass rail shall also be provided.

Empty Sling Bag Storage:

· Provisions must be made to store all bags in the Empty Bag Storage System. This is necessary in order for the Full Bag Storage System to be completely emptied.

SYSTEM MUST BE ENGINEERED AND SEALED BY A LICENSED ENGINEER TO COORDINATE STRUCTURAL DESIGN WITH STRUCTURAL LOAD PARAMETERS FROM EITHER THE ROOF STRUCTURE OR FLOOR SUPPORTS.

· All slings furnished shall be colored Blue with VA Logo in the soiled area of the textile care processing facility.

· The monorail storage and rails system must be supported from either the roof structure or floor supports.

ITEM # 4 – WASTEWATER HEAT RECOVERY, WATER STORAGE/PUMPING/REUSE, STEAMLESS HEATING SYSTEM

General:

Furnish and install all items and components necessary for:

(A)Wastewater heat recovery system.
(B)The water storage/pumping system.
(C)Water reuse system.
(D)Steam-less tunnel and hot water heating system.

The water systems shall be sized to be capable of supporting a wash/extractor system, a continuous batch washer system, or a combination of the two. All proposed equipment will be based on a maximum water consumption of 2.6 gallons per pound of installed wash/extractor capacity (both production and non-production, and a maximum of .75 gallons per pound of installed continuous wash/extract system (CWES) capacity. A water reuse system is required. The installed equipment shall perform according to design specifications.

A. Wastewater Heat Recovery:

The waste water heat recovery system shall be capable of transferring heat to both the hot and tempered water to be used in the washroom and capable of a minimum energy recovery of 65 percent if the average fresh water temperature is between 45 and 60 degrees F, and 55 percent if above 60 degrees F. The wastewater heat recovery system shall be capable of meeting the following specifications:

1. Preheat the hot water make up to within 10 degrees F of actual wastewater temperature, and the tempered water to 100 degrees (nom.) when the system is operating at average flow conditions. In addition, a control thermostat is required to adjust the stored tempered water tank temperature as desired. See Water System Sizing Guide, Table I, for equipment sizing guidelines.

2. The heat reclaimer shall be constructed so that the fresh water shall contact only corrosion resistant materials, and the heat exchanger heat transfer surfaces themselves shall be of stainless steel construction.

3. System shall have an automatic cleaning cycle as well as the capability of chemical cleaning through re-circulation.

Fully automatic cleaning controls shall be included as standard equipment. During end of day shutdown the PLC shall automatically initiate a re-circulation cleaning cycle of hot water through the heat exchanger for at least 30 minutes using a proper chemical cleaning solution. All valve operation and cleaning chemical addition shall be automatic.

Chemical cleaning solution shall be supplied by the contractor.

4. System shall have easy access for full inspection and maintenance of all waste and fresh water heat transfer surfaces.

5. All wastewater shall be screened for automatic removal and discharge of suspended solids to a minimum of 235 microns before entering the heat reclaimer.

Cameras shall be included for easy visual inspection of the screening unit from floor level without disassembly.

6. System shall have automatic controls to ensure sufficient water is supplied to the hot and tempered water storage tanks to maintain normal washroom operations.

Fresh and wastewater flow rates shall be controlled with automatic modulating valves that will maximize heat recovery according to the variable usage of waters during normal wash production. The automatic modulating control valves shall match the washer water demands to the available wastewater in the pit to achieve optimum heat recovery at any plant production level. A single system on/off switch shall be the only control needed to start the system at any water flow from 25 to 100% of design flows. Level controls shall evaluate plant water demands, available wastewater in the wastewater storage pit, and select the most advantageous flow rates to achieve the optimum heat recovery.

Wastewater storage pit shall be cleaned and sealed before system start-up.

7. System shall have a Control panel with a 12” touch screen display for system operation and monitoring. The panel shall be a NEMA 12 enclosure. Display screens shall be provided for complete operational status and control of the wastewater heat recovery, water storage/pumping, and water reuse systems. The following information shall be provided, but not limited to, on the touch screen display: Water temperatures, water flow rates, pit & tank levels, pump operating status, valve position, indicating status light, and system alarms with acknowledgement.

Temperature displays on the touch screen display shall indicate fresh water temperature in, preheated hot and tempered water temperatures out, and waste water temperatures before and after heat recovery.

8. The successful bidder guarantees:

a. The offered system will meet performance specifications.

b. The heat exchanger will not stop-up or plug when operated in accordance with the manufacturer's operating instructions.

c. The heat exchanger will be free of defects in workmanship and material defects for a period of five years.

B. Water Storage/Pumping System:

The water storage/pumping system shall be capable of meeting the following specifications:

1. The hot water storage tank shall have a storage capacity of "D" gallons/liters and the tempered water storage tank shall have a storage capacity of "E" gallons/liters. Material shall be of Type 304 stainless steel. If the fresh water has a normal chloride level of 40 mg/l or more, the tank materials shall be of Type 316L stainless steel. See Water System Sizing Guide, Table I, for Hot and Tempered Water Storage Tank Volumes.

2. The water storage tanks shall be insulated to prevent unnecessary heat loss. Insulation on all storage tanks shall be a minimum of 1-1/2 inches thick, 3 pound high density, semi-ridged duct board with factory installed vapor barrier facing and re-jacketed with a minimum .020 thick white PVC plastic. Water storage tanks shall have sight tubes installed with proper bracing. Tanks shall have thermistors with temperatures displayed on the main system control panel touch screen display. All storage tanks shall be provided with high level overflows and bottom drains discharging into site drains before going to the sewer. Tanks shall be provided with a means for full access inside tanks. All water storage tanks will require a side manway for internal access. All water storage tanks will be vented to the outside of the building.

3. Three (3) pumps shall be provided for the pumping system. One pump shall be for hot water and a second pump for tempered water. The third pump shall be usable as an on line spare for either the hot or tempered water pumps. The pumping package shall be manifolded with corrosion resistant piping. Isolation valves are required to allow removal of a pump for servicing. The valving will also allow putting the spare pump on line by only changing valve positions.

The pumps shall be rated at "F" gpm/lpm at motor full load rating and 115 feet (minimum) TDH. Motors will have a minimum service factor of 1.15. The pumps shall have a pumping efficiency of at least 70 percent throughout the majority of the operating range. See Water System Sizing Guide, Table I, for varying pump capacities.

4. A control panel shall be provided to indicate operational status of the water pumping system. The panel shall be a NEMA 12 enclosure. Switches with indicator lights shall be provided for motor operations. Pump motor starters and controls shall be located in this panel. Operational indicator lights shall be provided for motor operations and displayed on the main system control panel touch screen display and remote status panel.

5. A Variable Frequency Drive (VFD) shall be provided for each pump and a pressure transmitter shall be provided for each discharge of the pumping system. The VFD controllers shall read the discharge pressure signal from the transmitters and automatically adjust the pumping speed by increasing or decreasing the output frequency of the VFD according to plant demand. The pressure transmitters shall be pre-mounted in the pump discharge piping and pre-wired to the control panel. Included in the control panel are the necessary controls to operate the middle pump (spare pump) from either of the pressure transmitters.

6. Continuous wash/extract system shall be supplied with hot and tempered fresh water through a temperature and pressure compensated blending valve. A temperature gauge will indicate selected blended temperature going into the system.

7. Heating shall be accomplished by use two of flexible, bent steel water tube design heater. Heater shall be fired with natural gas and it shall be furnished complete and assembled, factory fired and tested with controls and trim mounted and wired. Heater shall be manufactured in accordance with ASME Power and Heating Boiler Codes, Sections 1 & 1V and registered with National Board of Boiler and Pressure Vessel Inspectors for 125 MAWP. All controls and trim shall be in compliance with UL Standards. Construction shall be of the bent water tube design with tubes Grade SA-53 steel minimum 1-5/16” O.D. and wall thickness minimum .133d” welded to top and bottom headers with high tensile weld metal. Tubes shall be of the b bent design to permit free expansion and contraction. Heater shall be mounted on a steel frame and enclosed in a heavy steel cabinet with controls mounted. Heater cabinet shall consist of an inner and an outer liner of minimum 16 gauge steel insulated with high temperature thermal fiber insulation minimum 1-1/2” thick. Cabinet shall be finished with baked enamel, heat resistant finish for protection. Trim shall include electronic flame safety with electric ignition, draft hood or barometric damper, safety relief valve, temperature and pressure gauge, operating temperature control, manual reset high limit temperature control and manual reset low water cutoff with test and reset buttons.

8. Tunnel heating system will be capable of filtering and heating the water from the appropriate modules of the Tunnel and delivering it back to the appropriate module of the tunnel. In addition the system will have the ability to circulate and heat the water from appropriate module of the tunnel and deliver it back to the appropriate module’ The heat exchanger shall be capable of heating the water of the appropriate module from 140 F to 160 F and heating the re-circulating water from the appropriated module from 150 F to 170 F when supplied with an adequate flow of 190 F hot water from the plant heating loop.

This system will include a shaker screen filtering system. The system is designed to filter out suspended solids larger than 175 microns (.007") from both the water stream and recirculating stream before entering the heat exchanger.

The filtering system will consist of a SHAKER SCREEN pre-mounted to a dual compartment stainless steel filtered water tank. A transfer tank and pump will be supplied that will collect the water from the appropriate module and transfer it to the Shaker Screen. The pump on the tunnel will feed the water from the appropriate module to the Shaker Screen. The Shaker Screen will filter the tunnel waters and deposit it into the respective compartment of the tank. Included is a pump that will circulate the filtered water from the appropriate module through the heat exchanger where it will be heated to temperature. Tunnel supplier shall supply a pump for the tank that will deliver the heated water from appropriate module and deliver it the appropriate module. Tunnel manufacturer shall also supply a pump that will take the filtered water from the tank compartment, circulate it through the heat exchanger and deliver it back to the appropriate module.

A heat exchanger module capable of heating the tunnel waters as stated above. The heat exchanger design will be to A.S.M.E. pressure requirements and will consist of stainless steel heat transfer area designed for high efficient heat transfer.

The system will have temperature control circuit to maintain the appropriate tunnel module water at the desired temperature. The desired temperature can be selected on a Touch Screen on the control panel door for positive operator control. The tunnel will control the circulation of the appropriate module water through the heat exchanger until the desired temperature is reached.

The heat exchanger will be pre-assembled and will be skid mounted for easy installation alongside the tunnel washer. Temperature readings will be provided at all inlets and outlets for performance monitoring.

All unprotected carbon steel surfaces will be grit blasted and coated with polyurethane enamel according to manufacturer’s instructions.

A control panel will be supplied. It will include all motor starters, level and temperature controls, operating switches and indicating status lights. The Control Panel is UL Labeled. The complete system will be pre-assembled, pre-piped, and pre-wired as much as possible to reduce installation time and costs. Tank insulation is required.

9. Hot water and reuse tank heating system using a heat exchanger for elevating the hot water and if supplied the reclaimed rinse water from normal discharge temperatures to the desired hot water and rinse water storage temperature.

The water will be heated by using stored hot water from the hot water storage tank. The reuse water will be re-heated to within 10 degrees of the stored hot water tank temperature.

Special dedicated hot and reuse water circulating pumps will be used to circulate hot and reuse water from the respective tanks to the exchanger for reheating.

The entire package will be shipped completely assembled and tested. All interconnecting piping, pumps, controls, valves, and instrumentation will be pre-mounted on a structural steel frame. The unit will only need to be placed in its final location, connected with piping to its proper supply tank and wired to the starters supplied in the separately proposed Water Control Consoles to be operational.

The incoming reuse water must be filtered before being pumped to the heat exchanger to at least 354 microns (a 40 mesh MG screen).

C. Water Reuse System:

The water reuse system shall be capable of reusing an average of 25 percent of the water used in the production wash/extractors. The system shall collect, store, heat, and return (to the washroom) the water to be reused. A trash pump, for transferring the reuse water to the storage tank, shall be provided. An alternate supply line from the hot water header shall provide make up fresh water through an automatic fill valve if no reuse water is available. The water reuse system shall meet the following specifications:

1. The water reuse tank shall have a capacity of "B" gallons/cu meters. See Reuse Water Storage Tank Volumes, Table II, for varying tank capacities.

2 All reuse water shall be screened of suspended solids to a minimum of 1130 microns before entering the reuse water storage tank. Camera shall be included for easy visual inspection of the screening unit from floor level without disassembly.

3. The water reuse heating system shall be capable of automatically maintaining a reuse storage tank temperature within 10 degrees of the hot water storage tank.

4. The reuse tank shall be insulated to minimize heat loss. Insulation shall be a minimum of 1-1/2 inches thick, 3 pound density, semi-ridged duct board with factory installed vapor barrier facing and re-jacketed with a minimum .020 thick color coded PVC plastic. Water storage tanks shall have sight tubes installed with proper bracing. Tank shall have a temperature thermistor with display on the heat recovery system main control panel touch screen display. Tank shall be provided with high-level 4”overflow and bottom 3” drain and discharging into sight drains before going to the sewer. Tank shall be provided with a means for full access inside tanks. All water storage tanks will require a side manway for internal access. Provisions must be made for collecting and discharging settled lint on the bottom of the tank through the 3" drain valve daily at shut down.

5. Two reuse feed pumps shall be provided. The first pump shall be the main reuse water feed pump. The second pump shall act as a spare. The pumping package shall be manifolded with corrosion resistant piping. Isolation valves are required to allow removal of a pump for servicing. The valving will also allow putting the spare pump on line by only changing valve positions.

The pumps shall be rated at “A” gpm/lpm at motor full load rating and 115 feet (minimum) TDH. The pumps shall have a pumping efficiency of at least 70 percent throughout the majority of the operating range. Motors will have a minimum service factor of 1.15. See Reuse Feed Pump Sizing Guide, Table II, for varying pump capacities.

A Variable Frequency Drive (VFD) shall be provided for each pump and a pressure transmitter shall be provided for the discharge of the reuse water pumping system. The VFD controller shall read the discharge pressure signal from the transmitter and automatically adjust the pumping speed by increasing or decreasing the output frequency of the VFD according to plant demand. The pressure transmitter shall be pre-mounted to the pump discharge piping and pre-wire to the control panel. Controls necessary to operate either pump from the pressure transmitter shall be included.

6. Controls for the reuse system shall be located in a control panel mounted on the dual reuse system pumping system with switches and indicating lights provided for motor operations. Operational status of reuse system shall be displayed on the main heat recovery system control panel touch screen display and remote status panel.

D. Wastewater Recycling System: NOT REQUIRED

E. Water Softener System:

Furnish and install all items and components necessary for the Water Softener System. The water softening system shall be capable of meeting the following specifications:

1. The softening system shall have the capability of conditioning required quantities of water from the normal building grain (as specified by engineering) hardness down to a soft level of 0 grains. The softener will have sufficient resin capacity to operate the normal washroom production for the total daily (seven hour workday) production without regeneration. A five (5) day metered regeneration system with salt or brine storage capacity, at stated textile production rates, is required. All mineral tank(s) will be provided with bottom drain and back wash connections piped to the sewer drain. All tanks will have full inside accessibility for cleaning, visual inspection and maintenance.

2. The existing Salt/Brine storage tank will be reused with the new water softening system. The contractor shall provide all connections to the Salt/Brine storage tank with high level overflow drain connection and piped to the sewer drain.

3. One (1) water test kit will be provided with the system. This kit shall contain hardware and chemicals necessary to perform titrations, measurement of Ph, temperature, and water levels.

F. Water Back-Flow Prevention:

1. The water system shall include total water back-flow prevention into the main water supply.

G. Remote Status Panel:

A remote status panel with a minimum 12” touch screen display panel shall be incorporated into the system, which will provide complete operational status of the existing air compressors; wastewater heat recovery, water storage/pumping, water reuse system. The remote status panel shall also provide alarm status and notification for all of the above systems. A color LaserJet printer shall be provided with the remote status panel. A secondary remote status panel shall also be located in the laundry supervisor’s office in building 13.

Monitoring displays shall indicate laundry air header pressure, hot, tempered and reuse washroom header pressures and be appropriately labeled. The remote panel shall indicate the status of water flow patterns and operational pumps.

H. VIDEO GRAPHIC RECORDER MONITOR

An automatic video graphic recorder shall monitor and record incoming fresh water temperature, preheated hot water temperature, preheated tempered water temperature, wastewater temperature in and wastewater temperature to sewer. The successful bidder shall provide this panel with appropriate signals to the status panel.

The successful bidder shall furnish schematic piping and wiring diagrams/drawings for the entire system within 60 calendar days after the date of award.

I Air Compressor and Air Refrigerated Dryer System

1. The two (2) existing Kaeser 40 horse-power air compressors shall be used with the new laundry system. The contractor shall provide all new air piping from air compressors located in the mechanical room to all equipment. Air compressors can be relocated if necessary for the new design of the mechanical room.

2. The contractor shall install new water/condensate drain lines from each existing compressor to floor drains.

3. Air Compressor System shall include all interconnecting new piping between air compressors and specified equipment.

4. The contractor shall provide new timed, automatic blow down of compressor tanks.

5. Furnish and install two (2) each blow-down devices within the mechanical room. Blow down devices shall be capable of reaching around all equipment within the mechanical room. These device(s) shall include:

a. A gauged air pressure regulator, with quick disconnect, capable of regulating air pressure from 0 PSI to 30 PSI.

b. Minimum 50 foot length of heavy duty, reinforced non-kink air hose on an automatic retractable reel.

c. Trigger operated air nozzle with any necessary extensions for reaching hard to reach areas. The trigger operated air nozzle with extensions shall be mounted on a wall.

d. Locations of the blow down device(s) shall be depicted on drawings.

J Mechanical Room Ventilation

1. The mechanical room shall have ventilation/exhaust fans installed to remove excess heat from the room.

ITEM 5 – ENERGY MONITORING SYSTEM:

Furnish and install one (1) Energy Monitoring System. System shall provide for real time utility and event measurement for natural gas, electric, air, water and sewer (wastewater) with seamless integration for reporting.

System shall include installation of new flow meters and sensors having sufficient analog/digital sophistication for the collection of data required by the system furnished. Utility data shall be captured by a data logger located within the textile care manager’s office, which will enable the VA to measure and manage utility usage. Successful contractor shall install new flow meters/sensors and control interconnection wiring, and fully commission system including data reporting set-up. (VA shall be responsible for connecting system to the Internet.)

Following are the minimum functional specifications:

1) Distributed network architecture capability (internet connectivity capability)

2) Capability for email/text alerts for utility metrics

3) Standard 32 low speed (frequency less than 25 Hz) digital inputs that are suited for most lower resolution digital output flow meters (i.e. water, gas, wastewater, sewer, etc.) and any other digital event counters.

4) Standard 16 analog inputs that are suited for most analog output temperature sensors, water level sensors, pH monitors, etc.

5) Capacity for expansion – up to four additional cards may be installed, either 16-channel low-frequency digital input cards or 8-channel analog input cards, or 4-channel high-frequency digital input cards.

6) Control box for data logger with clear font panel (15”H x 13”W x 10”D minimum)

7) Windows-based PC computer with systems application software, windows office (to include Word, Excel and PowerPoint), wireless keyboard, mouse and color LaserJet printer.

8) 110/220 volt, 40 watt electric specification.

9) Furnish and install a minimum two (2) hour uninterrupted power supply (UPS) backup.

10) Display and keypad for local interface.

11) Numerical and graphical data sorted by date(s) reporting capability via ArcNet or Web Server

12) Flow meters, sensors, transducers, flow straighteners/conditioners, etc.: Shall be sized by the manufacturer for each specific application and installed according to manufacturer’s recommendations. Provide lateral and horizontal supports as required to minimize vibration at the meter location.

13) Wall-mounted storage unit

14) Upon completion of installation, provide as-built documentation of system.

ITEM # 6 – Continuous Wash Extract Tunnel System with Dryers ( STEAM-LESS): Furnish and install one (1) each, Steam-less Continuous Wash Extract System (CWES). The system offered shall have chamber/module sizes of 130/150 LBS and shall be designed and installed within the existing textile care processing facility.

a. The Continuous Wash Extract System shall be loaded using a new tunnel washer loading conveyor with built in scale. The new soiled monorail system shall be designed to easily load the new tunnel washer loading conveyor.

b. Furnish and install a pit sensor. The pit sensor shall be designed so it will, (once activated) immediately drain the pit to the sewer allowing the CWES and non-production washers to continue to operate normally. The sensor shall only drain to the sewer in the case of a high level situation.

c. Ethernet connections shall be installed on all the CWES system that will allow for trouble shooting mechanical/operational problems from factory technicians. VA will supply internet services to the building and will be the successful contractors responsibility to connect to all equipment.

1. The system shall be designed for conveyor loading. The new monorail system shall manually load the conveyor by sling directly on to the conveyor for loading into the CWES.

2. In a seven-hour workday, be capable of processing a minimum of 22,000 (dry weight pounds) of dry soiled textiles, sheets, blankets, towels, uniforms, patients clothing, pajamas per day equating to 3,121 pounds per hour using the Continuous Wash Extract System (CWES).

3. The work load is based on 60 % rough dry, 35 % flatwork and 5 % uniforms and patients clothing.

4. The wash system shall be capable of utilizing chlorine, peroxide, or per-acetic acid, and the effective wash temperature required by each. Provide means of injecting hot water into the loading chute, and a venting/exhaust system to remove vapor from the loading chute. These formulas will take into consideration sequencing, which includes loading, washing, discharging, extraction and tumbler transfer. Systems will be evaluated on hourly production.

5. A glass staph barrier wall shall be built into the system to prevent cross-contamination. The CWES will include moisture barriers which preclude discharge of moisture and chemicals onto the production floor. The existing staph barrier wall will be replaced with shatter proof glass.

6. The CWES will be exhausted to the outside atmosphere.

7. External Equipment/Motor Protection Filters are to be provided for all air intakes to include but not limited to dryers, washers, electronic boxes, mechanical equipment, etc., Where ever air intakes are located. These are used as a primary pre-filtration defense to help prevent damage and extensive maintenance that large volumes of lint/debris can cause. They are to fit all air intakes, motors etc. and be made of three-dimensional electrostatic media and encased in a 1/8"-3/8" rigid magnetic galvanized steel frame and contain 2 layers of polypropylene media. The media will not shed fibers, absorb moisture or promote bacterial growth; the filter should be designed for UV protected, and stands up to extreme outdoor or indoor exposure, corrosive chemicals, high velocity air flow, as well as industrial cleaning and maintenance handling.

b. Ordering Data Continuous Batch Tunnel Washer:

Microprocessor/ color touch screen controls & information systems that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics controls are required. The systems shall include a touch screen LCD, anti-glare screen capable of displaying:

(1) All wash loads through each module or chamber and water temperatures.

(2) The formulas, temperature controls for incoming tempered and hot water and customer identity of each batch as it progresses through the systems modules or chambers, and through the extraction process.

(3) A production record showing the number of batches run for each customer or department on each formula on a daily, weekly, monthly, quarterly, semi-annual and annual basis.

(4) All electrical will be new from the existing electrical panel to the new equipment and have electrical identification installed as require in the electrical identification section of this document. Electrical requirements are – 480 volts, 3 phase, 60 cycles.

(5) Details of all wash formulas.

(6) Top or bottom transfer is acceptable

(7) CWES must be completely enclosed, top and side panels that lock or bolt into position

(8) A display which aids in trouble shooting and supply calibration.

(9) A screen that displays all the requirements and times for preventive maintenance.

(10) A remote (wall mounted) screen located in the Textile Care Managers office that displays information from the systems console.

(11) Install a color laser printer located in the Textile Care Managers office for hard copies of all functions and accounting data of the CWES.

(12) System shall be capable of programming 40 wash formulas.

(13) All electrical components and wiring must be UL labeled

a. Regardless of supplier, a Class 1 - Liquid supply system will be interfaced for the dispensing of seven (7) types of chemicals, including peroxide, followed by a fresh water flush capability. The chemical manifolds shall be installed and supplied by the successful contractor.

b. Easily accessible titration valve(s) shall be installed on the CWES.

c. A color camera is required at the CWES loading chute, dryers, shuttle and press of the system for visual observation of wash loads. A color flat screen monitor shall be installed at the washer controls station so the operator can monitor all loads entering the tunnel. Loading chute must also have photo-cell for verification of load received / loaded and if not received shall display loading fault.

d. Pipe and connections are to be furnished for utilizing a liquid detergent supply system.

e. Systems shall be installed level and shall have leveling devices (If applicable to the equipment offered).

f. Specifically designed and programmed for automatic sequencing and loading into the CWES.

g. Audible and visual alarms for faults within the system is required. The CWES shall have a beacon rotary LED light (colored amber) for the visual alarm for faults.

h. CONFINED SPACE standards apply and drum/cylinder hatches MUST have access hatch / doors for egress into the drum from the outside and allowing light and air into the inner drum and must be a minimum size of 15” x 15”. At minimum provide one hatch on second compartment/module and from then on every other with the exception of the last chamber. Confined Space signage shall also be provided

i. Automatic cycle controls required.

j. Hot Water injection is required for the CWES.

k. Must have built-in water reclamation system so that water consumption on light to medium soil must be no more than 0.75 gals per pound washed regardless of wash programs and classifications.

l. An hour gauge shall be installed on both the CWES and press that will show actual hours of run time of the equipment.

m. Install LED illuminated (when activated) emergency stop buttons (colored red). The CWES shall also be equipped with a normal start colored green and stop button colored red. Yellow backgrounds shall be provided with legends for all emergency stop buttons provide with the entire system.

n. CWES shall be equipped with lockout/tag out for servicing and maintenance of equipment. Tags and locks shall be provided that contains multiple types of lock-out and tag-outs by the successful contractor. Tags and locks shall be provided in a kit with a latch.

o. All drains/trenches must be cleaned and have new stainless steel trench screens installed to prevent debris or small linen items from clogging the trenches. Any drain piping from the trench to the waste water pit that is clogged, shall be cleaned. New minimum ¼ inch aluminum diamond plate trench covers and pit covers with lifting holes or handles shall be installed under the CWES and pit area.

p. All piping within the CWES shall be insulated, wrapped in PVC plastic covering, identified and have directional flow markings installed.

q. CWES system operating instructions shall be on laminated plastic name plants. All labeling shall be on laminated plastic nameplates. Nameplates shall be laminated phenolic with a colored surface and white core with magnetic backing.

r. Two (2) thumb drives shall be provided with all washer programs and formulas that will be used to install washer programs and formulas in case of equipment control failure. One thumb drive will be attached with Velcro to the washer inside the operator control panel and the second shall be given to the textile care manager as back-up.

s. Ethernet/internet connections shall be installed on all the CWES system that will allow for trouble shooting mechanical/operational problems from factory technicians. VA will supply internet services to the building and will be the successful contractors responsibility to connect to all equipment.

Systems shall be designed with an exhaust system to eliminate ALL vapors/condensation from escaping from the loading chute and main press area. Exhaust shall be through powered exhaust fan to the outside atmosphere.

c. Single-Stage Tunnel Washer Extractor Press:

Furnish and install one (1 ea.) – Single stage CWES extractor press. The extraction CWES washer press must be capable of communication between the CWES and shall be capable of meeting the following requirements:

1. Extractor press shall accommodate offered batch size 130/150 LBS.

2. Extractor press shall have large capacity basket for oversized loads (up to 15%).

3. Electrical characteristics - 480 volts, 3 phase, 60 cycles.

4. Extractor press shall have fully programmable extraction pressure with a minimum 40 bar (580 P.S.I.).

5. The extractor press controller shall be capable of being programmed for 99 extraction programs and be industrial off the shelf microprocessor.

6. The extractor press shall have touch screen controls with graphics.

7. Automatic water cooling system.

8. Full high-grade stainless steel construction.

9. An LED illuminated (when activated) emergency stop button (colored red). The extractor press shall also be equipped with a normal start colored green and stop button colored red. Yellow backgrounds shall be provided with legends for all emergency stop buttons provide with the entire system.

10. Safety micro switches shall be installed on all doors of the extractor press so that when a door is opened, the equipment shuts down.

11. Large volume external water recovery tanks.(maintain 36”min egress)

12. Positive belt transfer of cake.

13. Furnish Gum Rubber filled diaphragm for the press.

14. Coated ram plate – corrosion resistant finish.

15. Flexible and simple to use controls.

16. The successful contractor shall install a minimum six-feet high fenced in area with minimum two (2) doors around the press and shuttle area and electronic door controls so that if the doors are opened the shuttle shuts down. Amber LED lights shall be installed at each door location that will activate when the door(s) are opened. Warning signage shall also be provided.

17. An hour gauge shall be installed on the press that will show actual hours of run time on the press.

18. System must provide data transfer from batch washer and then downstream to shuttle and dryer system, must display and transfer batch wash/item code, batch weight and customer code for each batch.

19. Press shall be equipped with lockout/tag out for servicing and maintenance of equipment. Tags and locks shall be provided that contains multiple types of lock-out and tag-outs by the successful contractor. Tags and locks shall be provided in a kit with a latch.
